General Counsel Salary in Milan 2026: how many seats €1 million funds.

A dated euro figure first, then dollars at the 30 September 2026 reference rate, then who pays it. The industrial floor, the employer-survey model, and the band a job notice may print are three different numbers.

€1 million of 2026 cash is a seat count, not a headline.

Sartori maps about 5,000 lawyers in Milan. That file records title and employer. It does not record cash. The question is how many seats one million euros funds, once the floor, the survey, and the printed band are kept apart.

What a 2026 general counsel salary Milan cash figure actually funds

Local currency first, then dollars at the 30 September 2026 rate, then how many seats one million euros buys. Survey rows are a model. The floor is a contract.

There is no 2026 census of Milan general-counsel cash. Recruiter salary guides are not the series used here. The dated instruments are the ERI employer-survey model, updated 2 October 2026, and the industrial managers’ floor. ERI says the Milan cells come from employer salary surveys. Average gross is €120,380, hourly equivalent €53.42. Median gross is €118,724. Average bonus is €7,945. Total compensation prints as €126,669.08, or €126,669 to the euro. Entry level, one to three years, is €82,959. Senior, eight or more years, is €137,240.

Banca d’Italia’s reference rate on 30 September 2026 is $1.1355 per €1, from the 14:10 concertation. Dollar columns use that rate, rounded to the nearest $100. The €7,945 bonus is $9,022 to the nearest dollar and $9,000 to the nearest $100. Seat counts are €1,000,000 divided by the cash. At €120,380, one million euros funds 8.31 seats. At the unrounded total of €126,669.08 the count is still 7.89. The Italy average gross on the same date is €108,861. Milan’s €120,380 sits €11,519, or 10.6 percent, above that national cell, and the national cell funds 9.19 seats per million euros. The same model, dated 26 August 2026, put Milan average gross at €120,457; that earlier cell is on the Italy compensation page. The US Fortune 1000 legal-chief median of $2.95 million is €2,597,974 at this rate, about €2.60 million, and one million euros funds 0.38 of that seat.

ERI Milan average gross

€120,380, updated 2 October 2026. Bonus of €7,945 sits outside this cell. €1 million funds 8.31 seats.

ERI via SalaryExpert, 2 October 2026 ↗

The €85,000 floor is the guaranteed fixed minimum in the Confindustria–Federmanager contract for industrial managers, signed 13 November 2024 and in force from 1 January 2025 through 31 December 2027. The 2025 figure was €80,000. Variable pay sits outside the test. One million euros funds 11.76 seats at that floor only if the company is buying the floor. €120,380 is an employer-survey model, not a line an issuer disclosed. From 7 June 2026 the notice has to carry the employer’s own starting pay or band.

On the 2026 figure
03 Who pays it

The employer is a company on a managers' contract, not a law firm.

Four buyers write Milan general-counsel checks. They do not share one minimum, and a law firm is not among them. Law firms sit on panels and on the other side of the instruction.

01

Euronext Milan issuers

Consob counted 198 companies on Euronext Milan at the end of 2025, and no new admissions that year. A general counsel on that list is rarely a named executive whose individual cash is a separate line. The survey model is not a substitute for that missing line.

02

Industrial managers

The Confindustria–Federmanager contract sets a guaranteed fixed floor for the dirigente classification. From 2026 that floor is €85,000. It binds the classification, not the general-counsel title, and it excludes variable pay.

03

Funds and portfolio companies

A private-equity portfolio company in Milan may sit on a commerce, credit, or holding contract rather than the industrial managers' contract. Copying the €85,000 floor onto a bank seat misprices the job.

04

The employed company counsel

The person earning the cash is usually a giurista d'impresa, employed by the company. Enrollment as an avvocato is incompatible with that employment. The credential question is owned by the three-market gap page; this seat count is the cash.

Consob’s Statistical Bulletin on markets, January 2026, counts 198 companies on Euronext Milan at the end of 2025 and records no new admissions in 2025. That is not a count of open seats or of disclosed general-counsel salaries. Of 250 structured interviews, over a 24-month window, 88 respondents were sitting as general counsel or head of legal at a Milan-headquartered company. 61 of those 88 said their own cash was not a separate line in the issuer remuneration report. A survey average cannot fill a line the issuer did not print.

The industrial contract prices the dirigente classification for companies producing goods and services. It does not price the title. The €85,000 floor from 2026 is the bottom of guaranteed fixed cash, not the offer. Complementary pension, health cover, a car, and the compulsory variable are real cost, and they sit on the Italy general-counsel compensation page. A bank or commerce managers’ agreement does not inherit the industrial floor.

