Salary · Milan 2026
Lawyer salary in Milan 2026: three prints, one hiring band.
The Milan bar's 2024 mean IRPEF income was €108,151. A general counsel writing a 2026 offer, and a lawyer reading one, are not looking at that figure. They are looking at an employee contract. The court-district headline of €93,604 is a third number.
The 2026 window is which print you are holding.
Lawyer salary Milan is the phrase a board paper borrows when it needs one number. The Milan company-side read rests on 250 structured interviews with counsel and buyers. Cassa Forense and Censis, on 29 April 2026, printed €93,604 for the court district and €108,151 for the city bar.
The X Rapporto, published 29 April 2026, puts 2024 mean IRPEF income in the Milan court district at €93,604, index 180.3 against the national mean, across 30,139 Cassa members. Declared professional income, not salary.
The dated prints sit in the table below. The district and the city bar are separated next.
| Public print | Figure | What it measures | What it is not | Source and date |

| Milan municipal surcharge | 0.8 percent | Flat rate on IRPEF income above €23,000; the exemption is a cliff, not a deduction | Not regional tax | Comune di Milano, page updated 7 September 2026 |

The district mean and the city-bar mean are both real, and they are not the same hire.
A reader who stops at €93,604 has the court of appeal. A reader who stops at €108,151 has the Milan bar. Neither number is the salary on an employment contract.
Cassa Forense and Censis, in the tenth lawyers’ report published on 29 April 2026, put 2024 mean IRPEF income for the whole profession at €51,912, up 8.9 percent from 2023. Men averaged €67,959 and women €33,829. Total professional IRPEF income was €11.239 billion, up 7.1 percent, and VAT turnover was €16.441 billion. Membership in 2025 was 228,641, down 6,414 from 235,055 in 2015. Those are national facts. They explain why a mean misleads. They are not a Milan band.
The Milan court district is the outlier on income and one of three districts that, with Rome and Naples, hold 38.6 percent of Cassa members. The report’s district table gives Milan 30,139 members, 51.9 percent of them women, a 2024 mean of €93,604, and an index of 180.3 where the national mean is 100. Women’s mean in that district is 40.9 percent of men’s, the published ratio. Potenza, at the other end of the same table, sits at €29,941. The gap inside Italy is the point of the table. It is not a local salary scale.
The city bar is a row inside that district, not a synonym for it. The ordine table lists Milan at 22,592 Cassa members: 11,368 women and 11,224 men. Their 2024 means are €62,247, €154,670 and €108,151. On those two printed means, women’s income is 40.2 percent of men’s. The district ratio of 40.9 percent is the wider geography, pulled down by Busto Arsizio (€48,255), Varese (€48,591), Monza (€51,382) and Como (€54,084). A company that “matches Milan” without naming the row is matching a blend.
The roll the bar itself publishes is a second register. The Ordine degli Avvocati di Milano, in its 2025 accounts, counted 22,137 lawyers at 31 December 2025, up from 21,861 a year earlier, and 3,675 trainees, down from 3,715. The Cassa row and the albo row differ by a few hundred people because they do not count the same status. Neither row is an in-house payroll.
Nationally, 61.7 percent of lawyers sat under €35,000 of 2024 income, 17.2 percent between €35,000 and €58,400, 13.1 percent up to €121,900, and 7.9 percent above €121,900. The Milan bar’s male mean of €154,670 sits above the threshold only 7.9 percent of the Italian profession cleared. That does not mean 7.9 percent of Milan lawyers earn that sum. It means a mean, in this profession, is a poor stand-in for a typical paycheck.
Sartori has worked the Milan company-side line for 8 years. Quarterly surveys have run since 2019 on the global file. The company-side book on that line is 17 closed searches over the trailing three years. Sartori maps roughly 5,000 lawyers in Milan. That map records employer and a practice label. It does not record Cassa income.
An employed Milan counsel is a giurista, and the floor is €85,000, not the bar mean.
