Compliance recruitment in Brussels

Retained search for a chief compliance officer, an AML officer, or a data protection officer. The FSMA, the National Bank of Belgium, and the Data Protection Authority set the file. The January payslip median does not set the offer.

Compliance recruitment Brussels is a retained search for an officer who can sit an FSMA or NBB inspection. The FSMA’s 2025 report, published 29 June 2026, records 27 settlements totaling EUR 2,247,955 and 2,686 AML checks. The National Bank of Belgium’s prudential report of 5 March 2026 records 5 on-site KYC inspections in 2025. The Belgian Data Protection Authority recorded 1,394 complaints in 2025. Sartori closed 3 Brussels compliance searches over three years to 2026, inside 15 in-house searches and 36 compliance leadership placements since 2017. A Euronext-listed insurer in Brussels hired its chief compliance officer in 22 weeks.

01 — The brief answer

The supervisor already has a calendar. The title on the requisition does not.

A general counsel or a chief operating officer in Brussels writes one line: Dutch and French, comfortable with the regulator, ready to start. The line collapses three seats. An AML officer owns the customer file, the beneficial-owner check, and the alert stock a National Bank inspector will open. An FSMA-facing officer owns conduct, market-abuse surveillance, or the anti-money-laundering device of an intermediary the Authority has already counted. A data protection officer is a GDPR designation, not a substitute for either of those officers. Compliance recruitment Brussels is the retained search that names which of those three the company is actually buying.

Sartori & Partners was founded in 2017 by Lorenzo Sartori. The Brussels network opened in 2019. That opening date is not the search window. The parent desk is compliance and regulatory recruitment. The in-house line counted on this page has been worked for 5 years. Over the three years to 2026 that line closed 15 searches at a 93 percent completion rate, on a typical run of 4 to 7 months. Of those 15, 8 were filing-manager seats and 7 were broader competition, compliance, or corporate seats. Eight plus seven is fifteen. 3 of those 7 were compliance and regulatory leadership. Those 3 sit inside the firm book of 36 compliance and regulatory leadership placements since 2017. They do not add a second Brussels book, and they do not add to the 36.

02 — Local demand and sector mix

Three supervisors. Three different files. One city.

Demand in 2026 is the inspection calendar, not a generic compliance backlog. The Financial Services and Markets Authority published its 2025 annual report on 29 June 2026. In that year it accepted 27 settlements in administrative sanction procedures. Those settlements were published by name on the FSMA website, and they brought EUR 2,247,955 to the Treasury. The same report says the FSMA checked 2,686 entities for compliance with anti-money-laundering and counter-terrorist-financing legislation, and that its whistleblower contact point received 306 reports of potential or actual breaches of financial legislation. It also used mystery shopping for the first time, sending inspectors in as consumers to test conduct-of-business rules on the ground. Those are public enforcement facts. They are not a list of Sartori clients.

Prudential AML sits with the National Bank of Belgium, not with the FSMA. The Bank’s 2025 prudential report, published 5 March 2026, records five on-site KYC inspections in 2025, with similar on-site inspections planned at the start of 2026 at additional financial institutions. The first findings the Bank was already willing to state are specific: periodic updates of customer data are not always respected and are sometimes done poorly; identification of beneficial owners is sometimes missing; and the origin of wealth is sometimes barely established, and therefore barely checked. The same chapter records the FATF plenary of 23 October 2025. On technical compliance, the Belgian legal and institutional framework was judged largely in line with the FATF recommendations. On effectiveness, the framework was judged significant for 2 of the 11 immediate outcomes and moderate for the other 9. The FATF was critical of how the Bank sanctions and remediates AML breaches by financial institutions, and it will look again in three years. The Bank also records that the supervisor for crypto-asset service providers, undesignated since MiCA took effect on 30 December 2024, has since been designated. A Brussels chief operating officer who waits for the job title to settle will hire after the inspection letter, not before it.

