Legal Recruiters Hong Kong for Unfilled In-House Seats
The Hong Kong chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — whose work is Hong Kong law. A registered foreign lawyer cannot sign it. We run the retained search that fills it.
The Hong Kong chair that is still empty is an issuer payroll line.
On 31 August 2026 the Law Society of Hong Kong counted 12,160 solicitors with a practicing certificate, and 8,402 of them — 69 percent — in private practice. General counsel and heads of HR who cannot cover an issuer chair are not short of firm-side names. They are short of a solicitor the board will put on the company payroll.
Sartori maps about 5,000 lawyers in Hong Kong. That coverage figure is who can be reached in the city. It is not a headcount of general counsel seats, and it is not the Law Society's 12,160.
The uncovered seat on Sartori's Hong Kong in-house line sits on a company payroll: a general counsel, a chief legal officer, a head of legal, or a deputy whose documents are Listing Rules or the Securities and Futures Ordinance. We have worked the Hong Kong market for 8 years, for companies and for Hong Kong firms buying a retained search. Over three years we closed 17 in-house searches on this line, at a 93 percent completion rate, on a typical timeline of 4 to 7 months.
Firm-side associate and partner search is a real second buyer. It is not the empty issuer chair. The market tape that creates the company chair is on the Hong Kong legal market in 2026. The city hub is Hong Kong coverage.
The employer is a legal department, not a foreign-firm intake form.
In-house is a slice of the practicing-certificate stock, not a separate profession. The company that cannot cover a Hong Kong chair is hiring into that slice.

Subtract 8,402 private-practice solicitors from 12,160 practicing-certificate holders and the residual is 3,758. The Law Society does not split that residual by industry. It is in-house, government and other employed solicitors in one bucket, as at 31 August 2026. A general counsel who treats 3,758 as a ready list of issuer counsel is briefing from a license count.
Private practice is a different shape. On the same 31 August 2026 profile the Law Society counted 932 Hong Kong law firms: 45 percent sole proprietorships, 43 percent with two to five partners, and 81 limited liability partnerships. Registered foreign law firms numbered 93, from 19 jurisdictions, of which 16 were limited liability partnerships. Trainee solicitors numbered 879. Solicitor advocates numbered 107: 100 in civil proceedings, 6 in criminal proceedings, and 1 in both.
Public buyers hire on a printed ladder, not on a firm lockstep. The Department of Justice states Government Counsel entry pay as Master Pay Scale Point 32, currently HK$79,410 a month. The Civil Service Bureau Master Pay Scale puts Point 32 at HK$79,410 from 1 April 2026, Point 44 at HK$122,045, Point 45 at HK$130,255 and Point 49 at HK$150,070. The 2026 Government Counsel recruitment exercise closed on 11 September 2026. The Department of Justice says the next exercise will be advertised around August 2027. Twelve times HK$79,410 is HK$952,920 a year, about US$122,000 at the Civil Service Bureau's stated rate of about HK$7.8 to US$1.
That public pole is why a statutory-body chair and an HKEX issuer's general counsel are different mandates in the same city. The issuer is buying someone who can sign Hong Kong listing work while the Exchange is processing a heavy book. The Listing Committee Report 2025, published 16 March 2026, recorded 119 new listings, a 68 percent increase on 2024, and IPO funds of HK$285.8 billion, more than triple 2024. The committee considered 133 listing applications. Sixteen Biotech companies and five Specialist Technology companies raised HK$19.8 billion. Shares listed under Chapters 8A, 18A, 18B, 18C and 19C accounted for 29.7 percent of market turnover at year-end 2025, against 24 percent in 2024.
Firm-side supply is the context. A company will later instruct solicitors at those 932 Hong Kong firms and lawyers at those 93 foreign firms. The offer for a general counsel is signed by the company. Company buyers who want the standing team, rather than this city page, start at in-house and general counsel recruiting and general counsel search.
The seat stayed empty because the brief still asked for a capital-markets associate. The work was a Chapter 18A filing.
A foreign-lawyer bench is not a Hong Kong-law chair.
Density of registrations is not coverage of the document the board needs signed.
On 31 August 2026 the Law Society counted 1,785 registered foreign lawyers, from 30 jurisdictions, beside 13,747 members. The Law Society's information package for registration as a foreign lawyer, marked 03/2026, states the gate in one sentence: a registered foreign lawyer is prohibited from practicing Hong Kong law, and from employing or joining in partnership with Hong Kong solicitors. A Hong Kong solicitor may employ a foreign lawyer as a foreign legal consultant only while foreign lawyers in the firm do not outnumber Hong Kong solicitors. Foreign Lawyers Registration Rules (Cap. 159S) rule 12 bars a foreign lawyer from a service customarily provided by a solicitor, with a stated exception for foreign law, private or public international law, or conflict of laws.