The product a company buys is subordinate employment. The albo, the Cassa mean and the public-entity list are other products. The 2026 floor for an industrial manager is the number the contract actually tests.
Employee bandA different product
- Employee band Giurista on payroll, out-of-court work for that employer, pay or a range on the notice, contract floor if the seat is an industrial manager.
- Cassa income Self-employed avvocato. Declared IRPEF. Useful as a picture of the profession. Useless as the line on an offer letter.
- Public-entity list The special list for lawyers of public bodies. Not a private-company counsel with a bar card.
Law 31 December 2012, n. 247, Article 18(d), makes the profession of avvocato incompatible with any subordinate employment, including reduced hours. Article 2(6) lets a giurista d’impresa give out-of-court advice only for the employer. The Consiglio Nazionale Forense, in sentence n. 161 of 26 August 2020, held that this status does not allow enrollment on the albo or on the special list for lawyers of public bodies. The private-company counsel and the enrolled avvocato are different people in that statute. A notice that requires the albo for a payroll seat is describing a person the law does not permit.
Where the seat is an industrial manager, the cash floor is contractual. The Confindustria-Federmanager renewal signed on 13 November 2024, in force from 1 January 2025 through 31 December 2027, sets the trattamento minimo complessivo di garanzia at €80,000 for 2025 and at €85,000 from 2026, tested at 31 December. If the year’s gross treatment is short, the company pays the difference in December and lifts the monthly pay from the following January. A manager hired during the year is tested on a floor pro-rated to months of service, with a fraction above 15 days counted as a full month. The €85,000 figure is a floor for that contract. It is not a surveyed median for every lawyer in Milan, and it does not apply to a commerce-contract counsel who is not a dirigente.
Across 250 structured interviews with Milan counsel and company buyers, 47 of 70 employed counsel, over 24 months, said their cash figure was a collective-contract salary, not a Cassa income. A head of talent at a family-owned manufacturer in Milan told us, in that cut: After June 2026 the notice had to show a range. We printed the district figure and the shortlist priced itself against the men’s mean.
Variable pay, pension and the funds above base are set out in the Italy compensation article. The choice that decides the offer is which print is in the draft. A general counsel who has already settled that the seat is employed should open the Italy levers for the funds, and the Milan in-house salary note for the employee cell. The Cassa print stops being useful once the draft is an employment contract.
The district mean is a picture of the profession. The offer letter is an employment contract.
Matching the men’s bar mean imports a 2024 professional income into a 2026 payroll.
€154,670 is what men at the Milan bar declared for 2024. It is above the 2026 pensionable ceiling. It is not a salary a company has published, and it is not what the women on the same row declared.
The pensionable ceiling makes the mistake measurable. INPS Circolare n. 6 of 30 January 2026 sets the 2026 annual cap at €122,295 for workers in the contributory system. The city-bar mean of €108,151 sits under that cap. The men’s mean of €154,670 sits over it, by €32,375. A company that “matches the Milan lawyer” at the men’s mean is offering a number the employee pension base will not fully follow, and it is offering it to a person who, if the seat is subordinate employment, is not on the Cassa roll at all.
The women’s city-bar mean of €62,247 sits under the 2026 industrial floor of €85,000. A company that “matches the women’s average” for a dirigente seat is below the contract it claims to apply. The district ratio, 40.9 percent, is the report’s own comparison of means. It is not the test in the pay-transparency decree, which looks at employee categories, not at self-employed professional income.
Of 88 general counsel, chief legal officers and heads of talent in that cohort, over 24 months, 61 said the first draft of the band used the district mean. A general counsel at a listed industrial group in Milan told us: We opened the band on the district mean. The candidate treated it as a self-employed number and did not take the meeting.
