In-House Counsel Salary in Madrid 2026: how many seats €1 million funds.

A dated cash figure in euros and dollars first, then who pays it. The measurable 2026 Madrid series is a posted foundation seat and a collective-agreement floor. The IBEX directors' table is a different job.

€1 million of 2026 cash is a seat count, not a headline.

A company asking what in house counsel salary Madrid cash buys in 2026 is asking how many posted seats one million euros funds, in euros and in dollars, at one dated central-bank rate.

What in house counsel salary Madrid cash actually funds

Local currency first, dollars at the 6 October 2026 reference rate, then how many such seats one million euros buys. Each row is one instrument.

There is no published 2026 average in-house counsel salary for Madrid that survives a source check. Salary guides that print a single city band were set aside. What can be dated, converted and divided is a posted gross, the collective-agreement floor under it, the regional all-employee mean, a law-firm contrast, and the listed-company directors’ mean that boards keep importing.

The European Central Bank’s euro reference rate shows €1 = $1.1269 on 6 October 2026. Every dollar figure below uses that rate and is rounded to the nearest dollar. Seat counts are €1,000,000 divided by the euro cash, taken to two decimals, and they do not move if a later week’s rate is different. A New York compensation committee and a Madrid board are reading one arithmetic.

Convenio revision, Resolución 17 April 2026 ↗

Two rows are easy to misread. The convenio figure of €21,826.70 is fourteen monthly payments of €1,559.05. Divided by twelve it is €1,818.89 a month. The INE figure of €34,410.01 is the 2024 mean gross annual earnings of all employees in the Community of Madrid, published 28 May 2026, up 6.8 percent on the year. Women in the region averaged €31,048.41 and men €37,634.49. The Spain-wide mean in the same release is €29,540.26. None of those cells is a count of people titled counsel.

The FENERCOM bases, code 2026-RESPONSABLE JDCO, put the gross at €55,102.06 and the category at grupo I, nivel 1, title Titulado Superior-Responsable Jurídico, supporting the Subdirección Jurídica. The contract is indefinite and full time, with a start in November or December 2026. The announcement in the Boletín Oficial de la Comunidad de Madrid of 28 September 2026 (CVE BOCM-20260928-17) records one plaza and points to the foundation’s employment page for the conditions. The Ilustre Colegio de la Abogacía de Madrid restated the euro figure on 5 October 2026. Applications run for 15 business days after that bulletin. The portal deadline shown on the foundation page is 20 October 2026.

A 2026 Madrid in-house counsel cash figure is a seat count before it is a paycheck. At the posted gross, €1 million funds 18.15 seats. At the floor the same bases cite, it funds 45.82. The multiple between those two euro figures is 2.52.

What each instrument actually measures. The sortable table prices the row. This one says whether the row is counsel cash, a regional mean, a law-firm mean, or a board mean.

03 Who pays it

The employer is a company or a public foundation, not a law firm.

The 2026 Madrid in-house counsel seat is a company job. Law firms sit on the other side of the table, as panel counsel. They do not employ this payroll.

01

Public foundations

The 2026 number that can be read is a foundation payroll: a posted gross, a convenio cell, and a start month. The buyer is the foundation, not a law firm.

02

Foreign subsidiaries

A Madrid counsel seat inside a foreign industrial or commercial group is ordinary employment under a sitting head of legal. The first number is often a home-country lockstep.

03

Listed companies

IBEX and other listed groups publish executive-director pay to the CNMV. The in-house counsel under the general counsel is almost never on that table.

04

Energy, banks, infrastructure

The Madrid company payroll that actually hires counsel clusters in energy, financial services and infrastructure. Those buyers fund a desk, not a single title.

The posted seat asks for a law degree (licenciatura, or grado plus máster), a practicing certificate as abogado ejerciente, three years of analogous legal work, and three years in the public or institutional sector. That credential mix is a public-foundation brief. A private-company counsel in energy, banking or infrastructure will not carry the public-sector years, and will still carry the practicing bar if the company wants the reserved title.

