Compliance recruitment Zurich is a search against a supervisor’s book of work, not against a headcount of lawyers. The home page of FINMA’s Annual Report 2025 lists 245 supervised banks and securities firms, 192 supervised insurance companies, 2,000 approved funds, and 1,600 licensed portfolio managers and trustees. It also lists 190 on-site inspections and 55 enforcement proceedings concluded in 2025, plus 463 investigations of companies and individuals suspected of conducting unlicensed activity. Those institutions are Swiss, not a Zurich postcode. The person who holds the compliance function for a category 1 to 3 bank, a large insurer, or a manager of collective assets is, in the files we run, usually in Zurich. The census of the profession is a different number. The Swiss Bar Association’s membership table records 3,837 members in canton Zurich at 31 December 2025. That figure is association membership. It is not a count of chief compliance officers.
The inspection tape for 2025 is more useful than the roll. FINMA’s media conference on 21 April 2026 reported 113 on-site inspections at banks, 42 of them at UBS, 43 at insurance companies, and 20 in asset management. The supervisory chapter of the same annual report says the 113 bank inspections produced more than 500 findings, mostly at institutions in categories 1 to 3. In ongoing supervision that year, FINMA imposed an institution-specific capital add-on in 14 cases and a restriction on business activity or a ban on takeovers in 7 cases. Sixteen cases became preliminary investigations. Enforcement proceedings were launched in 15 cases. An independent auditor was appointed in 18 cases. The hiring consequence is narrower than the bill: a finding on governance, money laundering, or sanctions is a reason a board replaces or adds the person who holds the function. It is not, by itself, a job description. The annual report’s key-metric total of 190 on-site inspections is wider than 113 plus 43 plus 20. We do not force those three sector counts to equal 190.
Asset-management inspections were specific. Of the 20, the supervisory chapter counts 4 fund-management companies, 15 managers of collective assets, and 1 custodian bank. That 1 is an inspection, not a Sartori file. The enforcement chapter says the revised Insurance Supervision Act and Ordinance came into force on 1 January 2024. The supervisory chapter says that regime was again a focus of insurance supervision in 2025, including the register and conduct rules for untied intermediaries. At the end of 2025, 56 institutions were in the small banks regime, which simplifies capital and liquidity administration for banks that qualify. Participation in that regime is not an exemption from Circular 2017/1, and it is not a vacancy count.
Enforcement makes the same point without a client name. The enforcement chapter says FINMA concluded 55 proceedings in 2025, opened 463 investigations into potentially unauthorized activity, and conducted 322 further investigations, in particular of authorized institutions and in market supervision. It also made more than 300 entries on its warning list. A public proceeding is evidence that the compliance function is a seat a board can be asked to explain. It is not a template for every Zurich bank, and it is not a Sartori client.
The rule that is still ahead, not behind, is the anti-money-laundering ordinance. On 12 May 2026 FINMA opened a consultation on a partial revision of AMLO-FINMA. The consultation ran until 9 June 2026. The press release says financial intermediaries must be able to understand the customer’s ownership and control structure, and that the draft sets out in more detail the measures required to prevent breaches of coercive measures under the Embargo Act. The key-points paper of the same day says the revised ordinance is due to enter into force on 1 January 2027, together with revisions to the Swiss bankers’ due-diligence agreement and the rulebook of the insurers’ self-regulatory organization. A Zurich search opened on the theory that 1 January 2027 creates a new personal license, or that the consultation has already changed the seat, is opened on a document that does not say that. The work it does create is organizational: sanctions screening, beneficial-owner declarations, and correspondent-banking controls, owned by a function that Circular 2017/1 already requires at a category 1 to 3 bank.
Our Zurich mapping coverage, the slice we use when we build a long list, is about 2,500 lawyers, inside the global map of 1,480,000+ profiles. The interview cohort for the city is a separate count, stated above, and it is not added to the 2,500. Private-bank consolidation is the local demand signal that does not look like growth. KPMG and the University of St. Gallen, in their 24 June 2026 release, put the number of Swiss private banks at 79 by the end of May 2026, down from 85 in 2025, with assets under management at CHF 3.5 trillion. Record assets and a shorter list of institutions mean a compliance search in that segment is usually a replacement of the function, not a new seat opened because assets rose.