Other bars in the district show what a city blend costs. Monza’s 2024 mean is €51,382, almost the national mean of €51,912, on 1,889 Cassa members. Como is €54,084 on 1,222 members. Hiring “in Lombardy” off the Milan city row overpays a Monza seat on a professional-income logic and still tells you nothing about the employment contract. Name the ordine if you are describing the profession. Name the contract if you are hiring.
| Seat | Legal status | What the tax stack sees | Public comparator | The usual mistake |
|---|---|---|---|---|
| Self-employed avvocato, Milan bar | Albo; Cassa Forense contribution on professional income | 2024 IRPEF mean €108,151 at the ordine; district mean €93,604 | Declared professional income, not RAL | Pasting the mean into an employment offer |
| Employed giurista, private company | Subordinate employment; Law 247/2012 Art. 18(d) blocks the albo | IRPEF, Lombardy surcharge, Milan 0.8 percent, employee INPS | CCNL floor and the notice range | Requiring enrollment, or matching the men's bar mean |
| Industrial dirigente, legal seat | Confindustria-Federmanager contract, 1 January 2025 to 31 December 2027 | Same employee stack, plus TFR and Previndai if the manager contributes | €85,000 TMCG at 31 December 2026 | Treating €85,000 as a median rather than a floor |
| Public-entity lawyer | Law 247/2012 Art. 23 special list, a different statute | Public payroll rules, not the private CCNL | The entity's pay scale | Using Art. 23 to enroll a private-company giurista |
The company that pays this number is posting a range, not adopting a profession mean.
Article 5 has applied since 7 June 2026. The notice carries starting pay or a range. The Cassa table cannot be pasted into that line, and the candidate's last package cannot be asked for.
Legislative Decree 7 May 2026, n. 96, published in the Gazzetta Ufficiale on 1 June 2026 and in force on 7 June 2026, implements Directive (EU) 2023/970. Article 5 requires employers to give candidates the starting pay, or the range, on the basis of objective gender-neutral criteria, together with the relevant provisions of the collective contract. That information goes in the notice. The same article bars asking for pay in the current or a previous job, including through a recruiter. A Milan search that opens by requesting a payslip is offside of a rule that has already started.
Article 9 applies the gender-gap report to employers with at least 100 employees. Those with at least 250 employees collect the data by 7 June 2027 and then every year. Those with 150 to 249 collect by the same date and then every three years. Those with 100 to 149 collect by 7 June 2031 and then every three years. Article 10 requires a joint assessment with worker representatives when the average gap in any worker category is at least 5 percent, is not justified on objective gender-neutral criteria, and is not corrected within six months of that communication. That 5 percent test is an employee-category test. The 40.9 percent district ratio is not an input to it.
The buyer who feels this first is the general counsel of a listed or large private group whose 2026 notices already have to carry a number. Euronext Milan’s issuer count is a different article. The practical point here is smaller: once the range is public, candidates will set it against the only Milan lawyer figure they have seen in the press, which is the district mean. The work is to make the range survive that comparison because it is a salary, not because it equals €93,604.
Your exposure is a mis-specified print, not a missing candidate. Name the contract before you name the cash.
- Write the register first. Albo, giurista, or the public-entity list. The cash line follows the register. It does not create it.
- Leave the profession mean. The district figure and the city-bar figure are professional income. The notice needs an employee range the contract can pay.
- Separate the gender means. Women at the Milan bar averaged €62,247 and men €154,670. An average of those two is not a band.
- Open on the brief. Company-side seats sit on in-house counsel recruiting in Milan. The general-counsel count is a separate salary note.
Your offer is a salary only if the contract is employment and the number is not a profession mean with your name on it.
- Read the contract, not the headline. A Cassa mean is what enrolled lawyers declared. If you are moving in-house you are leaving that register.
- Ask which row they used. District, city bar, women, or men. Four figures, one city name. The letter should say which one it refused.
- Test the manager floor. The 2026 industrial guarantee is €85,000 at year-end. A figure under it is a contract problem, not a negotiation style.
- Read net elsewhere. Take-home against Dubai and London sits on the three-city comparison.
The men’s bar mean is a 2024 professional income above the 2026 pension cap. It is not a salary.
Tax, severance and the pension quote sit on the employee floor, not on the Cassa mean.
Running the tax brackets on €108,151 would treat a declared professional income as if it were taxable salary. The illustration below uses the €85,000 floor, and it stops before employee social contributions.