Lawyers who work inside law firms are on a different statute. Real Decreto 1331/2006 regulates the special employment relationship of abogados who provide services in firms. Company counsel are in ordinary employment. The firm-by-firm 2025 cash table, including the under-30 mean near €44,900, lives on the Spain lawyer salary page. Five Spanish elite firms together took in more than €1,570 million, with mean revenue up 5.68 percent, on El Confidencial’s 28 July 2026 reading of their reports. That is firm revenue. It does not set the company payroll.

The Ilustre Colegio de la Abogacía de Madrid counted 15,059 distinct section members at 31 March 2026, up 700, or 4.9 percent, from 14,359 in March 2025, in its 22 April 2026 note. The Sección de Abogados de Empresa stood at 3,649, an increase of 338, among the larger movements on the roll. Membership of a voluntary section is not a census of people whose job title is in-house counsel, and it is not a wage. GAD3’s study for the same college, fieldwork 4 to 18 February 2025, interviewed 893 company lawyers online, margin of error ±3.3 percent, mean age about 47. Six in ten had more than 11 years in-house. Thirty-nine percent headed the legal department and another 39 percent were senior lawyers. The study publishes no salary. Seniority without a cash cell is why a convenio floor keeps getting used as a substitute.

The listed-company counsel is usually under a general counsel and missing from the table that prices the board. The CNMV’s 2025 directors’ remuneration report covers 113 listed companies. Mean board remuneration was €5.4 million, up 26.4 percent, or 10.3 percent once one entity’s extraordinary pay is excluded. Mean executive-director pay was €2.4 million, up from €1.9 million, a 26.3 percent increase. On Ibex, executive-director pay excluding extraordinaries rose 29.3 percent. Non-executive directors averaged about €173,000, down 1.14 percent. Executive directors, extraordinaries stripped out, earned 42 times average employee pay at listed companies; on Ibex the multiple was 67, against 55 in 2024; off Ibex it was 22, against 18. Executive chairs averaged €3.7 million, Ibex executive chairs €8.874 million, chief executives €3 million, and other executive directors €1.2 million. Non-executive chairs averaged €411,000. A Madrid counsel does not collect any of those means by acquiring the word “senior.”

Cash is printedCash is withheld

  1. Public-foundation counsel A convocatoria prints the gross, the convenio cell, the category and the start window. The company paying can read the number. So can the lawyer.
  2. Counsel under a sitting head of legal Ordinary employment inside a company. The annual report prices the board. The counsel’s cash is a payroll line the remuneration committee may never see.
  3. Executive director The CNMV series prices people who sit on the board. Importing that mean into a counsel offer prices a job the candidate will not hold.

Of 250 structured interviews with Madrid in-house counsel and hiring lawyers, 61 respondents sitting as senior in-house counsel — not the general counsel, and not the head of legal — at Madrid companies, over a 24-month window, said their 2025 cash had been matched to an elite-firm associate or counsel rung. Sartori & Partners data, accessed 7 October 2026. There was no published in-house table in the conversation. 19 of those 61 said the first number on the table was a sterling or dollar lockstep converted at a rate nobody dated.

A senior counsel at a foreign industrial subsidiary in Madrid, one of those 61, put the same point on the thirteenth and fourteenth payments. The offer matched a Spanish elite associate rung and ignored the thirteenth and fourteenth payments. The annual cash looked higher than it was.

Your first offer is a seat count. If you have budgeted €1 million of cash for in-house counsel, you have funded 18.15 seats at the posted 2026 gross, or 45.82 seats at the convenio floor, and you have not funded an executive director.

  • Name the instrument. A convenio floor, a posted gross, an all-employee regional mean and a directors’ mean are four different documents. Only one of them is the job.
  • Keep the law-firm rung in its own column. The under-30 elite mean of €44,900 is what a firm paid employed lawyers. It is a useful contrast when a candidate brings it. It is a poor opening bid when it is the only number in the brief.
  • Count fourteen payments. The convenio floor is fourteen pays. An offer drafted as twelve equal months will look larger per month and smaller per year than the candidate’s current rung.
  • Budget the employer line separately. Common contingencies at 23.60 percent add €13,004 on the €55,102.06 gross. That euro is not inside the employee’s €55,102.06.

Your title is not a directors’ mean and it is not a Magic Circle lockstep. Unless the employer prints a gross, the number you earn will not be in next year’s annual report.

