Companies hire in house legal recruiters Hamburg when a general counsel or a chief executive needs counsel the company does not already know. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel searches. Hamburg in-house searches closed over three years: 9. Those general counsel searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks. A listed liner group in Hamburg hired its deputy general counsel in week 14. On 1 January 2026 the Hamburg chamber counted 616 pure Syndikusrechtsanwälte. In 2025 it received 355 Syndikus admission applications.

01 — The brief answer

A Hamburg hire is an admission that does not travel, a notice date, and a cash cell the filings do not print.

A chief executive in Hamburg writes one line: German counsel, ideally already a Syndikus, able to start next quarter. The line hides three clocks that do not move together. The lawyer’s current admission covers the current employer. The employment contract usually ends on a month-end or a quarter-end, past the statutory floor. The cash the candidate can already see is a firm year-1 seat in this city. The annual reports of the groups that hire here print headcount and investment. They do not print a counsel band.

That is the work in-house counsel recruiting is retained to do here, and the work a company assigns when it calls general counsel recruiters Hamburg. Sartori & Partners was founded in early 2017 by Lorenzo Sartori. Closed Hamburg in-house searches over the last three years stand at 9. The figures in the grid are the firm-wide corporate record, the same figures on the case studies. Hamburg is not a row in the frozen city table, so that count is held for replacement. It is not the Frankfurt count.

02 — Employers and sectors

A liner, a terminal operator, an aircraft line, and a campus that is adding a laboratory, not a salary table.

The employers a Hamburg board is hiring against publish operating figures, not counsel pay. The Hamburg Port Authority, on 19 February 2026, reported that the port handled 8.3 million TEU in 2025, up 7.3 percent, and 114.6 million tonnes in total, up 2.6 percent. Container traffic with the United States fell 25.6 percent. Traffic with China rose 6.5 percent and with India 49.2 percent. The release calls the port Germany’s largest seaport. That is a throughput fact. It is also the reason a liner, a terminal, and a port authority keep legal work in this city: charter, terminal concessions, sanctions screening on a trade lane, and the contracts that move when a lane drops by a quarter.

Hapag-Lloyd’s 2025 annual report, with a Hamburg date line of 25 March 2026, puts North Europe headquarters in Hamburg and employment at about 18,100, of whom 14,800 sit in liner shipping and 3,300 in terminals and infrastructure. Transport volume was 13.5 million TEU, up 8 percent. Group revenue was EUR 18,633 million. HHLA’s 2025 annual report records 7,269 employees at 31 December 2025, against 6,906 a year earlier, and container throughput of 6,295 thousand TEU, up 5.4 percent, with the Hamburg terminals up 4.8 percent. Those two reports are the shipping and terminal side of the same waterfront. A counsel seat at either of them is a Hamburg employment. The admission has to match the employing entity, not the group brand.

The aviation cluster is the second employer set, and it is dated. The Hamburg Senate, on 10 June 2025, reported a Hamburg Aviation study, prepared by the Institute for Innovation and Technology, that counted 48,700 people employed in aviation in the metropolitan region as of 2024, up 18 percent since 2019, across about 300 companies. About 33,000 of them sit in manufacturing and maintenance. In that release, André Walter, head of civil aircraft production at Airbus in Germany, put the Hamburg site at about 18,000 employees and called it the largest Airbus site in Germany. Lufthansa Group’s 2025 annual report puts Lufthansa Technik at 22,989 employees on 31 December 2025 and describes Hamburg as the headquarters, with three construction projects there, including a hydraulics workshop whose test operation began in November 2025. Aircraft product liability, export control, and maintenance contracts are the files. They are not a Frankfurt banking file.

Consumer goods sit on the same map and still do not print a counsel band. Beiersdorf’s 2025 annual report records 22,399 employees worldwide at 31 December 2025, of whom 6,989 were in Germany, and a foundation stone in 2025 for an innovation center at the Beiersdorf Campus in Hamburg: EUR 139 million, about 14,000 square meters, scheduled to open in 2028. The same report places tesa’s headquarters in Norderstedt, near Hamburg. The report prints the investment and the headcount. It does not print what the legal department pays. Company-side bands that do exist for other German groups are on the Germany in-house salary page. Firm-side bands are on lawyer salary in Germany, 2026.

