›In house legal recruiters Luxembourg: what sets the start date

In house legal recruiters Luxembourg are briefed by general counsel and chief executives who need a lawyer inside the CSSF perimeter. Sartori & Partners closed 9 in-house searches in Luxembourg in the 36 months to September 2026, inside 400+ placements since 2017 (230+ in-house) and an 11-week median to an accepted offer on GC and CLO searches. The CSSF recorded EUR 6,790.699 billion of UCI net assets at 31 August 2026, across 13,261 fund units. The Luxembourg Bar counted 3,405 members on 16 January 2025. A Chapter 15 ManCo in Kirchberg hired its head of legal in 13 weeks in 2025.

01 — The brief answer

Three clocks set the start date

General counsel and chief executives who call in house legal recruiters Luxembourg are hiring a juriste d'entreprise, not an avocat who keeps the right to plead. The same brief is what general counsel recruiters Luxembourg are retained to run. The seat is usually inside the CSSF perimeter: a Chapter 15 management company, a bank, a specialised professional of the financial sector, or a corporate group whose funds or accounts are supervised from Luxembourg City. The parent practice is in-house and general counsel recruiting.

Sartori & Partners closed 9 in-house searches in Luxembourg in the 36 months to September 2026. Lorenzo Sartori founded the firm in 2017. Those 9 searches sit inside 400+ placements since 2017 (230+ in-house), of which 52 were general counsel or chief legal officer. Across GC and CLO searches the firm median is 11 weeks from signed brief to accepted offer, and the shortlist is delivered in 24 days. The Luxembourg book ran longer, at 13 weeks and 26 days, because omission from the Bar and the CSSF file sit on the path to day one.

The firm maps 1,480,000+ lawyers. A Luxembourg mandate is not a slice of that map. It is a search among people who already sit inside an authorised firm, or who will leave the Tableau to join one. Of the 9, 4 were fund or management-company legal roles, including conducting officers, 3 were bank or specialised-PFS roles, and 2 were corporate roles in industry or insurance. 8 of the 9 reached an accepted offer. One stopped when the CSSF file slipped past the budget year. Offer acceptance on the firm's retained corporate mandates is 96 percent. Completion of those mandates is 92 percent. Both figures are firm-wide. Neither is a Luxembourg rate.

The city hub is Luxembourg City, inside the Luxembourg country practice. Other-market cash sits on the salary pages. Frankfurt and Amsterdam carry their own labor rules.

02 — The local market

Who employs in-house counsel in Luxembourg

The CSSF press release 26/20, published on 1 October 2026, puts undertakings for collective investment at EUR 6,790.699 billion of net assets on 31 August 2026, against EUR 6,686.574 billion on 31 July 2026. That is an increase of 1.56 percent in the month and 14.12 percent over twelve months. The same release counts 2,961 UCIs. Of those, 2,007 umbrella structures represented 12,307 sub-funds, and 954 entities kept a traditional structure, for 13,261 fund units.

The CSSF financial-centre sheet in the September 2026 newsletter, with entity counts at 31 August 2026 unless a balance-sheet date is stated, is the employer map:

  • 118 banks, 48 of them branches. Balance-sheet total EUR 1,027.6 billion, and profit before provisions and taxes EUR 5.3 billion, both at 30 June 2026. Bank employment was 26,575 people at 30 June 2026, counting the whole workforce, not the legal department. A bank general counsel search is scoped on the banking general counsel page.
  • 281 authorised investment fund managers. The count is at 31 August 2026. The IFM balance sheet was EUR 25.489 billion at 30 June 2026, and IFM employment was 7,745 at the same date. Chapter 15 management companies anchor the fund bench. A fund-group general counsel is scoped on the asset-management general counsel page. Circular CSSF 18/698 is the organisational circular. The CSSF authorisation page for a Chapter 15 management company is the entry point for the persons who direct the firm, including conducting officers, and it does not give a processing time in weeks.
  • 101 specialised PFS, and 79 investment firms of which 9 are branches. Specialised-PFS employment was 7,269 at 30 June 2026. Investment-firm employment was 1,760. Support PFS numbered 56 entities and 7,917 employees at 30 June 2026. Those firms are mostly IT and operations. The first juriste brief shows up more often at a specialised PFS.
  • Payments, e-money, crypto-asset services, securitisation, issuers. At 31 August 2026 the CSSF counted 18 payment institutions (5 branches), 16 electronic money institutions (1 branch), and 13 crypto-asset service providers. Payment-institution and electronic-money employment together was 919 at 30 June 2026. Authorised securitisation undertakings numbered 28. Issuers under the Transparency Law whose home Member State is Luxembourg numbered 364. Compliance leadership beside the lawyer is a separate mandate, on the compliance recruitment page.