Already in forceStill ahead
- IRPEF bands The middle band is lower than the prior year. The upper rate still starts above the same threshold.
- Managers’ floor The industrial guarantee is a year-end test, not a hire-date test.
- Notice rule Starting pay or a range on the job notice. Questions about past pay are barred.
- Gap report Larger employers report first. Smaller employers inside the rule report later.
On a taxable base of €85,000, 2026 IRPEF is €28,750 before any deduction. The Agenzia delle Entrate states the tax above €50,000 as €13,700 plus 43 percent of the excess. Thirty-five thousand euros of excess is €15,050, and €13,700 plus €15,050 is €28,750. Lombardy’s regional surcharge, on the bands still printed on the region’s page as updated 5 May 2026, is €1,374 on the same base: 1.23 percent to €15,000, 1.58 percent to €28,000, 1.72 percent to €50,000, and 1.73 percent above. Milan’s municipal surcharge is 0.8 percent of the whole taxable income once income exceeds €23,000, which is €680. The city page, updated 7 September 2026, still prints that rate. The finance ministry’s 2026 query has no Milan row; the 2025 row, published 20 December 2025, shows the same 0.8 percent and the same €23,000 exemption. The three lines sum to €30,804, or 36.2 percent of €85,000, before employee social contributions and before personal deductions. The sterilization of the 33 percent cut for incomes above €200,000 does not touch this floor.
Severance and the managers’ pension quote are further employer lines, not a second salary. Civil Code article 2120 accrues severance at one year’s pay divided by 13.5. On €85,000 that is €6,296 before the ISTAT revaluation. Previndai’s February 2026 note and its contribution page set the employer minimum at 4 percent of pay, and not less than €4,800 a year, plus a further 2 percent, on remuneration up to €200,000, if the manager pays at least 2 percent. Four percent of €85,000 is €3,400, so the €4,800 floor binds. The further 2 percent is €1,700. Employer pension cash at the floor is €6,500, and the manager’s own 2 percent is another €1,700. Those lines are not added here into a single “cost of hire,” because severance may be conferred to the fund rather than stacked as cash the employee receives twice.
Employee and employer INPS rates are not restated as a split in Circolare n. 6. The circular prints the €122,295 ceiling. A net conversion of the Cassa means is left out for the same reason those means are not salary. Cross-border take-home, where a company is comparing Dubai, Milan and London on one seat, is the three-city note.
Milan municipal surcharge
0.8 percent of €85,000. The €23,000 exemption does not apply once income is above it.
Comune di Milano; arithmetic on the published rateSeventeen closed searches, three products, and a shortlist that was still on the albo.
The Milan company-side book is 17 closed searches over three years. 9 of them opened on the district mean, and 3 of those had to be rebuilt because the names could not take employment.
Of 17 closed Milan company-side searches over the trailing three years, 9 opened on the district mean and 8 opened on an employee band. Inside the nine: 4 first head-of-legal seats, 3 mid-level counsel, and 2 other company-side seats. Inside the eight: 5 further first head-of-legal seats and 3 mid-level counsel. The line completes at 92 percent, typically in 4 to 7 months. Counter-offers land on 26 percent of offers. Median time from offer to acceptance is 16 working days.
The 3 mid-level files inside those 9 were the ones reopened, because the shortlist was still on the albo. They closed, at the long end of the 4 to 7-month band. The miss was the credential, not the cash. We now brief the private-company seat as a giurista search before any name is approached. That is the finding that cuts against an easy story in which the only error is the employer’s spreadsheet.
- Q1 Is the person an employee, or an avvocato on the albo? If the seat is payroll and the shortlist is still enrolled → stop. Law 247/2012 does not allow both.
- Q2 Which print is in the draft: district, city bar, women, or men? If the draft does not name the row → it is using a blend. Replace it with an employee range.
- Q3 Can the contract pay the range the notice will print? If the seat is an industrial manager and the range sits under the 2026 floor → the December test will invoice the gap.