The admission stock is the chamber, and the chamber is the Hanseatische Rechtsanwaltskammer, not a headcount of desks inside the city boundary. Its Kammerreport of 18 March 2026, reference date 1 January 2026, counts 9,416 members admitted only as Rechtsanwalt (6,112 men and 3,304 women), 616 admitted only as Syndikusrechtsanwalt (231 men and 385 women), and 1,517 holding both (785 men and 732 women). All membership categories on the report total 12,061, against 11,867 on 1 January 2025. The 616 and the 1,517 are the syndicus-capable stock: 2,133. The 12,061 add professional-practice companies and the other categories on the row. They are not 12,061 natural-person lawyers. Nationwide, the BRAK press release for the same reference date counts 8,279 pure Syndikusrechtsanwälte, up 9.15 percent, and 20,848 dual admissions. Hamburg’s 616 pure syndici are the local pure-syndicus column. They are not the national 8,279.

Of the 9 closed Hamburg in-house searches, 4 were shipping, aviation, or terminal seats. Private-practice context for the city is on legal recruitment in Hamburg. A seat whose employer, chamber, and notice are Frankfurt’s belongs on in-house counsel recruiting in Frankfurt. The research program maps 1,480,000+ lawyers and has run a quarterly survey since 2019. This page does not assign Hamburg a mapped-lawyer total from another city’s row.

03 — Admission

The licensing quirk is not a second bar exam. The admission does not follow the lawyer.

Section 46 of the Federal Lawyers’ Act (Bundesrechtsanwaltsordnung) is the in-house rule. Legal work inside a company, done as a lawyer, is the practice of a Syndikusrechtsanwalt. The lawyer needs the admission in section 46a. Independence has to exist in the contract and in the way the job is actually done. Section 46(5) limits the advice to the employer, and the employer includes affiliates under section 15 of the Stock Corporation Act. A liner that employs counsel in the listed parent can cover the affiliates that fall inside that test. A contract with the terminal subsidiary does not, by itself, authorize the same lawyer to advise the liner. The employing entity named in the offer is the entity the admission will have to match.

Section 46b is the statute. The Hamburg chamber’s note, citing the Federal Court of Justice judgment of 30 March 2020, AnwZ (Brfg) 49/19, says a change of employer is not an extension of the admission, even when the jobs meet with no gap. The old admission is revoked. A new one is granted. The lawyer notifies the end of the old job and files the new contract. A candidate who is already a Syndikusrechtsanwalt at Hapag-Lloyd, at Lufthansa Technik, or at Beiersdorf still needs that grant. A signed offer does not close the gap.

The exception is narrow, and the Hamburg chamber counted it. A judgment of 3 December 2024, AnwZ (Brfg) 6/24, holds that a tripartite agreement among the old employer, the new employer, and the lawyer, transferring the employment with all rights and duties, is treated like a transfer of undertaking under section 613a of the Civil Code. In that case a finding that the Syndikus admission continues can be enough, and a fresh admission application is not required. In the 2025 reporting year the chamber received 31 applications for a finding that the activity had not changed in a material way, and it tied the rise to that judgment. The same report says 355 Syndikus admission applications came in during the year, against 340 in 2024, and that the largest share was a new admission because of a change of employer. A lateral hire is the 355. A transfer of the employment itself is the 31. The offer letter has to say which of the two it is. Most Hamburg moves are the first.

The stock moved with those applications. Pure Syndikus admissions rose from 557 to 616. Dual admissions rose from 1,435 to 1,517. Added together, the syndicus-capable stock at 1 January 2026 is 2,133. That is the pool a company is hiring from, and the pool that has to file again when it moves.