Employment across the financial centre at 30 June 2026 was 52,185 people without branches abroad and 61,732 including branches abroad. The CSSF footnote on that sheet says the change in employment includes transfers between the financial sector and the non-financial sector. It is not a count of new jobs, and it is not a count of lawyers.

The Ordre des Avocats du Barreau de Luxembourg, in its AML/CFT report for 2024-2025 published in February 2026, sent its questionnaire to 3,405 members inscribed on the Tableau on 16 January 2025. That figure is the Luxembourg Bar, not the Diekirch Bar. The in-house pool is juristes already inside those firms, plus avocats who will accept omission from the Tableau. A first lawyer for a Luxembourg employer is a first general counsel brief.

Over 24 months to August 2026, Sartori & Partners ran 64 structured interviews with Luxembourg in-house counsel and compliance leads. 29 of those 64 named the same binding constraint: omission from the Bar, together with the time a CSSF conducting-officer declaration takes.

LUXEMBOURG × IN-HOUSE COUNSEL RECRUITING 3 ENGAGEMENTS · ANONYMISED

Head of legal, Chapter 15 UCITS ManCo

Kirchberg · 2025 · conducting officer

Mandate
A Chapter 15 UCITS management company in Kirchberg needed a head of legal who would also be put forward as a conducting officer.
Complication
The CSSF file on the conducting officer, not the interviews, set the date the person could sit in the function. The offer could be signed before the declaration was complete.
Outcome
Accepted offer at a base of €185,000 plus a 20% bonus. The general counsel's note after the search: The admission file, not the CV, set the start date. We had a signed offer in week 13 and the conducting officer was not in seat until the CSSF had the declaration.

Regulatory counsel, Luxembourg bank

Bank · employee notice of 3 months

Mandate
A Luxembourg bank hired a regulatory counsel into an existing legal team. The seat was not a general counsel role and was not put forward as a conducting officer of a management company.
Complication
The candidate had at least 10 years of service with the current employer. Resignation notice was 3 months, and the 15th-of-the-month rule moved the start to the following quarter.
Outcome
Signature at a base of €155,000 plus a 15% bonus. The start date was the end of that notice, not the signature date. 3 of the 9 Luxembourg searches drew a counter-offer. This file was one of them.

First juriste d'entreprise, specialised PFS

Specialised PFS · Bar omission before the contract

Mandate
A specialised PFS hired its first juriste d'entreprise. There was no incumbent and no deputy.
Complication
The candidate was an avocat à la Cour. Salaried employment is incompatible with that title. Omission from List I of the Tableau had to be effective before the employment contract started.
Outcome
Accepted offer at a base of €128,000. The omission from List I was recorded before the contract start. No bonus percentage was agreed on this file.

04 — Compensation

Bank-scale minima are not counsel pay

Two numbers get mixed in every Luxembourg briefing. One is the collective-agreement minimum for a covered bank employee. The other is the package a general counsel, a head of legal, or a juriste actually accepts. They are not the same figure, and the first does not predict the second.

The collective bargaining agreement for bank employees, published by the Inspectorate of Labour and Mines, applies from 1 January 2024 through 31 December 2026. Senior management under Article L.162-8 of the Labor Code (Code du travail) is excluded. A general counsel engaged on that footing is outside the pay scale. The 2026 scale at index 100 sets group D at a starting point of 595.9 and a threshold of 658.24. STATEC, on 29 May 2026, set the new cote d'application at 992.24 from 1 June 2026, up from 968.04, a rise of 2.5 percent. Applied to those index points, 595.9 × 992.24 / 100 is EUR 5,912.76 a month at the group D start, and 658.24 × 992.24 / 100 is EUR 6,531.32 a month at the group D threshold, each rounded to the cent. Those are monthly minima for employees the agreement covers. A 13th month equals the December basic salary. The agreement also sets a 1.0 percent envelope on 1 January 2026. None of this is a market rate for counsel.