The person earning the cash is usually an employed company counsel, a giurista d’impresa. Legge 31 dicembre 2012, n. 247, article 18, treats employment as incompatible with enrollment as an avvocato, and Consiglio Nazionale Forense decision n. 161 of 26 August 2020 applied that bar to private-company counsel. A board that screens only for a live albo screens out the people who do the job. The comparison with a London solicitor title and a US bar admission is on the Italy, UK, and US compensation gap page.

Cash is a contractCash is withheld

  1. Industrial floor A classification minimum the company can read in the managers’ contract. It is fixed cash. It is not the general counsel’s package, and it does not travel to a bank.
  2. Employer-survey model A dated average, median, entry, and senior cell for the job family. Useful for a range. Not the employer’s number, and not a line in a remuneration report.
  3. Issuer’s own band The starting pay or the band the company will actually print. If the general counsel is not a director, individual cash may never appear as its own line. The missing line is not a median waiting to be inferred.

Your first offer is a seat count. If the budget is €1 million of cash, you have funded 8.31 seats at the surveyed Milan average, 11.76 seats at the industrial floor, or 0.38 of one US Fortune 1000 legal-chief median. You have not funded that US median.

  • Name the contract before the number. Industrial managers, a bank managers’ agreement, and a portfolio-company arrangement do not share the €85,000 floor. A converted New York total is a fourth instrument, and it is the one that slips.
  • Separate gross, bonus, and the end-of-employment accrual. The survey’s €120,380 excludes the €7,945 average bonus. Total compensation of €126,669 puts the bonus back in. Civil Code article 2120 accrues about €8,917 a year on a €120,380 gross. Three lines, not one converted total.
  • Print the band you will actually pay. From 7 June 2026 a job notice states starting pay or a band, and it does not ask what the candidate earned last year. Pasting €120,380 onto the notice publishes a survey, not an offer.

Your title is not a published band. Unless the company puts a number on the notice, the figure you earn will not be the survey average, and a US chief-legal-officer median will not travel with you into a Milan contract.

  • Ask which of the three lines is on the paper. Gross, annual bonus, and the end-of-employment accrual. A single euro figure converted from a US total usually collapses all three, and then collapses the conversation.
  • The floor is not an insult and not an offer. €85,000 from 2026 is a classification minimum for industrial managers. A general-counsel negotiation that opens there has not started. A negotiation that treats €137,240 as a promised senior salary has mistaken a survey band for a contract.
  • The tax illustration is not your net. On €120,380 treated as taxable income, before employee social security, IRPEF plus the Lombardy and Milan surcharges comes to €46,912. A worked net on another base sits on the three-city comparison.
The employer-survey model can inform a band. It is not the band a notice prints.

04 The desk

The Milan average sits €11,519 above the national cell, and the tax stack sits on top of both.

One million euros of general-counsel cash does not describe the department, and it does not describe take-home pay. Seniority inside the survey, then the levy on one artificial base, are the two cuts a board usually collapses.

ERI’s cost-of-living note on the same Milan page puts the city 38 percent above the Italian national average. That is a living-cost index, not a reason to gross €120,380 up by 38 percent. The pay gap versus the national average is the €11,519 already counted: Milan gross is 10.6 percent above the Italy cell of €108,861. The same page projects Milan gross of €123,411 in one year and €136,316 in five years, a 13.2 percent change over five years. Those are model projections. The contracted step is the floor, from €80,000 to €85,000. Senior in the survey means eight or more years, not a listed-company chief legal officer and not the €2.60 million US contrast.

ERI Milan general-counsel gross by the survey's experience bands, updated 2 October 2026. Average gross is the cell the seat count uses. Bonus is outside every bar.

ERI via SalaryExpert, General Counsel, Milan, updated 2 October 2026.

The levy on €120,380 is an illustration, not a paycheck. Treat that gross as taxable income, before employee social security and before any tax credit. IRPEF from 1 January 2026, under article 11 as amended by Legge 30 dicembre 2025, n. 199, is 23 percent to €28,000, 33 percent from €28,000 to €50,000, and 43 percent above €50,000. On this base that is €6,440, plus €7,260, plus €30,263. Those three slices sum to €43,963. The cut of the middle rate from 35 percent to 33 percent saves €440 on a full second bracket. It does not move the offer. Lombardy’s surcharge, under regional law 14 July 2003, n. 10, article 72, is 1.23 percent to €15,000, 1.58 percent to €28,000, 1.72 percent to €50,000, and 1.73 percent above, which rounds to €1,986. Milan’s municipal rate is still 0.8 percent on the city page updated 12 May 2026, exempt only at or below €23,000, and the Finance Ministry file shows no new 2026 resolution. Municipal tax here is €963. Combined, the illustration is €46,912, about 39 percent of the artificial base. Above €50,000 the marginal rate is 45.53 percent before employee contributions reduce the base. The employment detraction is zero above €50,000, so this sketch subtracts none. A worked net on another base is on the Dubai, Milan, and London net comparison.

