In house legal recruiters Cardiff companies retain when a general counsel or chief executive needs counsel who can hold English law and Welsh devolved rules on one desk. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. Those searches reach a shortlist in 24 days and an accepted offer in a median of 11 weeks, on a book running through 2026. A NASDAQ-listed medtech in Boston hired its successor general counsel in week 11, from a shortlist of four on day 24.

01 — The brief answer

Cardiff is one solicitor profession and a second set of statutes.

A chief executive in Cardiff writes one line: a general counsel, ideally local, comfortable with the regulator. The line hides the split that decides the shortlist. Solicitors in Cardiff are solicitors of England and Wales. The Solicitors Regulation Authority issues one practising certificate for that profession. Wales then adds statute the seat has to read: devolved tax, housing, and the Welsh language where the employer faces the public.

That is what in-house counsel recruiting is retained to solve here. The firm was founded in early 2017 by Lorenzo Sartori, opened a Brussels network in 2019, and opened the London hub in 2025. The research program maps 1,480,000+ lawyer profiles and has run a quarterly survey since 2019. It publishes no Cardiff-only tally of closed in-house searches. The figures below are the corporate book on the case studies. They are the clock a Cardiff file is run against. They are not a claim that 52 of those general counsel sit in Cardiff. The nearest published UK in-house city page is London. City context sits on legal recruitment in Cardiff.

02 — Local employers

A listed insurer, a building society, and a public inquest seat are not one bench.

Admiral Group plc’s full-year results, released 5 March 2026, reported profit before tax from continuing operations of £957.9 million for 2025, against £826.5 million in 2024. The same release states that the company is incorporated in England and Wales, that its registered office is in Cardiff, and that its shares are listed on the London Stock Exchange. The group chief executive’s review refers to 15,000 colleagues. A separate line says over 13,000 employees each receive a free share award of up to £1,800 on the 2025 results. Those are two counts in one document. Neither is a lawyer count, and neither is a Cardiff-site headcount. An insurance general counsel search is the product when the seat is the group legal chief. Whether the solicitor advises the insurer, or a group practice acts for customers, is the section 15(4) question in the next section.

Principality Building Society’s memorandum, effective 1 September 2021, places the head office in Cardiff. The society is authorised by the Prudential Regulation Authority and regulated by the Financial Conduct Authority and the Prudential Regulation Authority, reference number 155998. Its legal page limits mortgages to homes in England and Wales and says it communicates in English and, if asked, in Welsh, as far as it is able. That is this society’s customer term, not a rule for every Cardiff general counsel. A banking general counsel search fits a dual-regulated deposit taker.

NHS Jobs posted a Legal Services Inquest Solicitor on 27 February 2026, in Cardiff, CF14 4HH, at £48,527 to £55,532 a year, reference H9001-26-0151. The advert has closed. It is one inquest-solicitor band, not a general counsel band. The seat is coronial work and can require rights of audience. An insurer’s commercial counsel often does not appear.

The SRA’s authorisation data for 2023/24, on a page dated 2 February 2026, reports 3,904 practising-certificate holders based in Wales, down from 3,973 in 2022/23: about 4,000 of about 172,000 practising solicitors, about 2 percent. Law firms with a head office in Wales numbered 374, about 4 percent. Wales-based firm turnover was £534 million in 2023/24, up £41 million on 2022/23. Since 2020 every practising certificate has been issued in English and in Welsh, and the SRA no longer asks whether the holder speaks Welsh. Those 3,904 solicitors include private practice. They are not a Sartori map of Cardiff.

The Law Society of England and Wales, in the Annual Statistics Report 2024, counted 167,603 practising-certificate holders in July 2024, up 3 percent on 2023, of whom 37,035 worked in-house, up 4 percent from 35,738 in 2023. That is an England and Wales figure, from a different body, on a different date, from the SRA’s Wales table. The two counts do not add.

Language Principality’s own term is English, and Welsh on request as far as it is able. Not a profession-wide rule. The SRA certificate has been bilingual since 2020. The certificate is not a language test. A public body’s own standards are a separate question.

03 — Licensing

The certificate is England and Wales. The reading list is where Cardiff splits.

