Interim legal talent in Hong Kong
Retained cover for a general counsel, a chief compliance officer, or a chief operating officer: the listing calendar, the printed monthly cell, and the local clock.
›The calendar, the cash, and the clock
Interim legal talent Hong Kong is retained day-rate or fixed-term counsel for a general counsel, chief compliance officer, or chief operating officer who needs cover before a permanent seat. As at 31 August 2026 the Law Society counted 12,160 solicitors with a practising certificate. HKEX recorded 118 new listings and HK$388.0 billion of IPO funds in the first nine months of 2026. Sartori & Partners closed 28 Hong Kong interim searches over three years; the typical brief-to-start on that line is 2 to 5 weeks. A Main Board issuer in Central had interim listing counsel live in 18 days.
01 — The brief answer
A Hong Kong interim seat is a term, an admission, and a start date. It is not a permanent search run faster.
Interim legal talent Hong Kong starts when a general counsel, a chief compliance officer, or a chief operating officer can name the gap: a listing working group, a Type 9 authorization pack, a leave, or a regulatory project with an end date. Sartori & Partners was founded in early 2017 by Lorenzo Sartori. Hong Kong is not one of the published hubs. The search is still run, on a retained basis, into the market described on legal recruitment in Hong Kong. The method for any market is on interim legal talent.
The firm-wide interim book is 60+ engagements since 2017, counted outside the 400+ placements (230+ in-house). The median from first call to start on that book is 7 days. A Series C fintech in San Francisco had an interim general counsel live on day 6. Those two figures are not a Hong Kong placement count. Closed Hong Kong interim searches over the last three years stand at 28. The desk has worked this line for 8 years. Mapping coverage in the city is 5,000 lawyers. That coverage figure is not the Law Society’s 12,160 practising certificates.

Certificate and listing counts are the Law Society as at 31 August 2026 and HKEX Monthly Market Highlights, September 2026. The 28 and the 2 to 5 weeks are the Hong Kong interim line over three years. Completion on those 28 is 93 percent. They are not the 60+ firm-wide interim engagements, and they are not the 7-day firm-wide median.
02 — Local demand
The employed-solicitor bucket is real. An industry table of it is not.
As at 31 August 2026 the Law Society counted 12,160 members holding a practising certificate. Of those, 8,402, or 69 percent, were in private practice. Subtract those two numbers and the residual is 3,758 solicitors not in private practice: in-house, government, and other employed lawyers, in one official bucket. Registered foreign lawyers numbered 1,785, from 30 jurisdictions. They are a separate layer. They do not practise Hong Kong law, and they are not the interim pool for a seat that must sign Hong Kong advice on day one. Hong Kong firms numbered 932 and registered foreign firms numbered 93. None of those lines is a ranking, and none of them is a count of interim vacancies.
The Department of Justice said so, in terms, in LCQ13 on 15 July 2026. The Law Society’s website and the Bar Association’s website do not provide a breakdown of corporate legal advisors by industry. The figure the Department collated for December 2025 was 11,977 practising certificates, 8,181 of them in private practice, and 3,796 not in private practice. That December residual is not the August residual of 3,758. A buyer who is sold a 2026 census of bank counsel, issuer counsel, and fund counsel is being sold a table the government says the professional bodies do not publish. The hiring signal that does exist is dated, and it sits on the Exchange and at the SFC.
HKEX Monthly Market Highlights, the September 2026 edition, record 118 newly listed companies in the first nine months of 2026, up from 69 in the same months of 2025. The Exchange’s own footnote puts 2 transfers from GEM to the Main Board inside the 118. IPO funds were HK$388.0 billion. The year-to-date table prints HK$388,032 million, which is the same total. The prior-year IPO total in that table is HK$188.3 billion. Total funds raised, IPOs included, were HK$724.0 billion. At the end of September 2026 the Exchange counted 2,772 listed companies. A general counsel staffing a listing desk against that calendar is buying working-group capacity for a window, not a headcount plan for a decade. That is the interim brief. The wider market narrative is on the Hong Kong legal market in 2026.