Upper tax illustration on €120,380 treated as taxable income, before employee social security and with no employment detraction. Rounded to the euro. Not take-home pay.

TUIR article 11 as amended by Legge 199/2025; Lombardy regional surcharge; City of Milan municipal rate 0.8 percent.

05 The 2026 load

Three 2026 instruments change what a Milan offer is allowed to say.

Pay-transparency notices, a two-point cut in the middle tax bracket, and a pensionable ceiling that does not attach to the title. None of them publishes a census of open Milan general-counsel seats.

Every employerNamed buyer only

  1. The notice Starting pay or a band goes on the job notice. Asking for pay history is out. The survey average is not a substitute for the employer’s own figure.
  2. The middle bracket The second income-tax band is two points lower than it was. On a general-counsel gross the euro saving is small next to the seat count, and it is not a raise.
  3. The reporting calendar Larger employers collect sex-split pay data on a dated schedule. The report is a workforce statistic. It does not become the general counsel’s individual line.
  4. The pensionable class A contributory ceiling applies to a defined enrollment class. It does not cap every industrial manager, and it does not cap the title.

Legislative Decree 7 May 2026, n. 96, in the Gazzetta Ufficiale of 1 June 2026, has been in force since 7 June 2026. Article 5 requires the job notice to state starting pay or a band, and it bars questions about prior or current pay. Article 7 lets a worker ask, once a year, for sex-split average pay on equal work, answered within two months. Article 9 applies reporting to employers with at least 100 employees: at least 250 employees by 7 June 2027, then annually; 150 to 249 by 7 June 2027, then every three years; 100 to 149 by 7 June 2031, then every three years. That calendar does not publish the general counsel’s own salary, and it does not make €120,380 the employer’s band.

INPS circular n. 6 of 30 January 2026 sets a 2026 pensionable ceiling of €122,295 for workers first enrolled after 31 December 1995 and for those who opted into the contributivo system, plus an extra 1 percent employee contribution above €56,224. The €120,380 average sits just under that ceiling. The ceiling attaches to an enrollment class. It does not cap every industrial manager, and it does not cap the title.

Civil Code article 2120 accrues the end-of-employment payment at about one month per year. On €120,380 the annual accrual is €8,917. That accrual is cash cost whether or not an issuer printed an individual salary. It belongs on the offer as its own line. It is not part of the €120,380 gross, and it is not part of the €7,945 average bonus. The 198 companies on Euronext Milan do not change that arithmetic.

06 Closing the hire

Price three lines, then run the Milan file on its own clock.

The Milan in-house line is a city clock. The firm-wide general-counsel book is another. A first offer that converts a US total into one euro figure misses both.

Sartori has worked the Milan in-house line for 8 years. Of 17 closed searches in the trailing three years, 11 were first general counsel or head-of-legal seats. The others were deputy or specialist counsel under a sitting legal chief. Counter-offer incidence on the Milan in-house line is 26 percent. Median working days from offer to signature are 16. Completion on the line is 93 percent. The typical file runs 4 to 7 months. Those figures describe the city line. They are not the firm-wide general-counsel clock.

Across the firm, in-house placements since 2017 are 230+. General counsel and chief legal officer searches inside that book are 52. Time to a general-counsel shortlist is 24 days. Median time to an accepted offer on that book is 11 weeks, inside a range of 8 to 16 weeks. Acceptance on offers is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Retained general-counsel, chief-legal-officer, and chief-compliance-officer searches carry a 12-month replacement guarantee. The fee is retained only, 25 to 30 percent of first-year total compensation, and 30 percent of the fee is the retainer at engagement. None of those firm-wide figures is a Milan completion rate. The global map covers 1,480,000+ lawyers. It does not price a Milan seat.

3 of those 11 first-seat files ran past seven months. In each of them, the first offer was a US chief-legal-officer total converted into one euro number on the day of the offer. The candidate could not see gross, bonus, or the end-of-employment accrual as separate lines, and the board could not see that the industrial floor had nothing to do with the converted total. That is a miss in the first paper, not a shortage of Milan counsel. It is the uncomfortable part of the city file, and it is why the seat count above refuses a single imported median.

