›Interim legal talent Tokyo, the short answer

Interim legal talent Tokyo is day-rate or monthly-retainer counsel for a dated gap, not a permanent chair. On 1 October 2026 the three Tokyo bars held 24,362 attorneys and 534 registered foreign lawyers (JFBA). JILA counted 3,756 in-house attorneys on 30 June 2026, 3,130 of them on those three bars. The nearest published interim desk is Hong Kong: 28 closed searches over three years, a median of 2 to 5 weeks to start. A TSE Prime trading company in Tokyo had interim counsel live in 3 weeks in 2026.

01 — The brief answer

A Tokyo gap is a filing date, a bengoshi, and an instrument.

Interim legal talent Tokyo is the brief a general counsel, a chief compliance officer, or a chief operating officer opens when the work has a date and the permanent seat does not. The date is a tender-offer filing, a leave, or a contract set that has to be signed before a board. The permanent seat, if the company still wants one, is a different clock: 52 general counsel and chief legal officer placements inside 400+ placements since 2017 (230+ in-house), a shortlist in 24 days, and a median accepted offer in 11 weeks.

Sartori & Partners was founded in early 2017 by Lorenzo Sartori. The published hubs do not include Tokyo. Across 60+ interim and fractional engagements since 2017, the firm-wide median from first call to start is 7 days. That book sits outside the 400+ placements (230+ in-house). A Series C fintech in San Francisco had an interim general counsel live on day 6. That file is the published comparison. It is not a Tokyo placement. Tokyo is not a row in the city table, so the nearest published interim desk is Hong Kong. On that line the closed count over three years is 28, at a 93 percent completion rate, with a median of 2 to 5 weeks from signed brief to start. The 28 are not a Tokyo census. The practice page is interim and contract counsel. The city hub is legal recruitment in Tokyo.

02 — Local demand

The stock that can sign a Japanese filing is counted. The stock that can start on Monday is not.

On 1 October 2026 the Japan Federation of Bar Associations counted 24,362 attorneys and 534 registered foreign lawyers on the three Tokyo bars, and 48,037 attorneys and 583 registered foreign lawyers nationally. The bar table that day is Tokyo 9,665 attorneys and 115 registered foreign lawyers, Dai-Ichi Tokyo 7,645 and 169, and Dai-Ni Tokyo 7,052 and 250. Those six cells are the October roll. They are registration, not a count of people free of a notice period, and they are not the June denominators on the in-house census below.

The in-house census is a different date and a narrower definition. The Japan In-house Lawyers Association, in a survey dated July 2026, counted 3,756 in-house attorneys as of 30 June 2026, which was 7.8 percent of 48,106 registered attorneys on the roll that day. An in-house attorney, on that table’s own note, is a bengoshi who is an officer or an employee of a corporation other than the national government or a local government, and who registers that corporation’s address as the law-office address. Registered foreign lawyers are excluded. Of the 3,756, the three Tokyo bars held 3,130: 1,197 at the Tokyo Bar Association (12.4 percent of 9,687 registered attorneys), 989 at Dai-Ichi Tokyo (12.9 percent of 7,644), and 944 at Dai-Ni Tokyo (13.3 percent of 7,078). The 9,687, the 7,644, and the 7,078 are the 30 June 2026 registered-attorney cells. They are not the 9,665, the 7,645, and the 7,052 on the 1 October roll. A hiring plan that averages the two dates is using a number neither publisher printed.

The same census is why a day-rate is not a search for scarcity of bengoshi. Headcount rose by 160 in the year, from 3,596, and the number of employing entities rose by 13, from 1,539 to 1,552. The 60s apprenticeship cohort inside the 3,756 is 2,067. The 70s cohort is 1,147. The association’s own membership page is a third count and should not be blended with either of those: on 30 September 2026 JILA listed 2,352 members, of whom 1,849 were active in-house lawyers, 401 were former in-house lawyers, and 102 were not currently on the attorney roll. The 3,756 is the census of people who have already registered a company address. An independent bengoshi on a services contract, who keeps a separate office, is outside that census. The census says the employed stock exists. It does not say the stock can clear conflicts by Monday.

What opened the 2026 calendar is a filing rule with a commencement date. The Financial Services Agency’s notice of 4 July 2025, updated on 15 April 2026, states that the cabinet order and ordinances for the Financial Instruments and Exchange Act amendment apply from 1 May 2026. On-market auction purchases were brought into the tender-offer rules. The de minimis exception to the 30 percent rule is an ownership increase below 0.5 percent, and it does not apply if there were other purchases in the prior six months. A general counsel whose board has a signing date inside that regime is not waiting on a headcount plan. The market note that sets Tokyo against Hong Kong on the same stocks is the Tokyo legal market, 2026.