Sartori's Hong Kong interview cohort (250 structured interviews) shows where that gate bites the company. Of 64 general counsel and heads of legal in that cohort, over a 24-month window, 41 said they would not advertise a successor chair while the incumbent remained. Confidential succession is slow until the board will say the sentence.
Of 17 closed Hong Kong in-house searches over three years, 9 were standing general counsel, chief legal officer or head of legal chairs and 8 were specialist seats — listing, funds, or contentious regulatory. 7 of those 17 ran past six months, because the company had not decided, before the first approach, whether the seat required a Hong Kong practicing certificate. That is the number that does not flatter the method. We cannot outrun a brief that has not chosen the credential.
In three quarterly survey waves during 2025 and 2026, 22 of 57 Hong Kong in-house hiring-manager responses named a registered foreign lawyer as the preferred profile for a seat that had to practice Hong Kong law. We send those briefs back. A 2026 practicing certificate costs HK$6,500, plus a membership subscription of HK$2,500, on the Law Society's solicitor application page. The fee is not the constraint. The admission is.
What legal recruiters Hong Kong run for the company.
Four products, one geography. The telemetry on this page's opening is the Hong Kong in-house line. Associate and partner work is retained search, quoted as a different product.
General counsel, CLO and head of legal
Standing company chairs: first general counsel, successor general counsel while the incumbent remains, chief legal officer, and head of legal at a listed issuer or a licensed corporation. This is the uncovered seat the page opens on.
Specialist in-house desks
Listing counsel, funds counsel, and contentious regulatory seats inside a bank, an asset manager or an issuer. The title may say counsel. The document is still Hong Kong law, and the practicing certificate still gates it.
Associate seats for Hong Kong firms
When a Hong Kong firm buys a retained associate search — corporate, finance, funds, litigation — we run it as a firm mandate, not as a company general counsel. The associate line has its own clock.
Partner seats for Hong Kong firms
Retained partner search for Hong Kong firms and for foreign firms' Hong Kong offices. A registered foreign lawyer still cannot join a Hong Kong partnership. Firm-side pay sits on the partner-salary note.
A composite from that in-house telemetry: an HKEX-listed bank needed a deputy general counsel for listing work while the sitting general counsel remained. The first shortlist was rejected because 3 of 4 were registered foreign lawyers. We rewrote the brief as a company chair with Chapter 18A exposure and restarted from solicitors holding a current practicing certificate. The file closed in 18 weeks in 2025, inside the typical 4 to 7 months, from a sitting head of legal at another listed issuer.
A second composite: an SFC-licensed asset manager needed a first head of legal after a product launch. The brief still described a capital-markets associate. Sartori's Hong Kong in-house mandate telemetry records counter-offer incidence of 30 percent. This file drew a counter-offer and still signed inside the median of 16 working days. It closed in month 6.
Associate search is not that clock. Over three years Sartori closed 23 Hong Kong associate searches, at a 93 percent completion rate, on a typical timeline of 6 to 12 weeks, with a median 11 working days from offer to acceptance and counter-offers on 36 percent of files. Partner search closed 15 files over three years, at a 93 percent completion rate, typically in 4 to 7 months, with a median 18 working days and counter-offers on 39 percent of files.
When the gap is a defined program rather than a standing chair — a listing surge, parental leave, a sponsor inspection — the faster product is interim and fractional counsel, not a 4 to 7 month permanent hire. Company buyers who want the standing team also use our work for companies.
We had a foreign-qualified counsel ready. They could not sign the listing document. The search restarted from the practicing-certificate list.
Retained, exclusive, written down before the first call.
Companies engage us on a retained basis for Hong Kong mandates. We agree scope and terms in writing before any approach is made.
- 01
Mandate blueprint
We write the chair before we name a person: reporting line, whether the work is Hong Kong law, and whether the sitting general counsel will be told. A brief that still reads as a foreign-firm associate is rewritten as a company seat.
- 02
Market map
We map the relevant in-house bench — issuer legal, bank legal, licensed corporations, the Department of Justice grade — then the firm-side supply that might move in. No posting. No job-board scrape.
- 03
Blind outreach
Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. Exclusivity is the process, not an optional extra.
- 04
Credential and conflicts screen
We test the practicing certificate, registered-foreign-lawyer status, and whether the person can sign the document the board named. Internal conflicts with the company's panel firms are surfaced before the shortlist, not after the offer.
- 05
Offer engineering
We set cash against the published poles that actually move Hong Kong candidates, then hold the offer-to-acceptance window on this in-house line. Counter-offers are expected on the in-house telemetry.
- 06
Close and ramp
Notice, start date and the first 90 days are part of the mandate. A placement counts when the general counsel is in the chair, not when the term sheet is signed.
Completion on the Hong Kong in-house line is 93 percent. Typical time-to-fill is 4 to 7 months. Median offer-to-acceptance is 16 working days. Counter-offer incidence is 30 percent. Sartori's research program maps 1,480,000+ lawyer profiles globally. Sartori maps about 5,000 lawyers in Hong Kong. The full method — mandate blueprint, total-market mapping, blind outreach, vetting, offer engineering, close — is on our methodology.