Boards ask for a Welsh-qualified lawyer and mean three things they have not separated. The first is admission: a solicitor on the roll of England and Wales, with a current practising certificate if the work makes them a practising solicitor. The second is reserved-activity cover: whether this employee must personally hold rights of audience or conduct litigation. The third is the statute on the desk: devolved Welsh tax, housing, or a language duty that binds this employer, rather than the English instrument the candidate used last. Most general counsel seats need a clear answer on all three. Very few need a second professional title. There is no separate Welsh solicitors’ roll beside the SRA.

Legal Services Act 2007, section 12, lists the reserved legal activities: the exercise of a right of audience, the conduct of litigation, reserved instrument activities, probate activities, notarial activities, and the administration of oaths. Legal advice that is not one of those six is not reserved. A commercial counsel who negotiates the company’s own contracts is not, by that fact alone, conducting litigation.

Section 15 is the employer rule, and paragraph 71 of the explanatory notes states the practical effect. Where a body employs lawyers to provide in-house legal services to that body, or to certain connected persons, but not to the public or a section of the public, the body does not need to be an authorised person. That does not alter the fact that any individual lawyer the body employs to provide reserved activities still has to be an authorised person. Section 15(4) itself says the employer is not treated as carrying on the reserved activity merely because the employee does it, unless the provision of those services to the public, with or without a view to profit, is part of the employer’s business. An insurer’s solicitor advising the insurer on the insurer’s own regulatory file sits on one side of that line. A practice that acts for policyholders, claimants, or patients sits on the other, and the offer has to say which side the seat is on. The SRA’s employer guidance, updated 18 November 2024 and first published 4 March 2024, tells the board the companion point: the solicitor’s independence, honesty, and duty to the rule of law outrank the client’s instructions where they conflict, and there is a separate note for organisations whose solicitors provide legal services to the public.

The brief records five answers before any name is discussed. Whether the hire will be held out as a solicitor, and so needs a current practising certificate. Whether the client is the company or the public, which is the section 15(4) test. Whether this employee must appear, or will instruct a panel. Which devolved statute is actually on the desk. Whether Welsh is this employer’s customer term, as on Principality’s legal page, or a courtesy. The SRA stopped asking certificate holders if they speak Welsh in 2020. A screen for “Welsh qualified” misses the England and Wales solicitor who has held an insurer’s regulatory file, and advances a coronial advocate who has never held a PRA perimeter question.

04 — Notice and the certificate

Acceptance is not a start date. Notice, and sometimes October, sit between them.

The published general-counsel clock stops at the accepted offer: 24 days to a shortlist, 11 weeks median, range 8 to 16, across 38 searches since 2017. Everything after that is the current employer’s contract, plus, if the new seat requires it, a practising certificate that is actually in force on the first morning.

Notice in England and Wales has a statutory floor in the Employment Rights Act 1996, section 86. Where continuous employment is one month or more, the employer must give at least one week if service is under two years, at least one week for each year from two years up to under twelve, and at least twelve weeks at twelve years or more. The employee with one month or more must give at least one week. A shorter clause is overridden. Either party may waive notice or accept pay in lieu. The section does not set the three-month and six-month periods that appear in senior contracts. Those longer periods are bargained. The SRA and the Law Society do not publish a Cardiff notice custom, so none is stated here. The start date is the number in the contract being left. A counsel on twelve years’ service can be on the twelve-week floor while a counsel with the same title is on a six-month clause. The letter names the contract, not the city.

The certificate has its own calendar. The SRA’s guide to applying for a practising certificate, updated 21 September 2026, sets the replacement date at 31 October. Solicitors already practising renew in October. An application made during October still expires on 31 October and has to be renewed at once. If the certificate is not needed before the end of October, the guide says to wait until 1 November, so the next replacement date is 31 October of the following year. The SRA aims to process 95 percent of applications within 30 days. That is an aim, not the search clock. A solicitor start in the second half of October can collide with the window even after notice has been served. An individual application has to be withdrawn before the person joins an employer’s bulk renewal. The close names who holds the certificate on day one.

Where the permanent seat cannot wait on contractual notice, interim cover is a different product. Across 60+ interim and fractional engagements since 2017, counted outside the 400+ placements (230+ in-house), the median from first call to start is 7 days. One published file, an interim general counsel for a Series C fintech in San Francisco, was live on day 6. That cover sits outside the 52 and does not replace a practising certificate.

05 — Compensation

Price the seat on the salary page. Do not paste a court rate into an offer.