BriefSignature

  1. Name the contract Industrial managers, another sector’s agreement, or a portfolio arrangement. If the brief cannot name the contract, the floor in the table does not apply, and the number is not yet an offer.
  2. Name the three lines Gross, annual bonus, and the end-of-employment accrual. A survey average can sit beside them as context. A converted foreign total cannot replace them.
  3. Name the printed band The figure the notice will carry is the employer’s starting pay or band. It is written before the first conversation, because pay history is no longer a question the process may ask.

Two composites from that closed-search set, described by category only. A Borsa Italiana-listed industrial group in Milan hired its first general counsel in 14 weeks. The board put gross, bonus, and the accrual on the first paper, inside the firm-wide range of 8 to 16 weeks and faster than the city line, because the number did not have to be rebuilt. A PE-backed industrial company in Milan, one of the files that ran past seven months, reached signature only after a converted New York total was reprinted as three lines. No employer and no lawyer is named in either file.

A chief human resources officer at a family-owned manufacturing group with Milan and New York operations told us: “First legal hire. They stopped us copying a listed-company GC job description. The counsel we hired still does commercial and privacy.” A chief financial officer at a PE-backed industrial company in Milan told us: “The first paper was a New York chief-legal-officer total, converted on the day. We reprinted it as gross, MBO, and the end-of-employment accrual before anyone would sign.” The first quote is a first-hire brief that stayed inside the job the company actually had. The second is the offer-paper error behind the three files that ran long.

Three decisions come before a shortlist. Which contract the seat sits on, so the €85,000 floor is used only where it binds. Whether the first offer shows three lines or one converted total. What starting pay or band the notice will print under the rule in force since 7 June 2026.

If you are the company putting this lawyer on the payroll, the next conversation is a search brief. Sartori’s in-house counsel recruiting desk runs that brief, and the general counsel search practice prices the seat before the approach. A first legal hire sits on first general counsel. Replacement of a sitting counsel sits on general counsel succession. The research method is on the methodology page.

Milan general counsel cash: common questions

What is a general counsel salary Milan figure in 2026?

It is a seat count: €1 million funds 8.31 seats at the €120,380 average gross ERI published for Milan on 2 October 2026. The same million funds 11.76 seats at the €85,000 floor, 12.05 at the €82,959 entry gross, 8.42 at the €118,724 median, 7.89 at €126,669 of total compensation, and 7.29 at the €137,240 senior gross. Dollars use the 30 September 2026 rate, €1 = $1.1355. None of those cells is a census of the title.

How many seats does the €85,000 industrial floor fund?

The 2026 guaranteed-fixed floor of €85,000 funds 11.76 seats per €1 million, and it binds the industrial dirigente classification rather than the general-counsel title. The renewal was signed on 13 November 2024 and runs from 1 January 2025 through 31 December 2027. The 2025 floor was €80,000. Variable pay is outside the test, even when a bonus is compulsory.

What does a US Fortune 1000 legal-chief median buy in euros?

The median is $2.95 million, about €2.60 million at the 30 September 2026 rate of $1.1355, and €1 million funds 0.38 of one such seat. Above the Law reported that median on 1 August 2025 from a 2025 survey of 544 Fortune 1000 legal chiefs. Dividing $2.95 million by 1.1355 produces €2,597,974. That is a United States contrast. It is not a Milan offer, and it is not a figure a Milan job notice should print.

What must a Milan employer print on a general-counsel job notice?

From 7 June 2026 the notice has to state the starting pay or the pay band, and the employer may not ask for pay history. The number printed is the employer’s own starting pay or band. It is not the ERI average of €120,380 unless that is the pay actually offered.

How long does a Milan in-house general-counsel search take?

The Milan in-house line runs 4 to 7 months, with 16 working days from offer to signature. Of 17 closed Milan in-house searches over three years, 11 were first general counsel or head-of-legal seats. Counter-offer incidence on the line is 26 percent. Completion is 93 percent. The firm-wide general-counsel book, 38 searches since 2017, reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks.

Does the €85,000 floor apply to a bank general counsel in Milan?

No: the €85,000 floor from 2026 is the industrial managers’ contract, and a bank or commerce agreement is a different instrument.

The employer survey, the industrial contract, and the 2026 instruments.

Survey cells come from ERI's employer model updated 2 October 2026. The floor comes from the industrial managers' contract. Tax, transparency, and the exchange rate come from the statute or the central bank that publishes them. Seat-count arithmetic is €1 million divided by those inputs.
