02 — Firm landscape
Four categories hire. The partner-title share is the fact that sorts them.
The Israel Bar counted 78,268 active lawyers in December 2023, in the activity report for the legal year 1 September 2022 to 31 August 2023. The Tel Aviv district, in the following year's report covering 1 September 2023 to 31 August 2024, had about 29,000 lawyers, and the district note names the Tel Aviv District Court and magistrate courts in Tel Aviv, Herzliya and Bat Yam. The Bar Association Law, in the English text of June 2015, defines the Tel Aviv district as the jurisdiction of the Tel Aviv-Jaffa District Court. A Ramat Gan commercial partnership is run on this search. It is not a separate city.
New admissions show why a partner search is not a trawl of the roll. Orech HaDin, issue 54, April 2026, records 1,550 new advocates sworn in on 28 January 2026. The exam on 23 December 2025 had 2,953 candidates. The overall pass rate, before the appeal stage, was 52.32%. The first-time pass rate was 67.70%. That intake is the junior end of a roll of 78,268. It is not the partner pool.
High-tech is the client work that pulls corporate partners. The Israel Innovation Authority, in the employment chapter dated 31 May 2026, reported more than 400,000 high-tech employees in Israel in 2025. Corporate roles, which the chapter defines to include legal, were 110,000 people and 28% of high-tech employment. A high-tech corporate partner in Tel Aviv is hired against that client base. The 110,000 is not a count of partners.
Globes, on 31 December 2025, described the title that large Israeli firms were handing out for 2026. On Dun's 100 headcount as of 1 January 2025, the share of lawyers holding a partner title was about 34% at Meitar, 42% at Herzog, 45% at Goldfarb and 41% at Arnon Tadmor-Levy. Globes' market estimate, separate from those four shares, was that about one third of lawyers at large firms hold a partner title, and that most of those titles are salary partners, not capital partners. The percentages describe a structure. The word "partner" on a Tel Aviv letterhead is often a salary title.

Globes also recorded two partnership events that change who can hire. Goldfarb merged with Gross in 2023. A combination of Meitar and Arnon Tadmor-Levy did not proceed at the end of October 2025, so those two partnerships remained separate platforms. A lateral into either one is a move between firms, not a post-merger title cleanup.
The other three categories do not show up as a partner-title percentage. Specialist boutiques hire a partner who is the practice: tax, intellectual property, class actions, white-collar. Foreign-law branches are a statutory category. The Israel Bar's foreign-lawyer page requires registration under sections 98f and 98i of the Bar Association Law, 5721-1961, in order to provide legal services under foreign law in Israel. A foreign lawyer needs a valid foreign license, five years in that country, an ethics-exam pass valid for two years, and insurance under the 2012 Bar order. A foreign firm notifies the Bar within 30 days of opening a branch and employs at least one person already registered as an Israeli lawyer or a foreign lawyer. The branch rules on that page are dated 3 June 2020. The branch advises on foreign law. It is not an Israeli advocate's practice, and hiring an Israeli equity partner into it is a different seat from hiring a New York partner onto the foreign register.
Companies hiring counsel, rather than firms hiring partners, start at in-house legal recruiters in Tel Aviv. That search uses the employment notice statute. This one uses the deed.