Section 46c sets the court boundary. A Syndikusrechtsanwalt may not represent the employer in civil proceedings that require a lawyer before the Landgericht, the Oberlandesgericht, or the Bundesgerichtshof, and may not act as defense counsel in criminal or regulatory proceedings brought against the employer. Commercial advice and the management of outside counsel sit on the allowed side of that line. Signing the pleadings does not. Dual admission is the bridge. The chamber’s 1,517 dual admissions and 616 pure syndici are the two pools. The 9,416 lawyers admitted only as Rechtsanwalt are a private-practice pool until an in-house admission is granted. German is the language of the chamber and the works council. English is the language of a charter party or a parent that drafts in English.

04 — Notice, the council, and the clock

Acceptance is the end of the search. Notice and the new admission start the next morning.

Across the 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. Senior and specialist counsel, a book of 87, reach a shortlist in 18 days and an accepted offer in 8 weeks. Deputy general counsel and head of legal, a book of 47, run to a 21-day shortlist and 10 weeks to offer. The 9 closed Hamburg in-house searches are a three-year city count across those kinds of seat. They do not replace either median. From written offer to acceptance, those 9 files ran 13 working days. That step sits inside the search. The notice the candidate then serves sits outside it.

A counter-offer arrived on 3 of those 9 searches. Of the same 9, 2 had to have the offer rewritten because the first draft treated the move as an extension of the Syndikus admission. Those 2 files, inside the closed set of 9, are the finding that should change the offer letter. The Hamburg chamber’s own note already says an extension is the wrong form. The search had reached a person, and the paper assumed a start date the statute and the 30 March 2020 judgment would not give.

Section 622 of the Civil Code is the notice floor: four weeks to the 15th or to month-end, two weeks during a probationary period of up to six months, and a longer employer scale that runs to month-end and reaches seven months after twenty years. Individual contracts may agree a longer period. The notice the employee must give cannot be longer than the notice the employer must give. Counsel contracts in this market are usually three months to month-end or to quarter-end. A resignation in the first week of a quarter can therefore cost the rest of that quarter plus the contractual months. The statutory four weeks is the date only when the contract forgot to set a longer one.

The works council has its own week. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before the hire, to produce the application documents, and to obtain consent. A refusal has to be written, with reasons, within one week, or consent is deemed given. The employer may ask the labor court to substitute consent. Section 5(3) takes executive employees (leitende Angestellte), as that subsection defines them, outside the Act. A general counsel who hires and fires often meets that test. A counsel seat below the general counsel often does not. A terminal operator or an aircraft plant with a works council is the ordinary case. Skipping the council in order to stay quiet trades a one-week statutory clock for a consent dispute.

A post-contractual non-compete is section 74 of the Commercial Code. It has to be in writing. The employer has to hand the employee a signed copy. It binds the employee only if the employer pays, for each year of the restriction, compensation of at least half the contractual benefits the employee last received. A restriction the company will not compensate should come out of the draft before the candidate resigns. The candidate’s existing restriction has to be read the same way. A liner or an MRO group that paid for a non-compete can keep the lawyer out of the competing seat for the period the clause actually covers, even after the admission for the old employer has been revoked.

Where the permanent seat cannot wait on a quarter-end notice plus a new Syndikus filing, interim cover is a separate book. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That is cover while the permanent search runs. It is described on interim and fractional legal talent. It does not confer a Syndikus admission, and it does not satisfy section 46 for the reserved work.

05 — Compensation

Price the seat from the firm cell in this city. Do not borrow a Munich industrial cell.

Three instruments get confused in a Hamburg compensation committee, and they answer three different questions. BRAK STAR 2025, covering Wirtschaftsjahr 2024, reports that Syndikusrechtsanwälte averaged EUR 123,000 gross, and EUR 132,000 when the cut is full-time syndici. On the all-syndici cut, men averaged EUR 132,000 and women EUR 106,000. The full-time mean and the male mean happen to share a figure. They are different cuts of one national survey, across every seniority. A Hamburg offer is not that mean. The mean is the check against which the offer is read.