03 — Sector mix

The employer table is trading companies, a platform, and a trust bank. It is not a sector split.

JILA’s employer table as of 30 June 2026 names the five largest in-house headcounts: LINE Yahoo at 73, Mitsui & Co. at 42, Marubeni at 35, Amazon Japan at 33, and Sumitomo Mitsui Trust Bank at 31. Those five are a technology platform, two general trading companies, a foreign technology subsidiary, and a trust bank. They are a public census. They are not clients, and they are not a forecast of the next brief. The shape they describe is the shape a Tokyo interim call actually meets: a trading-company disclosure file, a bank or trust-bank contract set, or leave cover inside a foreign subsidiary that already employs bengoshi.

Sartori does not publish a Tokyo sector split, because Tokyo is not a row in the city table. The only closed-search count on the nearest interim desk is the Hong Kong 28. Cutting that 28 into Tokyo industries would invent a book the table does not contain. The two Tokyo illustrations later on this page are one tender-offer file and one leave file. They show the two instruments. They do not become a third and a fourth sector count, and they are not inside the 28.

The trading-company slice follows the 1 May 2026 tender-offer commencement. A disclosure counsel seat on that calendar is a defined set of filings, a counterparty, and a date. It is the work a bengoshi who has already sat on a tender-offer drafting team can take without a quarter of onboarding. It is also the work that stalls when the first shortlist is a registered foreign lawyer. Home-jurisdiction advice is a real product. It is not the product that signs the Japanese filing. The leave slice is the chair that cannot be empty while a permanent search runs its 11 weeks: parental leave, a medical leave, or the weeks between a resignation and a retained search. The platform and the trust bank on the JILA table are the employer types. They are not, by themselves, a day-rate.

A counter-offer arrived on 18 percent of the 28 Hong Kong interim files. On a day-rate, the counter-offer is often a permanent conversion, or a salary increase that keeps the lawyer in the current job through the filing. It is not a contest over a partnership guarantee. The 93 percent completion rate is the share of those Hong Kong interim mandates that reached a start. It is not a claim that every Tokyo brief was scoped before the first name went out. The trading-company file below is the Tokyo illustration of that miss.

04 — Compensation

Price the day against the cash the lawyer can stay on. Do not invent a Tokyo tariff.

Interim counsel is a day-rate or a monthly retainer. It is not a percentage of salary. If the company later converts the seat to a retained search, the days already billed are credited against that fee. The retained fee is 25–30 percent of the hire’s total first-year compensation. Thirty percent of the fee is paid as a retainer at engagement and is kept if the client cancels. The replacement term on a retained general counsel, chief legal officer, or chief compliance officer search is 12 months. Those are the firm terms. They are not a Tokyo tariff, and this page does not print a yen day-rate.

A day-rate that ignores the cash the lawyer already has will not close. The dated cash for the occupation, the employed seat, and the officer seat sits on the salary pages, and it is not an interim rate. Read lawyer salary in Japan, 2026 for the occupation and the receipts survey, in-house counsel salary in Tokyo, 2026 for the employed seat, and general counsel salary in Tokyo, 2026 for the officer seat. The market note that separates those products is the Tokyo legal market, 2026. A company that averages them into one “Tokyo lawyer” number and then backs into a day-rate is pricing a different job than the one it will brief. Published dollar and sterling columns, where they exist, live on the interim practice page. They are not converted into yen here.

The instrument changes the cash as well as the title. A services contract with an independent bengoshi does not, by itself, put that lawyer into the JILA census, because the census requires the company address to be the registered law-office address. A direct fixed-term employment can. The Ministry of Health, Labour and Welfare’s leaflet on work that cannot be dispatched states that the professional work of a bengoshi, and of a registered foreign lawyer, cannot be the object of a worker-dispatch business. The engagement letter should say which of the two lawful instruments it is. The 6 working days from written offer to acceptance, on the Hong Kong interim line, measure the decision after the rate and the instrument are written down. They do not measure a bar registration.

The tender-offer filing could not wait for an 11-week general counsel search. We needed a bengoshi on a services contract, not a registered foreign lawyer, and the days billed are a credit if we convert the seat.

That sentence is from the general counsel of a TSE Prime trading company in Tokyo, on the file below. The 11 weeks are the firm median to an accepted offer on 52 general counsel and chief legal officer searches. The 3 weeks are this file’s start, inside the Hong Kong interim median of 2 to 5 weeks, and outside the 28.

05 — Timeline

Three clocks. The Tokyo files sit on the middle one.

