Legal Recruiters Boston for Unfilled In-House Seats
The Boston chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — that a deep local bar has not covered. We run the retained search that fills it.
The Boston chair that is still empty is a company payroll line.
Boston is not short of lawyers. A general counsel who searches for legal recruiters Boston usually calls after a posting, a panel firm, and an internal slate have failed to produce a chief legal officer the board will appoint. The constraint is the chair, not the size of the bar.
The Board of Bar Overseers' fiscal 2025 report, for the year ended 30 June 2025, recorded 98,949 registered attorneys in Massachusetts. Of those, 60,956 were on active status, up from 60,521. Another 687 were in-house counsel who are not admitted in Massachusetts. That is a registration census, not a count of open Boston chairs.
Sartori's Boston interview cohort (160 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a licensing counsel inside a life-sciences function. Across 54 company hiring managers in that cohort over a 24-month window, 33 named a life-sciences licensing or device-regulatory chair as the seat that stays open longest.
The firm was founded in 2017. The New York hub opened in 2023. Boston company and firm searches run from the United States practice. There is no Boston office. Over the trailing 36 months we closed 5 company searches on this line, 2 of them general counsel or chief legal officer chairs, inside 400+ placements since 2017 (230+ in-house) and inside 52 general counsel and chief legal officer searches. Offer acceptance on corporate mandates is 96 percent.
The employer is a legal department, not a law-firm intake form.
Two employer types hire in this city. The company that cannot cover a Boston chair is hiring into a payroll. The firm that cannot cover an associate class is hiring into a lockstep.

Wage employment is a second clock. The U.S. Department of Labor CareerOneStop table for lawyers (SOC 23-1011), drawing on Bureau of Labor Statistics Occupational Employment and Wage Statistics for May 2025, lists a median annual wage of $183,350 in the Boston-Cambridge-Newton, MA-NH metro, a 10th percentile of $84,280 and a 75th percentile of $309,920. The Massachusetts statewide median on that table is $176,680. A public-sector chair near that 10th percentile and a life-sciences general counsel are different mandates in the same metro.
Company demand is concentrated in life sciences. MassBio's 2026 Industry Snapshot, released 25 August 2026, counted 113,503 Massachusetts biopharma jobs in 2025, down from 117,108, a 3.1 percent decline and the first annual drop in more than two decades of the series. Research and development employment fell 3.9 percent, a loss of 2,563 jobs. Biomanufacturing added 238 jobs, a 2.4 percent rise. Total biopharma wages still rose 2.2 percent, to $26.45 billion.
The same snapshot records the capital. Massachusetts-headquartered biopharma companies raised $3.45 billion of venture capital in the first half of 2026, up 25 percent year on year and 25 percent of U.S. biopharma venture capital, second to California at 43.4 percent. Eight Massachusetts companies went public in that half, as many as in 2024 and 2025 combined. Eleven were acquired for a reported $18.0 billion, against $7.6 billion disclosed a year earlier.
Firm-side supply is the context. Our Boston location page carries a coverage band of 3,500+ lawyers and 100+ firms, and lists litigation, corporate, intellectual property, finance and banking, real estate, employment and labor, and securities. That band is a coverage figure for the city page. It is not the Board of Bar Overseers' 60,956 active lawyers, and it is not an OEWS employment count.
The shortlist arrived in just over three weeks and every name could already sit with our board. The person we hired is still in post two years later.
Density is not coverage. The authorized chair is.
A state with 60,956 active lawyers can still fail to produce one person the board will put on the payroll.
Searches for legal headhunters Boston usually start when the successor chair cannot be advertised. Of 41 heads of legal at Massachusetts life-sciences companies inside the same interview cohort, over a 24-month window, 24 said they could not advertise the successor while the incumbent remained. Of 5 closed Boston company searches in the trailing 36 months, 2 were standing general counsel or chief legal officer chairs, 2 were deputy general counsel or head of legal seats, and 1 was a specialist counsel seat. The research program maps 1,480,000+ lawyer profiles. A coverage band describes who can be reached. It does not describe who will take the chair.