The number a candidate in this city can already see is the firm cell. azur’s Einstiegsgehälter table, Stand September 2026, puts A&O Shearman at a year-1 salary of EUR 150,000, with a maximum bonus of EUR 15,000, and lists offices in Düsseldorf, Frankfurt, Hamburg, and Munich. The same table puts Advant Beiten at EUR 85,000–105,000 for year 1, with a maximum bonus of EUR 30,000, and lists Hamburg among the offices. azur’s White & Case employer profile lists year-1 cash of EUR 160,000, year 2 at EUR 165,000, and year 3 at EUR 170,000, and lists a Hamburg office with Berlin, Düsseldorf, and Frankfurt. Those are year-1 associate cells. They are the leaving seat for a lawyer the company most wants, not a general counsel package.

The company cells on azur’s September 2026 employer table answer a different city. BMW is printed at EUR 100,000 for year 1. Allianz is printed at EUR 90,000–110,000. Deutsche Bank is printed at EUR 74,500–82,400. None of those three headquarters is Hamburg. Beiersdorf’s 2025 annual report prints the Hamburg campus investment and the headcount. It does not print a counsel salary, so there is no Hamburg year-1 cell to set beside EUR 160,000. The gap between a White & Case year-1 figure of EUR 160,000 and a national full-time syndicus mean of EUR 132,000 is already a conversation. The gap between EUR 160,000 and a borrowed BMW cell of EUR 100,000 is a different conversation, and it uses the wrong city’s employer. Bonus, pension, and a path to general counsel are what a Hamburg company puts on its side of the firm cell. The September table does not price those. The board still has to.

The fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of that fee is the retainer at engagement, and it is kept if the client cancels. A GC, CLO, or CCO search carries a 12-month replacement term. Other in-house searches carry 6 months. Off-limits on the client’s legal department run 24 months, and a lawyer we have placed is not approached for as long as they stay. Offer acceptance on corporate mandates is 96 percent. Retained corporate mandates complete at 92 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Repeat clients or referrals account for 68 percent of corporate mandates.

The two salary pages carry the rest of the arithmetic. In-house counsel salary in Germany, 2026 is the company-side band. Lawyer salary in Germany, 2026 is the firm-side band the candidate can stay in. A Hamburg offer uses those two bands, and then subtracts any cell whose headquarters is not here.

06 — How a search runs

The same six steps. The Hamburg work is in the brief.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The brief names the employing entity, the affiliates the advice must cover, and whether the counsel must sign pleadings or instruct someone who can. It names the admission the candidate must already hold, and whether the move is a new Syndikus admission or a tripartite transfer under the 3 December 2024 judgment. It names the notice law of the people most likely to be approached: contractual quarter-end, or the statutory four weeks, or something between them. It names whether section 99 applies, and whether the company will treat the general counsel as an executive employee under section 5(3). The fee letter goes out with that page. Conflicts are checked before outreach. The approach stays blind until both sides want a conversation.

Mapping uses the research program’s map of 1,480,000+ lawyers, cut to people who have held the relevant file in this city: a liner or a terminal, an aircraft or MRO contract, a consumer-goods or adhesives group whose campus is here, or a firm seat whose year-1 cash is the number the offer has to answer. For a general counsel, the published average to a shortlist is 24 days, on the 52. The offer is then built against the German salary pages, with notice, the works council, and the new Syndikus admission scheduled before the candidate resigns. A quarter-end notice plus a chamber filing is a planned gap. It is the gap that cost 2 of the 9 closed Hamburg files a rewrite of the first offer.

07 — Published files

The clock is the corporate record. One Hamburg file sits beside it.

The three files below are published case studies. They show the method and the dates. The Hamburg file under them is one of the 9, and one of the 47 deputy general counsel and head of legal placements. It is a single outcome. The deputy median on the 47 remains 10 weeks. The general counsel median on the 52 remains 11 weeks.

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was in the letter.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock.
Complication
The deputy clock on the 47 is 21 days to a shortlist and 10 weeks to offer. This file had to move faster than that, because a rumor that legal was being rebuilt would have traveled.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston.

