Of 250 interviews, Sartori found that 68 involved in-house counsel who had negotiated cloud terms against FSM-N05 in the previous three years. Shared hyperscalers sit under DBS, OCBC, UOB, Standard Chartered, HSBC, Trust Bank, GXS Bank and SMBC at once, which is why a technology-risk hire collides with client walls. DBS Group computerization expenses were S$1,360 million in 2025. UOB's IT-related other operating expenses were S$1,136 million in 2025.
The Business Times reported in 2026 that DBS booked about S$1 billion of economic value from data and AI in 2025, up from S$750 million in 2024. On 19 March 2026, DBS and POSB digital channels failed for about one hour after an erroneous system-change step; MAS restated the four-hour cap in an 8 April 2026 parliamentary reply. That incident is the supervisory fact behind P012-2026's change-management language. A chief legal officer at a listed local bank said the ICT seat needed someone who had already lived through a vendor consolidation, not a first-time cloud negotiation.