The firm-wide interim clock is 7 days. That is the median from first call to start across 60+ interim and fractional engagements since 2017. A published file beat it: a Series C fintech in San Francisco had an interim general counsel live on day 6, for parental leave and a financing. That file is not a Tokyo file. It is the evidence that a pre-cleared bench can start inside a week when the license question is not a Japanese admission question.

The Hong Kong interim clock, used here because Tokyo has no city-constants row, is 2 to 5 weeks from signed brief to start, on 28 closed searches over three years. The same files ran 6 working days from written offer to acceptance. A counter-offer arrived on 18 percent. We have worked that Hong Kong interim line for 8 years. The wider median is the choice between a bengoshi and a registered foreign lawyer, and between a services contract and a direct employment. It is not a second definition of the 7-day figure. Using one number for both clocks is how a board memo promises a Monday start and then spends the next weeks on an admission the brief never named.

The two Tokyo illustrations use that middle clock and are not members of the 28. A TSE Prime trading company had interim counsel live in 3 weeks in 2026. A foreign-owned technology company had a bengoshi live in 16 days. Both sit inside 2 to 5 weeks. The trading-company file is the one that does not flatter the 7-day firm median: the first shortlist was a registered foreign lawyer for a Japanese tender-offer filing, and the brief had to be rewritten as a bengoshi services contract before anyone could start.

If the seat should become permanent, a third clock starts. A general counsel or chief legal officer search reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks, range 8 to 16, across 38 such placements since 2017. Days billed on the interim engagement credit against that retained fee. The Hong Kong interim median does not shrink the 11 weeks. It covers the gap while those 11 weeks run, or it covers a project that ends and never becomes a search. The permanent company desk for Tokyo is in-house counsel recruiting in Tokyo.

06 — Two files

One tender-offer filing. One leave. Neither is inside the Hong Kong count.

Both files are Tokyo instructions read against the Hong Kong interim clock of 2 to 5 weeks. They are not added to the 28. Neither names a company.

Interim counsel, TSE Prime trading company

Tokyo · 2026 · outside the 28 · tender-offer filing

Mandate
A TSE Prime trading company needed counsel on a tender-offer disclosure after the 1 May 2026 commencement, with a date already on the board calendar.
Complication
The first shortlist was a registered foreign lawyer. Article 3 does not make a Japanese filing that lawyer’s duty. The brief had not chosen a bengoshi, and it had not chosen a services contract.
Outcome
A bengoshi, on a services contract, on the filing in 3 weeks. Days billed were written as a credit against a later retained fee. The start was not day 7.

Fixed-term bengoshi, foreign-owned technology company

Tokyo · outside the 28 · parental leave

Mandate
A foreign-owned technology company needed a bengoshi to hold a counsel chair through a parental leave, with the permanent search still unopened.
Complication
A staffing-agency dispatch was the first draft of the letter. The professional work of a bengoshi cannot be the object of a worker-dispatch business. The letter had to be a direct fixed-term employment.
Outcome
Counsel on the chair in 16 days, inside the 2 to 5 weeks median. The seat was written to end when the employee returned.

07 — How the work is run

The interim file stops at the start. The six labels below are the conversion, if there is one.

A Tokyo interim engagement opens on a written brief: the matter list, whether the work is Japanese law or home-jurisdiction law, the choice between a services contract and a direct fixed-term employment, the day-rate or retainer authority, the conflicts that are not negotiable, and a start inside 2 to 5 weeks. There is no Tokyo mapped-lawyer total on this page. The map used on the nearest desk is the Hong Kong coverage, 5,000 lawyers, inside a firm market map of 1,480,000+ lawyers. The interview cohort on that desk is 250 structured interviews. The mandate figure is the 28 closed Hong Kong interim files, not a slice of that cohort, and not a slice of the 3,130 in-house attorneys on the three Tokyo bars.

Outreach is confidential and sequential. Interest, recent matter ownership, rate, notice, and whether the lawyer can do the Japanese filing without a new admission are confirmed before a name reaches the company. Conflicts run before the first client interview when the book is a trading-company panel or a bank list. The trading-company file still needed the brief rewritten. That is the failure mode this order is meant to catch earlier: a name that goes out before the brief has said bengoshi, and before it has said services contract rather than dispatch.

Article 18 of the Labor Contract Act is planned at the same time as the instrument, not after the third renewal. A fixed-term contract that is renewed with the same employer until the total exceeds five years lets the lawyer request an indefinite contract. A leave cover of weeks does not reach that threshold. A seat that is extended because the permanent search keeps slipping does. The six labels below are the order of a retained search if the company converts the seat, including resignation and the first hundred days. They are not six measured averages on the interim book. The interim measurement stops when counsel is on the work. The method is the one on our methodology. The research programme that holds the Hong Kong cohort is the research programme.