The SFC’s Asset and Wealth Management Activities Survey, published in July 2026 and covering activity as at 31 December 2025, is the other demand print. Firms licensed for Type 9 regulated activity rose 7 percent to 2,358. Type 9 licensed individuals rose 5 percent to 15,747. Total staff rose 5 percent to 56,557. Staff in risk management, legal and compliance — one combined line, not a lawyer count — were 3,257, or 6 percent of that staff force. About 51 percent of respondents indicated plans to increase the number of staff in asset and wealth management activities in the upcoming year. Registered open-ended fund companies were 676 at the end of 2025 and 715 by the end of March 2026. The same survey says the single family office sector expanded by about 680 offices over two years. Assets under management were HK$42,202 billion. A chief operating officer who reads 51 percent as 51 percent more lawyers is misreading the sentence. It is a plan to add staff, reported by about half the respondents, across the whole activity, not a legal-department requisition.
03 — Sector mix
Four sectors inside the 28. They add up. They are not the SFC’s staff table.
Of the 28 closed Hong Kong interim searches, 12 were listing or equity-capital-markets overflow, 9 were asset-management or Type 9 seats, 4 were bank or private-wealth seats, and 3 were statutory or regulatory projects. Those four counts are the whole of that closed set. The split is this book over three years. It is not a forecast, and it is not a share of the 3,257 risk, legal and compliance staff in the SFC survey. A permanent in-house search in the same city is a different line, with its own closed-search count, on in-house counsel recruiting.
The listing files track the Exchange calendar. A sponsor working group, a Chapter 18A or 18C draft, or a post-listing disclosure month arrives with a date the permanent headcount will not meet. 9 of the 12 were already-listed Main Board issuers adding counsel for a follow-on or a connected-transaction window. 3 were pre-listing. The asset-management files were Type 9 managers and OFC platforms: authorization packs, fund-manager code overlay, and a product launch that the sitting counsel could not also run. The bank and private-wealth files were custody, lending, or private-bank desks inside a licensed corporation or a registered institution, not a general commercial seat. The statutory files were fixed-term project counsel at a public body, closer to the Competition Commission advertisement than to a fractional general counsel at a startup.
Across 250 structured interviews with Hong Kong counsel, 70 were general counsel or chief operating officers who had bought cover in the prior 18 months, and 44 of those buyers said they would not sign a day-rate until a monthly figure was written beside it. That count sits inside the buyers, and those buyers sit inside the cohort. The finding does not flatter a day-rate product. Hong Kong buyers in that subset price a month. The Competition Commission’s own temporary advertisement, below, is written the same way.
The working group needed a lawyer who had already closed a listing disclosure month. We dated the end of the term before we dated the fee. That sentence is from the general counsel of a Main Board issuer in Central, on one of the 12 listing files. The counsel on that file was live in 18 days, inside the 2 to 5 week band and outside the firm-wide 7-day median.
04 — Compensation
The public temporary cell is HK$65,000 a month. A United States day-rate is a different market.
The Competition Commission’s advertisement for Temporary Legal Counsel (Litigation), reference CC/LCLM220260119, offers a one-year fixed-term contract, renewable, at a starting basic salary of HK$65,000 a month. The contract-end gratuity is 10 percent of basic salary, and that 10 percent includes the 5 percent employer contribution to the Mandatory Provident Fund. The candidate must be a solicitor or barrister with at least 4 years of post-qualification experience in Hong Kong. Applications closed on 13 February 2026. Twelve times HK$65,000 is HK$780,000 of basic salary for the year, before the gratuity. The advertisement does not print a 10 percent cash allowance. It does not print a day-rate.
A permanent Legal Counsel advertisement from the same Commission, carried in the Law Society circular of 20 February 2026, starts at HK$62,335 a month on a two-year term, with a 10 percent cash allowance and a 15 percent contract-end gratuity, and it accepts admission in a common-law or EU jurisdiction. The two cells are not a premium for being temporary. They are two different seats, two different admission rules, and two different allowance stacks. The rest of the printed permanent table — Of Counsel, Deputy Senior Legal Counsel, Hospital Authority — is on in-house counsel salary in Hong Kong, 2026. General counsel cash, which that table does not print, is on general counsel salary in Hong Kong, 2026. Private-practice ladders sit on lawyer salary in Hong Kong, 2026.