Packages on the Luxembourg book, stated as base salary plus target bonus, were these. They are the ranges observed on the 9 searches, not a survey of the market and not the bank scale.

Seat on the Luxembourg book Base Target bonus
Juriste, 5 to 9 years' experience €115,000–€160,000 15%–25%
Head of legal or conducting officer €165,000–€220,000 20%–35%

US listed-company cash sits on a different scale. The 2026 Fortune 500 general counsel salary page and the 2026 chief legal officer salary page report United States pay. A US parent can use them when it compares a Luxembourg grade with a US grade, and the Luxembourg base stays in the euro bands above. The series hub is salary and compensation benchmarks.

The search itself is retained only. The fee is 25 to 30 percent of the hire's total first-year compensation. The retainer is 30 percent of the fee, paid when the engagement is signed. Replacement cover is 12 months on a retained general counsel, chief legal officer, or chief compliance officer search, and 6 months on other in-house searches. A head of legal who is not the GC, the CLO, or the CCO is on the 6-month term. The client's legal department stays off-limits for 24 months after a mandate, and a lawyer placed by the firm is not approached while that lawyer remains in the seat.

05 — Notice and licensing

Omission from the Bar, then the Labor Code clock

The licensing statute is the Law of 10 August 1991 on the profession of avocat. The original act is on Legilux. The wording here is the coordinated text in the Cours et tribunaux recueil, applicable from 22 August 2021. Legilux marks the 16 September 2023 consolidation as not in application.

Article 1 states that the profession is liberal and independent. Point 5 makes salaried public or private employment incompatible with practice as an avocat. The exception is employment as an avocat by another avocat, a stage equivalent, and a narrow electoral-collaborator case. A company contract sits outside that exception. Article 2 reserves habitual paid legal consultations, and private deeds drawn for another person, to avocats, and lets a juriste d'entreprise advise the employer on the employer's own activity. The contract title is juriste d'entreprise. The person does not plead.

Omission from the Tableau comes next. Later statutes cite Article 8(3) for List I, the list of avocats à la Cour. On the specialised-PFS file the candidate was omitted from List I before the employment contract started. Until that omission is effective, the candidate cannot sign the salaried contract and remain an avocat.

Where the seat directs a Chapter 15 management company, the CSSF file is the second clock. The authorisation page covers the persons who direct the firm, including conducting officers. Circular CSSF 18/698 is the organisational circular. On the Kirchberg file the offer was signed in week 13 of 2025, and the conducting officer was not in the seat until the CSSF had the declaration. Those materials do not give a median file time in weeks.

Resignation notice is the third clock, and it is the one a hiring company waits through. Guichet's page on terminating a permanent contract, last updated 1 April 2020, sets employee notice at 1 month under 5 years of service, 2 months from 5 years to under 10, and 3 months at 10 years or more. The employee cannot impose a different period unless the employer agrees. A letter sent before the 15th starts notice on the 15th. A letter sent on or after the 15th starts notice on the 1st of the next month. The postmark controls.

Employer dismissal notice, on Guichet's page last modified 1 April 2020, is 2 months, 4 months, and 6 months on those same seniority bands. It applies when the current employer dismisses. The banking collective agreement lengthens an economic dismissal, meaning streamlining, reorganisation, or cessation, to 4, 8, or 12 months. A hire is timed to the resignation ladder.

A trial period uses a shorter notice. Guichet's English employer page, current in 2025, ties it to the trial length in the contract, starts it on the day the letter is sent, counts calendar days, and requires it to finish by the last day of the trial period. Immediate resignation for serious employer misconduct is the separate route on Guichet's page last modified 25 April 2023.

Article 4 of the banking collective agreement has the president of the staff delegation receive a list of hires within 8 days. The list is information, not a request for consent. A prior interview is required before dismissal at a bank with at least 100 employees. It is not required before a hire.

Median 13 weeks from signed brief to accepted offer on closed Luxembourg mandates.

The firm clock on a GC or CLO search is a shortlist in 24 days and an accepted offer in a median of 11 weeks, measured on 52 general counsel and chief legal officer searches since 2017. The Luxembourg in-house book is slower, and the reason is local. Median time from signed brief to accepted offer on the 9 searches in the 36 months to September 2026 was 13 weeks. The shortlist on that book arrived in 26 days. From offer to acceptance the same book took 12 working days. 3 of the 9 produced a counter-offer. 8 of the 9 reached an accepted offer. The search that stopped did so because the CSSF file slipped past the budget year, not because a candidate declined.