The published Boston file is a succession, not a first hire. A NASDAQ-listed medtech in Boston ran the search blind, with a 12-month replacement term in the letter: four names on day 24, an accepted offer in week 11, and the 12-month retention checkpoint held. The file sits inside the 52 general counsel and chief legal officer searches since 2017. The read is on the Boston medtech succession. The quote above is the same shortlist. The file record stops at 12 months. The quote speaks to two years in post. They are recorded separately.
Credential gates are specific. A lawyer held out as a Massachusetts attorney needs admission in the Commonwealth. A lawyer admitted elsewhere, whose only practice here is as in-house counsel for one organization, registers under SJC Rule 4:02(9), in force since 1 June 2008. The registration does not authorize a court appearance without pro hac vice permission. A conflicts screen against the company's outside panel still happens before the shortlist.
Pay poles explain the failed posting. Reuters reported on 2 June 2026 that Milbank set associate base from $235,000 for first-years to $455,000 for eighth-years, effective 1 July 2026, with McDermott Will & Schulte matching the same day. The May 2025 metro median of $183,350 sits below that first-year base. The class-year table is on our 2026 associate salary scale and the Milbank scale note.
What legal recruitment Boston actually runs for the company.
Four products, one geography. The telemetry figures on this page are the Boston company line. Firm-side associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor general counsel while the incumbent remains, chief legal officer, and head of legal at a venture-backed or PE-backed platform. This is the uncovered seat the page opens on.
Licensing, device and fund counsel
Nested seats inside a larger function: licensing and collaboration counsel, device and diagnostics regulatory counsel, and counsel to an asset manager. The title may say counsel. The reporting line is still a company payroll.
Associate seats for Boston firms
When a Boston firm buys a retained associate search — corporate, intellectual property, finance, real estate, employment, securities, litigation — we run it as a firm mandate, not as a company general counsel search.
Partner seats for Boston firms
Retained partner search for Boston offices. The buyer is the firm. Book, conflicts and notice are the diligence. Firm-side cash is a different read from a company general counsel package.
Replacement on a retained general counsel, chief legal officer or chief compliance officer search is 12 months, and 6 months on other in-house searches. The published general counsel file is the NASDAQ-listed medtech succession above: four names on day 24, an accepted offer in week 11, inside the 8-to-16-week range on 38 searches, and the 12-month retention checkpoint held.
A second file inside the same 5 was a licensing counsel at a venture-backed therapeutics company. The first shortlist was rejected because the brief still described a corporate associate. Rewritten as a company chair, the accepted offer landed in week 9. The hire came from another in-house licensing seat, not from a first-year associate on $235,000.
Boston company telemetry records a counter-offer on 2 of the 5 files. Offer acceptance across corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. We never approach a lawyer we placed for as long as they stay, and we do not recruit from a client's legal department for 24 months after a mandate.
When the gap is a defined program rather than a standing chair, the faster product is interim and fractional counsel. Interim and fractional engagements, 60+ of them, are counted apart from the 400+ placements. The median start is 7 days from the first call. Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search, and life sciences general counsel search. The company view of the practice is on our work for companies.
Retained, written down before the first call.
Companies engage us on a retained basis for Boston mandates. We agree scope and terms in writing before any approach is made. The fee is 25–30 percent of first-year total compensation. Thirty percent of that fee is the retainer.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether the work is FDA, licensing, fund formation or disputes, and whether the sitting general counsel will be told. A Boston brief that still reads as a firm partner is rewritten as a company seat.
- 02
Market map
We map the in-house bench — life-sciences group legal, device and diagnostics, asset management, hospitals and universities — then the firm-side supply that might move. No posting.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. A confidential successor search stays off any careers page.