United States interim general counsel day-rates are $1,800–$3,200. A fractional general counsel at two to three days a week is $2,800–$4,500 a day on the days worked. Those are firm terms for the United States. They are not a Hong Kong conversion, and they are not what the Competition Commission printed. On the Hong Kong interim line, the buyers in the interview subset above asked for a month. Where the engagement is later replaced by a permanent search, days billed credit against that retained fee. The retained fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement and kept if the client cancels. The replacement guarantee on a retained general counsel, chief legal officer, or chief compliance officer search is 12 months.
Offer-to-acceptance on the 28 closed Hong Kong interim searches is 6 working days. Counter-offer incidence is 18 percent. A counter-offer on this line is usually a permanent conversion, or a higher monthly figure, not a fight over a bonus year. That interval is the median once the monthly figure and the end date are both written. It is not the time from the first call.
05 — Timeline
Two to five weeks in Hong Kong. Seven days is the firm-wide median, and this city misses it.
The typical time from signed brief to start on the Hong Kong interim line is 2 to 5 weeks. That is the local clock across the 28 files. The firm-wide median, across 60+ interim and fractional engagements since 2017, is 7 days from first call to start. Both numbers are in use because they measure different books. A Hong Kong file that needs a practising certificate, a bilingual working group, or a one-year fixed term does not inherit the San Francisco day-6 file. 9 of the 28 ran to that five-week outer bound. On each of those files, Hong Kong admission had not been decided before the first call. That is the unflattering read: the delay was in the brief, not in the shortlist.
Where the engagement is a contract of employment, the Employment Ordinance sets the notice floor. The Labour Department’s restatement of section 6 is that, for a continuous contract, notice is the agreed period but not less than 7 days, or not less than 1 month if the contract does not set a period. Payment in lieu is available. A one-year fixed term can write its own notice inside that floor. The ordinance does not apply to a pure consultancy that is not a contract of employment, and it does not start the clock before the parties have agreed a start date. The 6 working days from offer to acceptance sit before notice. Notice sits after.
The Central file is the worked example. A Main Board issuer needed interim listing counsel for a disclosure window. The general counsel dated the end of the term before the fee. Counsel was live in 18 days. That start is inside 2 to 5 weeks. It is not inside 7 days. Completion on the 28 is 93 percent. The files that did not complete were not a second product. They were briefs that still lacked an end date or an admission rule before that outer bound.
A permanent general counsel search, if the cover proves the seat should stay, is 11 weeks median to an accepted offer, across 52 GC and CLO placements since 2017, with a shortlist in 24 days. That clock is not shortened by having run the interim file. It is a new retained search. The comparison is written out in interim versus permanent in-house counsel. The named-officer interim product, including the San Francisco file that was live on day 6, is interim general counsel.
06 — How a search runs
The brief names the end date, the admission, and the month before anyone is called.
The written brief states the matter list, the seniority, whether day one requires a Hong Kong practising certificate, whether the instrument is a contract of employment or a consultancy, the monthly figure or the authority to write one, and the end date. Conflicts are checked before outreach. The approach stays confidential until both sides want a conversation. The research programme’s map is 1,480,000+ lawyers. The Hong Kong cut is the 5,000 who have held a relevant file in this city. It is distinct from the 12,160 practising certificates and from the 8,402 in private practice. The interview cohort for the city is 250 structured interviews. That cohort is not a headcount of the map.
Rate discussions stay inside the monthly figure the general counsel or the chief operating officer will actually sign. A package copied from a United States day-rate is the package the 44 buyers in the cohort refused until it was rewritten as a month. The offer records the end date, the notice, and whether a later permanent search is in view. If it is, days billed credit against the retained fee of 25–30 percent of first-year total compensation. The 8 years on this line are the period those 28 searches sit in. Hong Kong is not a published hub. The fee letter still goes out with the brief: retainer of 30 percent of the fee, kept if the client cancels.