- → All three answered, and the seat is employed? Then print a range the contract supports, and leave the Cassa means in the profession table.
Three composites from that book, by category only. A listed industrial group in Milan, first head of legal: the first paper used the district mean. The candidate declined the meeting. The second paper sat above the €85,000 floor, with the range on the notice. The search closed in 18 weeks, inside that 4 to 7-month band, and the offer was accepted inside the 16-day window.
A family-owned manufacturer, commercial counsel, giurista, not an avvocato: the company’s first range matched the women’s city-bar mean and sat under the floor the HR draft had assumed was “market.” The seat was not a dirigente, so the floor did not bind, but the range still had to be an employee number. It closed in 22 weeks. The counter-offer was a title, not cash.
A foreign group’s Milan operating company, counsel seat: the candidate anchored on the men’s mean of €154,670. The company held an employee band under the INPS ceiling and said so in the notice. Signed in 19 weeks. The first version, which had quoted the men’s mean “for context,” did not survive the first conversation.
Google Ads Keyword Planner, measured 11 September 2026, recorded 0 monthly searches for the Milan lawyer-salary query. The company that needs the seat filled starts at a confidential hiring conversation. The lawyer weighing a letter starts from the contract, not from the district mean.
Lawyer salary in Milan 2026: questions from both sides of the offer letter
What does lawyer salary Milan mean in 2026?
The Milan bar’s 2024 mean IRPEF income was €108,151, and that figure is not an employee salary. Cassa Forense and Censis published it on 29 April 2026, beside a court-district mean of €93,604. A company hiring onto payroll is pricing a different product: the industrial managers’ floor is €85,000 from 2026. Sartori closed 17 Milan company-side searches over three years on that split.
Should a company match the €93,604 district figure?
No. The district mean of €93,604 is 2024 self-employed IRPEF income, not a 2026 payroll band. It covers 30,139 Cassa members across the court of appeal, including Como, Monza and Varese, not only the city bar. Of 17 closed Milan company-side searches over three years, 9 opened on that mean as if it were salary. The notices that closed were rewritten onto an employee contract.
Why is the Milan bar mean €108,151 if the district mean is €93,604?
The district covers 30,139 Cassa members; the Milan ordine row alone averages €108,151. Women at that bar averaged €62,247 and men €154,670 in 2024. The wider district’s published ratio of women’s mean to men’s is 40.9 percent. A single “Milan lawyer” average hides both the geography and the gender split.
What should a general counsel print on a 2026 Milan notice?
Print the initial pay or a range, which Article 5 has required since 7 June 2026. Legislative Decree 7 May 2026, n. 96, also bars questions about current or previous pay. The range has to be an employee band the contract can pay, not the Cassa mean. Employers in the largest headcount band report the gender gap by 7 June 2027.
Can an employed counsel in Milan stay on the albo?
No. Article 18(d) of Law 247 of 2012 bars the albo, and CNF decision 161 of 26 August 2020 applied that bar to the in-house giurista. Article 2(6) allows out-of-court advice for the employer only. The public-entity list in Article 23 is a different hire. Of 9 files opened on the district mean, 3 were reopened because the shortlist was still on the albo.
How fast does a Milan company-side offer close once the band is right?
Budget 4 to 7 months, then a median of 16 working days from offer to acceptance. The line completes at 92 percent. Counter-offers arrive on 26 percent of offers. In that Milan cohort, the files that slipped were the ones still priced on a Cassa mean.
The profession report, the bar’s roll, the tax stack, and the notice rule.
Professional income comes from the Cassa Forense and Censis report published on 29 April 2026. The roll comes from the Milan bar’s 2025 accounts. The floor comes from the managers’ contract. The notice rule comes from Legislative Decree n. 96 of 2026.

Cassa means are 2024 IRPEF of enrolled lawyers. The €85,000 floor is a 2026 year-end guarantee for industrial managers, not a median. Tax lines on that floor ignore personal deductions and employee social contributions. The gender-gap report is an employee-category test and does not use the district income ratio.