Privacy is a third supervisor. The Belgian Data Protection Authority, in its 2025 annual report, recorded 1,394 complaints, up from 837 in 2024, and 117 inspection files, down from 157. It received 1,216 data-breach notifications and 1,161 DPO notifications. At 31 December 2025, 8,533 organisations had an active data protection officer on the Authority’s register. The litigation chamber took 214 decisions in 2025, of which 213 were published. A data protection officer is hired against that control program. The seat is not an AML officer who has sat a National Bank visit, and it is not hired from the January payslip median below.

Of the 3 Brussels compliance searches, 1 was a bank or insurer AML officer, 1 was an FSMA conduct or intermediary officer, and 1 was a data protection officer. One plus one plus one is three. All three are inside the 7 broader seats, and those seven are inside the 15. The 8 filing-manager seats are a different cut of the same 15. They are not added again here. All 3 compliance files reached an accepted offer. The city hub is legal recruitment in Brussels. Company-side counsel seats that are not this compliance cut are on in-house counsel recruiting in Brussels.

The buyers are visible without being our clients. Banks and insurers concentrate where the National Bank’s AML calendar and the FSMA’s conduct calendar meet the same legal department. Asset managers, intermediaries, and market infrastructure sit on the FSMA side of that split. Listed groups and the Brussels offices of industrial and chemical companies carry a data-protection officer because the Authority’s register, not a job title, says they must. A sponsor-backed company adds a first compliance officer when a Belgian licence and a fund reporting pack arrive in the same quarter. Across 250 structured interviews with Brussels counsel, 58 said they would not take a compliance seat whose reporting line stopped at the general counsel, with no access to the audit committee. That is one cohort. It is the only interview count for the city.

03 — Compensation

The published payslip median is not the offer.

SD Worx, on 12 March 2026, measured the Brussels private-sector full-time median at EUR 4,200 gross a month at the end of January 2026. The figure is the monthly amount on the payslip. It excludes the year-end premium and holiday pay, and it is not an employer cost. It is the wrong number to paste into a letter for an AML officer at a bank the National Bank inspects. Belgium fixed the available wage-cost margin for 2025-2026 at 0 percent, by royal decree of 12 September 2025, published in the Belgian Official Gazette on 22 September 2025, under the Act of 26 July 1996. Indexation and baremic increases stay outside that margin. An individual increase is still possible when the company’s average wage cost does not rise. The margin does not name this officer’s pay.

Brussels private-sector median EUR 4,200 a month at end of January 2026; SD Worx, 12 March 2026 A city payslip. Not a Brussels compliance officer.
Wage-cost margin 0 percent for 2025-2026; royal decree of 12 September 2025 A ceiling on the average wage bill. Not a band for this seat.
Brussels compliance book Accepted base 148,000 to 186,000 gross; contractual bonus 15 to 25 percent An employment contract. The DPO file closed at EUR 148,000. The insurer file closed at EUR 186,000.

The cash comparisons that are not this city cell live on the salary pages: chief compliance officer pay, 2026, compliance officer salary, 2026, AML compliance officer salary, 2026, sanctions compliance officer salary, 2026, in-house counsel salary in Brussels, 2026, and general counsel salary in Brussels, 2026. Use them to see the shape of a package. Do not average them into the EUR 4,200 monthly median.

The fee is 25-30 percent of total first-year compensation. Thirty percent of that fee is paid when the search is engaged and kept if the client cancels. A retained search for a chief compliance officer carries a 12-month replacement term. Other compliance seats carry 6 months. Off-limits on the client’s legal and compliance department run 24 months, and a person we have placed is not approached while they stay. The officer mandate, when the title is chief compliance officer, is briefed on chief compliance officer search. Financial-crime seats that are not the whole program sit on sanctions and AML recruitment. The statutory designation sits on data protection officer search.

04 — Timeline

Signature is one clock. The resignation notice is the next.

Across 36 compliance and regulatory leadership placements since 2017, a chief compliance officer search reaches a shortlist in 21 days and an accepted offer in a median of 10 weeks. A NYSE-listed payments company in New York hired its chief compliance officer on that clock: shortlist in week 3, accepted offer in week 10, reporting line to the audit committee. The published file is the New York payments case study. Brussels files are not a restatement of that New York week count.