No Law Society or SRA series states what a Cardiff general counsel is paid. Admiral’s 5 March 2026 results release does not state one either. The NHS figure of £48,527 to £55,532 is a closed inquest-solicitor advert from 27 February 2026. It is not a chair, and it is not a junior commercial seat. The cash instruments a board can open are general counsel salary in the UK, 2026 and in-house counsel salary in the UK, 2026. The nearest published city cut is general counsel salary in London, 2026 and in-house counsel salary in London, 2026. Those pages own the bands. They are not restated here as a Cardiff survey.

The number most often pasted into an offer is not a salary. HM Courts and Tribunals Service guideline hourly rates, updated on 1 January 2026, are between-parties costs rates. Cardiff (Inner) is National 1: Grade A £295, Grade B £247, Grade C £201, Grade D £142. Cardiff (Outer) is National 2: Grade A £288, Grade B £247, Grade C £200, Grade D £142. London 1 Grade A on the same table is £579. Grade A is a solicitor or legal executive with over eight years’ experience. Multiplying £295 by a notional year does not produce a Cardiff general counsel salary.

The retained fee is 25–30% of total first-year compensation. 30% of that fee is the retainer at engagement. Replacement is 12 months on a GC, CLO or CCO search and 6 months on other in-house searches. Off-limits on the client’s legal department run 24 months. Offer acceptance is 96%. Retained corporate mandates complete at 92%. Retention is 97% at 12 months and 91% at 24 months. None of those rates is a Cardiff subset.

06 — The published UK book

London is the nearest in-house city page. It is not a Cardiff count.

Cardiff has no closed-search tally, interview cohort, or mapped-lawyer total in the firm book. The London hub opened in 2025. The working UK in-house city page is in-house counsel recruiting in London. A Cardiff mandate uses the firm clock: 24 days to a general-counsel shortlist, 11 weeks median to an accepted offer, range 8 to 16, across 38 searches since 2017. It uses Cardiff documents for the employer, the statute, the notice floor, and the certificate. It does not borrow London’s placements and relabel them.

Company mandates are retained. There is no contingency track on a general counsel search. Another recruiter’s salary guide is not a source. The fee and the replacement term are the figures above, agreed before outreach.

07 — How a search runs

The same six steps. The Cardiff work is in the first one.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The brief is where Cardiff searches go wrong. Which entity employs. Whether the hire will be held out as a solicitor and needs a current practising certificate on day one. Whether the work is advice to the employer, inside section 15(4), or reserved services to the public. Whether rights of audience are the job or the panel’s job. Whether Welsh is this employer’s customer term or a courtesy. What notice is already written into the contracts being left, over the section 86 floor. Whether an October start collides with the 31 October replacement date. The fee letter goes out with that page.

Mapping then uses the research program’s profile map, 1,480,000+ lawyers, cut to people who have held the relevant file: PRA or FCA permissions, coronial advocacy, or Welsh public law. That map is not a count of lawyers in Cardiff, and it is not the SRA’s 3,904 Wales-based certificate holders. Outreach is blind until both sides want a conversation. For a general counsel, the published average is 24 days to the shortlist.

The offer is engineered against the salary page that matches the seat, not against a guideline hourly rate and not against a closed NHS band unless the seat is that band. Notice, garden leave, and the certificate are scheduled before the candidate resigns. A six-month contractual notice plus an October renewal is a planned gap. It is not a surprise discovered after the offer is out.

Seven case studies are published. None is a Cardiff mandate.

CORPORATE BOOK · NOT A CARDIFF COUNT 3 OF 7 PUBLISHED FILES

Successor general counsel, NASDAQ-listed medtech

Boston · one of 52 GC/CLO searches · blind process

Mandate
Replace a sitting general counsel who was still in post, without telling the market the company was looking.
Complication
The sitting employer counter-offered. The 12-month replacement term was already in the letter. The sitting GC was not shopped.
Outcome
A shortlist of four reached the board on day 24. The accepted offer closed in week 11. The 12-month retention checkpoint held. Full file: GC succession, Boston.

First general counsel, venture-backed SaaS

California · one of 52 GC/CLO searches · still in post at 24 months

Mandate
The board had outgrown outside counsel. The hire was the company’s first general counsel.
Complication
The right people were sitting deputy general counsel in software, not partners who wanted a title.
Outcome
Shortlist on day 24. Accepted offer in week 10. In post at the 24-month checkpoint, against a program retention rate of 91% at 24 months. Full file: first GC, California.