- 04
Credential and conflicts screen
We test Massachusetts admission or in-house counsel registration under SJC Rule 4:02(9), conflicts with the company's panel, and any noncompete under M.G.L. c. 149, § 24L against Rule of Professional Conduct 5.6. Those gates are different instruments.
- 05
Offer engineering
We set company cash against the published poles that move Boston candidates: the May 2025 metro lawyer median of $183,350 and a first-year associate base of $235,000 from 1 July 2026. Counter-offers landed on 2 of 5 Boston company files in the trailing 36 months.
- 06
Close and ramp
Notice, start date and the first 90 days are part of the mandate. On general counsel and chief legal officer searches the replacement term is 12 months, written before outreach. A placement counts when the counsel is in the chair.
On general counsel and chief legal officer searches, time to shortlist is 24 days and the median time to an accepted offer is 11 weeks, range 8 to 16, on 38 searches since 2017. Retained corporate mandates are completed at 92 percent. The research program has run quarterly surveys since 2019 and maps 1,480,000+ lawyer profiles. The method — mandate blueprint, total-market mapping, private outreach, vetting, offer engineering, close — is on our methodology.
In four quarterly survey waves since 2025, 19 of 46 Boston in-house hiring-manager responses arrived with a firm-side title on a company chair. We send those briefs back. A search that starts as “partner-equivalent” will not produce a general counsel the CEO will appoint. Massachusetts pay-range rules, below, attach when the role is posted. A blind retained search is not a posting.
The company's 2026 calendar is a statute pile and a biopharma tape.
A pay-range law, a noncompete statute, and a life-sciences employment decline are rewriting demand for the Boston in-house chair.
On 31 July 2024 the Governor signed An Act Relative to Salary Range Transparency. From 1 February 2025, employers with 100 or more employees who already file a federal EEO-1 must send that report to the Commonwealth. From 29 October 2025, employers with 25 or more employees in Massachusetts must disclose the pay range they reasonably and in good faith expect to pay in a job posting, including a third-party posting, and must give the range to an employee on request, on promotion, or on transfer. A retained search that is never advertised is not a posting. The Attorney General's guidance, revised 15 January 2026, is the operative reading.
For agreements entered on or after 1 October 2018, M.G.L. c. 149, § 24L limits a noncompetition agreement to 12 months from the end of employment, or 2 years only if the employee breached a fiduciary duty or unlawfully took property. Garden leave under that section pays at least 50 percent of the employee's highest annualized base salary in the prior two years, unless the agreement specifies other mutually agreed consideration. In Miele v. Foundation Medicine, Inc., SJC-13697, decided 13 June 2025, the Supreme Judicial Court held that the statute does not reach non-solicitation agreements, including a forfeiture tied to a non-solicit. Rule of Professional Conduct 5.6, adopted 26 March 2015 and effective 1 July 2015, is a separate instrument: it limits agreements that restrict a lawyer's right to practice after the relationship ends, apart from retirement benefits, and it limits practice restrictions inside a settlement. A partner move and an in-house covenant are screened on both.
The associate scale moved on a different calendar. Reuters, on 2 June 2026, reported Milbank's base from $235,000 for first-years to $455,000 for eighth-years, effective 1 July 2026, and McDermott Will & Schulte's match the same day. Offices on that scale reset the cash a company must beat. Offices that have not matched leave the prior scale in place. We do not treat “the scale” as a single Boston number. The comparison sits on the Cravath scale note and lawyer salary 2026.
Life sciences is the hiring signal that is not the associate scale. Employment at 113,503 in 2025, down 3.1 percent from 117,108, means fewer seats and a harder bar for the seats that open, including licensing after an $18.0 billion half-year of disclosed acquisitions and a general counsel sitting with a board inside a $3.45 billion state venture tape. Asset-management employers are briefed on fund formation, adviser compliance and distribution, on their own scorecard. The city map is the Boston location page. The national practice is legal recruiters. The London counterpart is legal recruiters in London.