08 — Questions
General counsel, chief compliance officers, and chief operating officers in Hong Kong
What is interim legal talent Hong Kong?
Interim legal talent Hong Kong is retained cover for a general counsel, a chief compliance officer, or a chief operating officer who needs a lawyer on a defined term before a permanent seat exists. As at 31 August 2026 the Law Society counted 12,160 solicitors with a practising certificate, of whom 8,402 were in private practice. Sartori & Partners has closed 28 Hong Kong interim searches over three years. The typical clock on that line is 2 to 5 weeks from signed brief to start. The city market is on legal recruitment in Hong Kong. The practice is interim legal talent.
Who is actually hiring interim counsel in Hong Kong in 2026?
The public demand is a listing calendar and a funds-staffing plan, not an industry census of in-house lawyers. HKEX Monthly Market Highlights for September 2026 record 118 newly listed companies in the first nine months, a count that includes 2 transfers from GEM to the Main Board, and HK$388.0 billion of IPO funds. The SFC Asset and Wealth Management Activities Survey, July 2026, put risk-management, legal and compliance staff at 3,257 at year-end 2025, and about 51 percent of respondents planned to add staff in the year ahead. The Department of Justice, in LCQ13 on 15 July 2026, said the Law Society does not publish a corporate-legal-advisor count by industry. Of Sartori’s 28 Hong Kong interim files, 12 were listing or equity-capital-markets overflow, 9 were asset-management or Type 9 seats, 4 were bank or private-wealth seats, and 3 were statutory or regulatory projects.
What does interim counsel cost in Hong Kong?
The printed temporary cell is monthly, not a day-rate. The Competition Commission advertised Temporary Legal Counsel (Litigation), reference CC/LCLM220260119, at a starting basic salary of HK$65,000 a month on a one-year fixed term, with a 10 percent contract-end gratuity, applications closing 13 February 2026. That is not the permanent Legal Counsel cell of HK$62,335 a month in the Law Society circular of 20 February 2026. US interim general counsel day-rates of $1,800–$3,200 are a United States term and are not a Hong Kong band. Cash the site does print for permanent seats is on in-house counsel salary in Hong Kong, 2026 and general counsel salary in Hong Kong, 2026. A later permanent search, if the company still wants one, is retained at 25–30 percent of first-year total compensation.
How long does interim legal talent in Hong Kong take?
On Sartori & Partners’ Hong Kong interim line the typical time from signed brief to start is 2 to 5 weeks. Across 28 closed searches over three years, median offer-to-acceptance was 6 working days and counter-offer incidence was 18 percent. Completion was 93 percent. The firm-wide median, across 60+ interim and fractional engagements since 2017, is 7 days from first call to start. Hong Kong files on this line run longer than that median. A Main Board issuer in Central had interim listing counsel live in 18 days. Notice under the Employment Ordinance, where the engagement is a contract of employment, runs after the start date is agreed.
Does a Hong Kong interim lawyer need a practising certificate?
When the seat is a solicitor acting as such, yes. The Competition Commission’s temporary litigation advertisement required a solicitor or barrister with at least 4 years of post-qualification experience in Hong Kong. A registered foreign lawyer is not that admission. The Law Society counted 1,785 registered foreign lawyers as at 31 August 2026, from 30 jurisdictions, and they do not practise Hong Kong law. 9 of the 28 Hong Kong interim files ran to the five-week outer bound, each of them a file on which Hong Kong admission had not been decided before the first call. The permanent in-house rule, including the 2026 practising-certificate fee, is on the Hong Kong in-house salary page.
When should the company hire a permanent general counsel instead?
When the work is a standing officer seat, not cover with an end date. A permanent general counsel search is a different book: 52 GC and CLO placements inside 400+ placements since 2017 (230+ in-house), a shortlist in 24 days, and a median accepted offer in 11 weeks. Days billed on an interim engagement credit against that later retained fee. The retained fee is 25–30 percent of total first-year compensation, and 30 percent of the fee is paid as a retainer and kept if the client cancels. The named-officer interim product is interim general counsel. The choice between the two clocks is in interim versus permanent in-house counsel.