The hiring company pays. The fee is 25 to 30 percent of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and kept if the client cancels. There is no contingency option. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches; other in-house searches carry 6 months. Off-limits runs 24 months against the client's own legal department.
The company's 2026 calendar is a listing book, not a quiet license count.
Demand for the Hong Kong in-house chair is being rewritten by the Exchange's 2025 tape and by a credential rule that did not move with it.
The Listing Committee Report 2025, published 16 March 2026, is the hiring signal a general counsel can actually date. Hong Kong recorded 119 new listings, up 68 percent on 2024, raising HK$285.8 billion, more than triple the prior year. Sixteen Biotech companies and five Specialist Technology companies raised HK$19.8 billion between them. Chapters 8A, 18A, 18B, 18C and 19C were 29.7 percent of market turnover at the end of 2025. The committee considered 133 listing applications in the year. That is issuer work, sponsor work and follow-on work landing on in-house chairs in 2026.
The credential did not expand to match the tape. Registered foreign lawyers numbered 1,785 on 31 August 2026, and the 03/2026 Law Society package still prohibits them from practicing Hong Kong law. A company that staffs Chapter 18A filing, a sponsor response or an SFC inquiry with that registration is staffing a foreign-law seat. The practicing-certificate stock that can sign the work is the 12,160, of whom 8,402 already sit in private practice.
Public-sector cash sets a floor the company can read without a private survey. From 1 April 2026, Government Counsel runs Master Pay Scale Points 32 to 44, HK$79,410 to HK$122,045 a month, and Senior Government Counsel runs Points 45 to 49, HK$130,255 to HK$150,070. The Department of Justice closed the 2026 Government Counsel exercise on 11 September 2026 and points to a next exercise around August 2027. A commercial chair that loses people to that ladder is losing them to a number the Civil Service Bureau has already printed. Compensation detail lives on the salary pages linked below, not as a band we compose here.
On the company side, legal recruitment Hong Kong is the work of matching that calendar to a solicitor who can sign it. The firm side of the same year is associate and partner capacity inside the 932 Hong Kong firms and the 93 foreign firms. Both buyers are real. Only one of them is the empty issuer chair.
Pay, the listing tape and the city hub.
Compensation, the 2025 listing calendar and the Hong Kong location page each carry a piece of the brief that does not belong in the search clock.

Hong Kong legal search — questions companies actually ask
What do legal recruiters Hong Kong run for a confidential general counsel hire?
Sartori closed 17 Hong Kong in-house searches over three years, typically in 4 to 7 months, on one retained mandate agreed in writing before any approach. Completion on that line is 93 percent. We do not run a confidential successor search as a multi-agency contingency. See the Hong Kong legal market in 2026 and how a retained search runs.
How long does a Hong Kong general counsel search take?
Typically 4 to 7 months from mandate to start, with a median 16 working days from offer to acceptance. Of 17 closed Hong Kong in-house searches over three years, 7 ran past six months. Those files stalled where the company had not decided, before the first approach, whether the seat required a Hong Kong practicing certificate. We have worked the Hong Kong market for 8 years.
How are you paid for a Hong Kong search?
The hiring company pays 25 to 30 percent of the hire's total first-year compensation, and 30 percent of that fee is the retainer at engagement. There is no contingency option. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches. Other in-house searches carry 6 months. Brief the search at contact.
Do you recruit Hong Kong associates and partners as well as in-house counsel?
Yes: Sartori closed 17 Hong Kong in-house searches over three years, and associate and partner search are separate products. Associate searches closed 23 over three years, typically 6 to 12 weeks, median 11 working days from offer to acceptance. Partner searches closed 15 over three years, typically 4 to 7 months, median 18 working days. Firm buyers start at associate recruiting and partner recruiting.
What does a Hong Kong in-house chair actually pay?
Government Counsel entry is HK$79,410 a month from 1 April 2026, Master Pay Scale Point 32. We will not invent a private-sector Hong Kong general counsel cash band. Printed public cells and the firm-side read sit on in-house counsel salary in Hong Kong, lawyer salary in Hong Kong and law firm partner salary in Hong Kong.
Are legal headhunters Hong Kong able to staff a listing seat with a registered foreign lawyer?
No: the Law Society counted 1,785 registered foreign lawyers from 30 jurisdictions on 31 August 2026, and its 03/2026 package prohibits them from practicing Hong Kong law. A listing document, a sponsor file or an SFC response needs a solicitor with a current practicing certificate. The 2026 certificate fee is HK$6,500.

Hong Kong in-house search
If the chair is still empty, brief it as a company seat.
A general counsel, chief legal officer or head of legal search in Hong Kong is a retained mandate. We listen first — to the reporting line, whether the work is Hong Kong law, and whether the sitting counsel has been told. No obligation.