One of the 9 closed Hamburg in-house searches was a deputy general counsel at a listed liner group, and it is one of the 47. It is also one of the 2 whose first offer treated the move as an extension of the Syndikus admission, and one of the 4 shipping, aviation, or terminal seats. The shortlist reached the board on day 26. The accepted offer was in week 14. Week 14 is slower than the deputy median of 10 weeks on the 47. It sits inside the general counsel range of 8 to 16 weeks, and it is not that median. The median on the 52 remains 11 weeks. Day 26 and week 14 are this file. They are the result of rewriting the offer so the new admission and the notice were in it.

General counsel and in-house counsel in Hamburg

What do in house legal recruiters Hamburg get hired to do?

A retained search approaches counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. Those searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, with a range of 8 to 16. The city market sits on legal recruitment in Hamburg. Does a Hamburg in-house lawyer need a new Syndikus admission?

Yes when the employment changes, unless a tripartite transfer keeps the same employment alive. Section 46 of the Federal Lawyers’ Act makes in-house legal practice the work of a Syndikusrechtsanwalt. The Hamburg chamber’s guidance, citing the Federal Court of Justice judgment of 30 March 2020, AnwZ (Brfg) 49/19, says a change of employer is not an extension of the admission, even when the old job and the new job meet on the same day. The old admission is revoked and a new one is granted. A judgment of 3 December 2024, AnwZ (Brfg) 6/24, treats a tripartite transfer of the employment, with all rights and duties, like a transfer of undertaking, so a finding that the admission continues can be enough. In the 2025 reporting year the Hamburg chamber received 355 Syndikus admission applications, against 340 in 2024, and said the largest share was a new admission because of a change of employer. It also received 31 applications for a finding of no material change in the activity. Statute: §46, §46b, §46c BRAO.

What notice sits between acceptance and day one?

The search clock stops at the accepted offer. Section 622 of the Civil Code sets the employee’s notice at four weeks to the 15th or to month-end. During a probationary period of up to six months it is two weeks. The employer’s notice lengthens with tenure, to the end of a calendar month: one month after two years, two months after five, three after eight, four after ten, five after twelve, six after fifteen, and seven after twenty. A longer individual agreement is allowed. The employee’s notice cannot be longer than the employer’s. In a business that generally has more than 20 eligible employees, section 99 of the Works Constitution Act requires the employer to inform the works council before the hire and to obtain consent. A refusal has to be in writing within one week, or consent is deemed given. Section 5(3) takes executive employees, as that section defines them, outside the Act.

When does a company call general counsel recruiters Hamburg?

When the seat is a general counsel, a chief legal officer, or the counsel who will report to one, and the company wants the approach made before the role is public. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, range 8 to 16. A NASDAQ-listed medtech in Boston hired its successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee is 25–30 percent of total first-year compensation. Thirty percent of the fee is the retainer at engagement, and it is kept if the search is cancelled. GC, CLO, and CCO searches carry a 12-month replacement term. Other in-house searches carry 6 months.

How should a board read a Hamburg offer against the published cash?

BRAK STAR 2025 reports that Syndikusrechtsanwälte averaged EUR 123,000 gross in Wirtschaftsjahr 2024, and EUR 132,000 if the cut is limited to full-time syndici. Those are national means across seniorities. azur’s Einstiegsgehälter table, Stand September 2026, puts A&O Shearman at a year-1 salary of EUR 150,000, with offices in Düsseldorf, Frankfurt, Hamburg, and Munich, and Advant Beiten at EUR 85,000–105,000 for year 1, with Hamburg among the offices. azur’s White & Case employer profile lists year-1 cash of EUR 160,000 and a Hamburg office. azur’s September 2026 company table prints BMW at EUR 100,000 and Allianz at EUR 90,000–110,000. Those company cells are not Hamburg headquarters. A Hamburg offer is built from the seat the candidate would leave in this city, then read against the national mean. It is not a copy of a Munich or Frankfurt year-1 cell.