Acceptance still leaves the chair empty. The resignation letter has to be posted, the 15th rule applied, and 1, 2, or 3 months run. On the bank file, signature was at 11 weeks and the start followed 3 months of employee notice. On the Kirchberg file the accepted offer was week 13 in 2025, and the conducting officer waited for the CSSF declaration. On the specialised-PFS file the accepted offer was week 14, with List I omission done before the contract started. Adding notice and the CSSF file on top of the 13-week median is what produces a real start date. The firm 11-week GC median does not include those two Luxembourg steps.

After the start, the replacement term is the one in the engagement letter: 12 months if the search was for a GC, a CLO, or a CCO, and 6 months for other in-house seats. Retention of in-house leaders placed by the firm is 97 percent at 12 months and 91 percent at 24 months, firm-wide, across the 400+ placements since 2017. The way to open a Luxembourg mandate is a conversation on talk or a hire enquiry on contact.

08 — Questions

In-house counsel recruiting in Luxembourg — common questions

What do in house legal recruiters Luxembourg actually get briefed to hire?

A juriste d'entreprise inside the CSSF perimeter, at a Chapter 15 management company, a bank, a specialised PFS, or a corporate employer. Sartori & Partners closed 9 in-house searches in Luxembourg in the 36 months to September 2026: 4 fund or management-company roles, 3 bank or PFS roles, and 2 corporate roles in industry or insurance, inside 400+ placements since 2017 (230+ in-house).

How long does a general counsel or in-house search take in Luxembourg?

GC and CLO searches firm-wide: a shortlist in 24 days and a median of 11 weeks to an accepted offer, on 52 GC and CLO searches since 2017. Luxembourg book: a shortlist in 26 days, a median of 13 weeks, and 12 working days from offer to acceptance, across 9 searches in the 36 months to September 2026. 8 of the 9 reached an accepted offer. Notice of 1, 2 or 3 months, and any CSSF conducting-officer file, run after that week.

Can a Luxembourg avocat stay on the Bar and take a salaried in-house job?

No. Article 1 of the Law of 10 August 1991 makes salaried public or private employment incompatible with practice as an avocat, except employment by another avocat. The coordinated text applicable from 22 August 2021 lets a juriste d'entreprise advise the employer. The candidate is omitted from the Tableau and does not plead. On one specialised-PFS search, omission from List I was completed before the employment contract started.

What resignation notice should the hiring company budget in Luxembourg?

Guichet, page last updated 1 April 2020: on a permanent contract, employee notice is 1 month under 5 years of service, 2 months from 5 years to under 10, and 3 months at 10 years or more. Notice starts on the 15th if the letter is sent before the 15th, and on the 1st of the next month if sent on or after the 15th. Employer dismissal notice is 2, 4 or 6 months. A bank collective agreement stretches economic-dismissal notice to 4, 8 or 12 months. That ladder is an employer exit, not the candidate's resignation.

What cash compensation shows up on Luxembourg in-house offers?

On the Luxembourg book, a juriste with 5 to 9 years' experience was offered €115,000 to €160,000 base plus a 15% to 25% bonus, and a head of legal or conducting officer €165,000 to €220,000 base plus a 20% to 35% bonus. Bank group D minima at the STATEC index of 992.24 from 1 June 2026 are EUR 5,912.76 to EUR 6,531.32 a month for covered employees. Senior management under Article L.162-8 sits outside that scale. US figures on the 2026 Fortune 500 general counsel salary page are a US comparison, not the Luxembourg base.

How is the search fee structured?

Retained only. The fee is 25 to 30 percent of total first-year compensation, and the retainer is 30 percent of the fee. Replacement cover is 12 months on a GC, CLO or CCO search and 6 months on other in-house searches. The client's legal department is off-limits for 24 months. Firm-wide, offer acceptance is 96 percent and 92 percent of retained corporate mandates complete.

Does the bank staff delegation have to approve the hire?

No. Under the banking collective agreement in force from 1 January 2024 through 31 December 2026, the president of the staff delegation receives a list of hires within 8 days. That is information, not consent. A prior interview is required before a dismissal at a bank with at least 100 employees. It is not required before a hire.