  • Ask which of the fourteen payments are in the offer. A monthly figure that ignores the extra pays understates the year. A yearly figure that assumes them without writing them down overstates the month.
  • Ask whether the practicing bar is a condition. The posted public seat requires colegiación as abogado ejerciente. A private seat may or may not. The reserved title follows the certificate, not the business card.
  • Treat a foreign lockstep as a conversion problem. Of the 61 senior counsel in the Madrid cohort, 19 were first shown a sterling or dollar figure at an undated rate. The euro number is the one that clears payroll.
  • The board table is someone else’s job. €2.4 million is the 2025 mean for an executive director. Sitting under a general counsel does not put you on that row.
The listed-company counsel is usually under a general counsel and missing from the table that prices the board.
On listed-company disclosure
04 The desk

The counsel salary sits under a head of legal, on the same company payroll.

One million euros of counsel cash does not staff a department. The head of legal, the first in-house hire and the specialist seats are the rest of what the company is funding.

National activity means from the same INE release are a scale, not a lawyer wage. Energy-sector employees across Spain averaged €57,931.81. Financial and insurance activities averaged €51,862.90. The posted Madrid legal seat at €55,102.06 sits near those activity means and far under the €2.4 million executive-director mean. A compensation committee that “matches the sector” has to say which of those three documents it opened.

The País Vasco recorded the highest regional all-employee mean in the 28 May 2026 release, at €35,170.28. Madrid’s €34,410.01 is the next reading a national HR team usually has on the desk. Both are all-employee means. Using either one as in house counsel salary Madrid cash will under-price the posted legal seat by a wide margin and will still look “above market” on a slide that never defined the market.

Annual euros, same unit. The FENERCOM gross is the 2026 posted counsel seat. The other three bars are the floor, the regional all-employee mean, and the law-firm contrast.

Convenio revision 2026; INE EAES 2024 published 28 May 2026; El Confidencial 28 July 2026; FENERCOM convocatoria id 65.

On the Madrid in-house line, Sartori & Partners closed 15 searches over three years. Accessed 7 October 2026. 9 were senior counsel or legal counsel under a sitting head of legal. 4 were head-of-legal seats. 2 were the company’s first lawyer on the payroll. Those three groups are the whole set. The associate desk in Spanish firms is a different book and is not added to these 15.

The hiring calendar for the city, including why an in-house requisition slips against a firm campus cycle, is on the Madrid legal market page for 2026. Companies that are creating the function rather than backfilling a counsel seat can start from the first general counsel guide. Energy, banking and infrastructure mandates in this city run through the Madrid in-house counsel desk. The wider retained practice is in-house counsel recruiting.

Quarterly surveys of in-house pay have run since 2019. The firm has completed 400+ placements since 2017 (230+ in-house).

05 The 2026 load

The 2026 load is a contribution base, a secrecy rule, and a calendar.

Employer on-cost, professional secrecy, and a company-counsel meeting in Madrid this month each touch the seat. None of them publishes a new wage.

Every employerNamed buyer only

  1. Contribution base Common contingencies apply to the monthly base inside a legal minimum and a legal maximum. Paying the convenio floor does not automatically mean contributing on the convenio floor.
  2. Fourteen payments The collective agreement prices the year in fourteen pays. An offer written in twelve months is a different contract even when the headline year matches.
  3. Professional secrecy The defense statute states secrecy without splitting external counsel from in-house counsel. The company still has to give the lawyer a reporting line that can use it.
  4. Company-counsel calendar The college meeting in Madrid this month is an agenda for people who already hold the seat. It does not print what the seat pays.

Orden PJC/297/2026, of 30 March, published in the Boletín Oficial del Estado on 31 March 2026, sets social-security contribution rules for 2026 with effect from 1 January. Article 4 puts common contingencies at 28.30 percent, of which the employer pays 23.60 percent and the worker 4.70 percent. On the FENERCOM gross of €55,102.06, 23.60 percent is €13,004. The order’s preamble records the mecanismo de equidad intergeneracional at 0.90 percentage points in total. That 0.90 is not split here into an employer share and a worker share, and it is not added into the €13,004. Unemployment, FOGASA, vocational training and accident rates are further lines in the contribution system. They are omitted rather than estimated.