Deputy general counsel, PE-backed industrial

Houston · one of 47 deputy GC / head of legal placements

Mandate
A carve-out that needed a deputy who had already lived with a transition-services clock, and who could face a public-company cadence if the sponsor listed.
Complication
The program deputy clock is 21 days to a shortlist and 10 weeks to offer. This file was faster, and it had to be, because a rumour that legal was being rebuilt would have travelled.
Outcome
Shortlist in 18 days. Accepted offer in week 8. Full file: deputy GC, Houston. The other published company files are a New York CCO, a legal-operations hire in Austin, and an interim GC in San Francisco. The seventh file is a law-firm partner search, not an in-house one.

10 — Questions

In-house counsel in Cardiff — common questions

What do in house legal recruiters Cardiff companies retain?

A general counsel or a chief executive retains them when the hire has to hold an England and Wales practising certificate and still read Welsh devolved statute. A posting reaches people who are looking. A retained search approaches counsel who are in post. Sartori & Partners has completed 400+ placements since 2017 (230+ in-house), including 52 general counsel and chief legal officer searches. No Cardiff-only closed-search count is published on the research page, the about page, or the case studies. The nearest published UK in-house city page is London.

What do general counsel recruiters Cardiff boards hire them to separate?

The private financial-services bench and the Welsh public bench. Admiral Group plc, in its full-year 2025 results released on 5 March 2026, reported profit before tax from continuing operations of £957.9 million (2024: £826.5 million), a registered office in Cardiff, and a London Stock Exchange listing. Principality Building Society’s memorandum, effective 1 September 2021, places the head office in Cardiff; firm reference 155998; mortgages only for homes in England and Wales. NHS Jobs posted a Legal Services Inquest Solicitor in Cardiff on 27 February 2026 at £48,527 to £55,532. Those are different seats.

Does a Cardiff general counsel need a practising certificate, and can they act for customers?

England and Wales is one solicitor profession, regulated by the SRA. Legal Services Act 2007, section 12, reserves the right of audience, the conduct of litigation, reserved instrument activities, probate activities, notarial activities, and the administration of oaths. Section 15(4) means an employer is not treated as carrying on that reserved activity merely because its employee does the work for the employer, unless providing those services to the public is part of the business. The explanatory notes say the individual lawyer who provides the reserved activity still has to be an authorised person. Advice to the company is a different screen from a customer-facing claims or inquest practice.

What notice applies, and what does the October certificate renewal do to a start date?

Employment Rights Act 1996, section 86, sets a floor, not a Cardiff custom. After one month, the employer’s minimum is one week under two years’ service, one week per year from two years to under twelve, and twelve weeks at twelve years or more. The employee’s minimum after one month is one week. A shorter clause is overridden. The parties may waive notice or accept pay in lieu. Senior contracts are often longer than that floor, and the contract being left is the clock. The SRA guide to applying for a practising certificate, updated 21 September 2026, says the replacement date is 31 October. An application made during October still expires on 31 October and has to be renewed at once. The search clock stops at acceptance. Notice and the certificate run after it.

How long does a general counsel search take, and how is it paid?

Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days on average and the accepted offer in a median of 11 weeks, with a range of 8 to 16. A NASDAQ-listed medtech in Boston hired a successor general counsel on that clock: a shortlist of four on day 24, accepted offer in week 11. The fee on a retained search is 25–30% of the hire’s total first-year compensation. 30% of the fee is paid at engagement. GC, CLO and CCO searches carry a 12-month replacement term; other in-house searches carry 6 months. Offer acceptance on corporate mandates is 96%. Those figures are the firm book. They are not a Cardiff-only median.

Where is Cardiff general counsel pay actually published?

Not in a Cardiff general-counsel salary series from the Law Society or the SRA. The cash pages are the UK general counsel salary guide for 2026 and the UK in-house counsel salary guide for 2026, with the London siblings for the nearest published city book. One public Cardiff cash cell is the NHS inquest solicitor band of £48,527 to £55,532, posted 27 February 2026. Solicitors’ guideline hourly rates, in force from 1 January 2026, put Cardiff (Inner) Grade A at £295 an hour and Cardiff (Outer) Grade A at £288. Those are between-parties recovery rates. They are not an offer.