The rest of the Boston brief lives on pages we already wrote.

Boston legal search — questions companies actually ask
What do legal recruiters Boston companies actually buy for a confidential general counsel hire?
A single retained mandate, terms in writing before any approach. Across 52 general counsel and chief legal officer searches since 2017, the shortlist arrives in 24 days and the median accepted offer in 11 weeks, range 8 to 16. Sartori closed 5 Boston company searches in the trailing 36 months, 2 of them general counsel or chief legal officer chairs, inside 400+ placements since 2017 (230+ in-house). We do not run a confidential successor search as a multi-agency contingency. See how a retained legal search actually runs.
Who hires the uncovered Boston in-house seat?
A company's general counsel, chief legal officer, CEO or head of HR — not a posting. The Board of Bar Overseers counted 60,956 active lawyers in Massachusetts at the end of fiscal 2025, and 687 in-house counsel who are not admitted in Massachusetts. MassBio, on 25 August 2026, counted 113,503 biopharma jobs in the state for 2025. Boston firms buy associate and partner searches as a second buyer.
How long does a Boston general counsel search take?
On general counsel and chief legal officer searches the shortlist arrives in 24 days and the median accepted offer in 11 weeks, range 8 to 16 weeks, measured on 38 searches since 2017. A NASDAQ-listed medtech in Boston took a shortlist of four on day 24 and an accepted offer in week 11. Of 5 Boston company searches in the trailing 36 months, the licensing file closed in week 9. Speed follows a brief the company will actually sign.
How are you paid for a Boston search?
Retained only. The fee is 25–30 percent of the hire's total first-year compensation. A retainer of 30 percent of the fee is paid at engagement and is kept if the client cancels the search. The hiring company pays. There is no contingency option. Read legal recruitment fees explained and brief a search.
Do you recruit Boston associates and partners as well as in-house counsel?
Yes. The 5 closed files quoted here are the Boston company line. Associate and partner work is a separate retained product. Firm-side class-year cash sits on the 2026 associate salary scale. Company buyers start at in-house and general counsel recruiting. Firm buyers start at associate recruiting and partner recruiting.
What does a Boston in-house chair actually pay?
May 2025 Boston-Cambridge-Newton lawyer wages: median $183,350, 10th percentile $84,280, 75th percentile $309,920. A market first-year associate base is $235,000 from 1 July 2026, and eighth-year base is $455,000 (Reuters, 2 June 2026). Sartori's 2026 US general counsel cash bands are national, not a Boston survey: Series B–C first general counsel $240k–$340k base and a 20–40 percent bonus; mid-cap listed general counsel $450k–$650k base and a 60–100 percent bonus. Do not blend those bases into the $4.76 million median total for named-executive-officer general counsel at 236 of the largest US-listed companies in the 2026 proxy season. Read general counsel salary 2026 and general counsel pay from proxy filings.
What credentials does a Boston counsel seat require?
A lawyer held out as a Massachusetts attorney needs admission in the Commonwealth. A lawyer not admitted in Massachusetts whose principal office is here, and who practices only for one organization, registers as in-house counsel under SJC Rule 4:02(9), in force since 1 June 2008. The Board of Bar Overseers counted 687 such counsel at the end of fiscal 2025. Court appearances still need pro hac vice permission. The registration is not a substitute for a conflicts check.
Can we cover the chair with interim counsel while the permanent search runs?
Yes. A defined gap — parental leave, a financing, a trial — is often faster as interim and fractional counsel. Interim engagements are separate from the 400+ placements (230+ in-house); the median start is 7 days from the first call. We can run both so the work is covered while the general counsel search is live. The permanent chair is still the mandate this page is for.

Boston in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer or head of legal search in Boston is a retained mandate. We listen first — to the reporting line, the regulatory work, and whether the sitting counsel has been told. No obligation.