Article 2 of the same order sets the maximum contribution base at €5,101.20 a month from 1 January 2026. Article 3 sets Group 1 (ingenieros y licenciados; senior management under the workers’ statute excluded) at a minimum of €1,989.30 and a maximum of €5,101.20. Twelve times those monthly bases is €23,871.60 at the floor and €61,214.40 at the cap. The FENERCOM monthly gross is €55,102.06 divided by twelve, which is €4,591.84. That month sits above the Group 1 minimum and below the cap, so the contribution base for common contingencies is the cash the foundation pays.

A company that paid only the convenio annual of €21,826.70 would be averaging €1,818.89 a month. That average is below the Group 1 minimum base of €1,989.30. If the worker is in contribution group 1, the employer contributes on €1,989.30 a month even though the wage table is lower. The posted seat does not have this gap. A counsel offer drafted at the bare convenio floor does.

Euros per month, same unit. The convenio year divided by twelve sits under the Group 1 minimum contribution base. The FENERCOM month sits inside the band, so the gross is the base.

Orden PJC/297/2026, BOE 31 March 2026; convenio Group I level 1; FENERCOM gross €55,102.06.

Professional secrecy reached company counsel as a statutory point in 2026, not as a pay rise. On 7 July 2026 the Madrid bar reported that Ley Orgánica 5/2024, the right of defense, states professional secrecy without distinguishing external counsel from in-house counsel. A company that wants that protection has to employ a lawyer who holds it, and has to leave the reporting line able to use it. The cash figures above do not change because the statute was passed. The job description does.

The college calendar is concrete and is still not a wage. ICAM and ICAB hold the third company-counsel meeting in Madrid on 22 and 23 October 2026. The Madrid bar’s note is dated 6 October 2026. Artificial intelligence and risk are on the agenda. Attendance will not tell a remuneration committee whether €55,102.06 is the right gross for a private-company commercial counsel. It will tell the committee that the people in the room already treat the seat as a lawyer’s job.

06 Closing the hire

Price the seat on a posted instrument, then run two clocks.

Sartori & Partners has worked the Madrid in-house market for 5 years. The line, accessed 7 October 2026: 15 closed searches, 32 percent counter-offers, 14 working days from offer to signature, 93 percent completion, 4 to 7 months typical.

Of the 9 senior-counsel and legal-counsel files inside the 15, 3 ran past the 4 to 7 months. In each of those files the company opened on the CNMV executive-director mean. The offer had to be rewritten against a counsel gross before a candidate would treat it as a number. That is a miss in first-offer craft. A €2.4 million mean on the chart is a warning, not a band. That file count is not the same fact as the 32 percent counter-offer incidence on the whole Madrid in-house line. The rate is not a headcount inside the 15.

Completion on the line is 93 percent. The median from offer to signature is 14 working days. Both are Sartori & Partners data, accessed 7 October 2026, on the same 15 closed searches. A committee that needs a month after verbal agreement is slower than the clock the files actually kept.

One file inside the 6 that stayed within the band: an IBEX-listed energy group in Madrid hired a senior commercial counsel in 22 weeks. The head of legal at that group described the committee’s first draft. The committee opened on the CNMV executive-director multiple. We had to walk the number back to a counsel cash line before anyone would sign. That hire sat inside the 4 to 7 months. The files that did not walk the number back are the ones that ran long.

BriefSignature

  1. Name the instrument Posted gross, convenio floor, elite-firm rung, or a directors’ mean that will never be the candidate’s job. If the brief cannot name the instrument, it is not a brief.
  2. Name the fourteen pays Write the year and the month. Say whether the extra payments are inside the headline. A foreign lockstep needs a dated euro rate on the same page.
  3. Name the reporting line Counsel under a head of legal, a first lawyer, or a head of legal. Secrecy and the practicing bar attach to the person. They do not attach to a vacant title.