09 — Questions

Interim legal talent in Tokyo

Who are the best people to call for interim legal talent Tokyo?

A ranking does not exist. Interim legal talent Tokyo is day-rate or monthly-retainer counsel for a dated gap, and the useful test is whether the brief names the Japanese-law work, the instrument, and the start. The nearest published interim desk is Hong Kong, not a Tokyo tally: 28 closed searches over three years, a 93 percent completion rate, a counter-offer on 18 percent of offers, and 6 working days from written offer to acceptance. The median on that desk is 2 to 5 weeks from signed brief to start. The firm-wide median, across 60+ interim and fractional engagements since 2017, is 7 days. A TSE Prime trading company in Tokyo had interim counsel live in 3 weeks in 2026. That file is not one of the 28. The practice is interim and contract counsel. The city hub is legal recruitment in Tokyo.

Which Tokyo sectors are buying interim counsel in 2026?

The public employer shape is the Japan In-house Lawyers Association census, not a split of a Tokyo interim book. On 30 June 2026 JILA counted 3,756 in-house attorneys at 1,552 entities. Of that 3,756, 3,130 were on the three Tokyo bars. The five largest headcounts on the same table were LINE Yahoo at 73, Mitsui & Co. at 42, Marubeni at 35, Amazon Japan at 33, and Sumitomo Mitsui Trust Bank at 31. That is trading companies, a technology platform, a foreign technology subsidiary, and a trust bank. Sartori does not publish a Tokyo sector split of the Hong Kong interim line of 28. The two Tokyo illustrations on this page are a tender-offer file at a TSE Prime trading company and leave cover at a foreign-owned technology company. They are not added to the 28.

Can a registered foreign lawyer cover a Tokyo interim seat?

Only for the law of the jurisdiction of primary qualification, and not for a Japanese statutory filing. Article 3 of the Act on the Handling of Legal Services by Foreign Lawyers makes that home-jurisdiction work the duty. The same article excludes agency in proceedings before a Japanese court or other public agency, and it excludes a legal opinion on a law other than that home jurisdiction. Article 4 prohibits work beyond that duty. Article 5 can add another foreign law by designation. It does not add Japanese law. A tender-offer filing under the Financial Instruments and Exchange Act, in the form that has applied since 1 May 2026, is a bengoshi brief. On 1 October 2026 the Japan Federation of Bar Associations still counted zero attorney and registered-foreign-lawyer joint corporations.

How long does interim counsel in Tokyo take to start?

Two clocks, and they are not averaged. Across 60+ interim and fractional engagements since 2017, the firm-wide median from first call to start is 7 days. On the Hong Kong interim line, the nearest published desk, the median from signed brief to start is 2 to 5 weeks across 28 closed searches, then 6 working days from written offer to acceptance. A TSE Prime trading company in Tokyo had interim counsel live in 3 weeks in 2026. A foreign-owned technology company in Tokyo had a bengoshi on a fixed-term employment contract live in 16 days. Both sit inside 2 to 5 weeks. Neither is one of the 28, and neither is the firm-wide 7-day median. The trading-company file missed day 7 because the first shortlist was a registered foreign lawyer for a Japanese filing.

What does a Tokyo interim seat cost against a permanent hire?

Interim work is a day-rate or a monthly retainer. This page does not print a Tokyo day-rate. The cash a lawyer can stay on is on lawyer salary in Japan, 2026, in-house counsel salary in Tokyo, 2026, and general counsel salary in Tokyo, 2026. If the company later converts the seat, days already billed are credited against the retained fee. That fee is 25–30 percent of total first-year compensation. Thirty percent of the fee is the retainer at engagement, and it is kept if the client cancels. The replacement term on a retained general counsel, chief legal officer, or chief compliance officer search is 12 months. The permanent clock on that search is a shortlist in 24 days and a median accepted offer in 11 weeks, across 38 such placements since 2017.

When should a Tokyo company convert interim cover into a retained search?

When the gap is no longer a project with an end date. A permanent general counsel or chief legal officer search is a different book: 52 of 400+ placements since 2017 (230+ in-house), a shortlist in 24 days, and a median accepted offer in 11 weeks, range 8 to 16. The Hong Kong interim clock, 2 to 5 weeks to start on 28 files, stops when the person is live. It does not replace the 11 weeks. A fixed-term employment that is renewed with the same company until the total exceeds five years gives the lawyer a right to request an indefinite contract under Article 18 of the Labor Contract Act. A short interim does not cross that line. A seat that is rolled for years can.