The company that wants the hire inside 4 to 7 months has three decisions before a shortlist circulates. First, whether the seat is senior counsel under a head of legal, the head of legal, or the first lawyer the company has employed. Those three jobs do not share a cash instrument, and on this line they were 9, 4 and 2 of the 15. Second, whether the first offer will be shown as a gross like the €55,102.06, as a multiple of the €21,826.70 floor, or as a slice of the €2.4 million directors’ mean. Third, whether the employer on-cost of €13,004 is in the budget as employer cost and out of the offer as employee pay. A brief that cannot answer those three spends the first weeks discovering them, and the conversation at day 14 is then about a number that was never the number.

Searches are retained only. The fee is 25–30 percent of the hire’s total first-year compensation, and 30 percent of that fee is paid as a retainer at engagement. Other in-house searches carry a 6-month replacement guarantee. General counsel, chief legal officer and chief compliance officer searches carry 12 months. Madrid counsel seats of this kind carry the 6-month guarantee. The 12-month term is a different chair. The firm maps 1,480,000+ lawyers. That map is not a Madrid wage.

The research method is on the research page. If you are the company putting this lawyer on the payroll, the next conversation is a search brief. The in-house counsel recruiting practice runs that brief, including the Madrid energy, banking and infrastructure desk.

Madrid in-house counsel salary: common questions

What is in house counsel salary Madrid in 2026?

The dated public cash is €55,102.06 gross for a Madrid foundation Responsable Jurídico seat, not an IBEX director mean. Fundación de la Energía de la Comunidad de Madrid posted that figure for an indefinite full-time contract starting in November or December 2026, on the offices-and-desks convenio, Group I, level 1. At the European Central Bank reference rate of 6 October 2026 (€1 = $1.1269) the same gross is $62,095. The 2026 convenio floor for that cell is €21,826.70. The posted seat pays 2.52 times the floor.

How many Madrid in-house counsel seats does €1 million fund?

One million euros funds 18.15 seats at the €55,102.06 gross, or 45.82 at the 2026 Group I floor. The same million funds 29.06 seats at the INE Madrid all-employee mean of €34,410.01 (definitive 2024 results, published 28 May 2026) and 22.27 seats at the elite-firm under-30 mean of €44,900 reported by El Confidencial on 28 July 2026. At the CNMV 2025 mean executive-director pay of €2.4 million it funds 0.42 of one board seat. That last row is a directors' series.

Is the CNMV executive-director mean an in-house counsel salary?

The CNMV 2025 directors' report prices executive directors; a Madrid in-house counsel is usually absent from that table. Across 113 listed companies the 2025 mean executive-director pay was €2.4 million, up from €1.9 million. Mean board remuneration was €5.4 million. Non-executive directors averaged about €173,000. A counsel who reports to a general counsel does not sit in any of those cells.

What employer social-security cost sits on the €55,102.06 gross?

Employer common contingencies of 23.60 percent from 1 January 2026 add €13,004 on the €55,102.06 gross. Orden PJC/297/2026 sets that employer share inside a 28.30 percent common-contingencies rate (worker share 4.70 percent). The monthly gross is €4,591.84, inside the 2026 Group 1 contribution band of €1,989.30 to €5,101.20, so the contribution base is the cash itself. Unemployment, FOGASA and training rates are separate lines and are not folded into the €13,004.

How long does a Madrid in-house counsel search take to close?

A Madrid in-house desk typically runs 4 to 7 months, with a median of 14 working days from offer to signature. Sartori & Partners data, accessed 7 October 2026: 15 closed Madrid in-house searches over three years, completion 93 percent, counter-offer incidence 32 percent. Of those 15, 9 were senior counsel or legal counsel under a sitting head of legal. 3 of those 9 ran past seven months because the first offer used the executive-director mean. An IBEX-listed energy group in Madrid hired a senior commercial counsel in 22 weeks.

Does a Madrid in-house counsel seat require a practicing bar?

To use the title abogado, the October 2026 FENERCOM bases require a practicing-bar certificate. The posted seat also asks for a law degree and for three years of analogous legal work plus three years in the public or institutional sector. A private-company counsel seat is ordinary employment. Lawyers employed by law firms sit on the special employment relationship in Real Decreto 1331/2006. Those are different payers, and the Spain lawyer-salary page carries the firm lockstep.

Whether you are hiring a Madrid senior counsel or the company's first lawyer, we price the first offer on a posted instrument and run the search on the 4 to 7 months clock the Madrid in-house line keeps.