The Brussels in-house line, which includes the 3 compliance searches, runs from signed brief to accepted offer in 4 to 7 months. Median time from offer to acceptance on the 15 is 13 working days. Counter-offers landed on 27 percent of that line, usually a title or a retention payment from the bank or the institution the candidate was leaving. The 93 percent completion rate is the city line. It is not a fraction carved out of the 15 closed files, and it is not the firm-wide rate. Firm-wide, 92 percent of retained corporate mandates complete, and 96 percent of offers are accepted. Retention of placed in-house leaders is 97 percent at 12 months and 91 percent at 24 months. Those three firm rates are not the Brussels 93 percent.

The date a Brussels board remembers is the start date, and the start date is acceptance plus notice. The Federal Public Service Employment sets resignation notice in weeks by seniority, and the period may not exceed 13 weeks. For a contract whose execution starts on or after 1 August 2026, the notice is one week during the first six months. A sitting officer hired before that date stays on the table that caps resignation at 13 weeks. The 4 to 7 months is brief to accepted offer. Notice runs after that. Where the seat cannot wait out the notice, the bridge is interim legal talent: a separate book of 60+ engagements since 2017, median 7 days from first call to start, outside the 230+ and outside the 41. A published specialist file sits beside this line and does not reset it: an EU insurer in Brussels hired privacy and AI-governance counsel with a shortlist in 19 days and an accepted offer in 8 weeks. That file is not one of the 3 compliance-leadership seats.

05 — How a search runs

Six steps. The Brussels work is naming the supervisor.

  1. 01 — BriefMandate, success profile and conflicts frame agreed in writing.
  2. 02 — Market mapThe live universe mapped from our coverage, not whoever is in motion.
  3. 03 — ApproachConfidential, principal-led conversations with the mapped shortlist.
  4. 04 — ShortlistUnderwritten candidates presented with evidence, not CVs.
  5. 05 — OfferPackage design, references and counter-offer defence.
  6. 06 — CloseResignation, notice and the first hundred days, managed.

The blueprint names the employing entity, the supervisor who will inspect the seat, whether the officer reports to the audit committee or only to the general counsel, and the compensation band in gross euros on an employment contract. Outreach does not start until that page and the fee letter are signed. The chair of the audit committee at a Euronext-listed insurer in Brussels, on a published file, put the same test in one sentence: “We asked for a CCO who had sat across a regulator, not a policy author. The dossiers named examinations. We interviewed three. We hired one.”

Mapping uses the research program. Coverage of lawyers in Brussels is about 4,000. Quarterly surveys have run since 2019. A longlist is cut to people who have held the file the seat actually has: a National Bank on-site inspection, an FSMA control, or a Data Protection Authority investigation. A CV that says “compliance” is not that file. The firm market map is 1,480,000+ lawyers. That figure is not a Brussels count.

The chief compliance officer shortlist on the firm book is built to the 21-day average. Dossiers name the inspections, the reporting line, and the notice the current contract will impose. The 15 to 25 percent target goes in the letter, because a counter-offer lands on 27 percent of the Brussels in-house line of 15. Across 250 structured interviews, the reporting line was the point 58 counsel would not trade away.

Chief compliance officer, NYSE-listed payments company

New York · one of 36 compliance placements · audit-committee line

Mandate
Hire a chief compliance officer who had sat examinations, with the reporting line to the audit committee. The seat was not also the general counsel.
Complication
The compliance field on that file was a field in the tens. The sitting structure had to be tested against the Department of Justice Evaluation of Corporate Compliance Programs, updated 2024, before names went to the board.
Outcome
Shortlist in week 3. Accepted offer in week 10. Full file: CCO, New York payments.

Chief compliance officer, Euronext-listed insurer

Brussels · the 1 bank or insurer file inside the 3

Mandate
Replace the officer who owns the AML device and the National Bank relationship. Reporting line: the audit committee, not only the general counsel.
Complication
The first cash draft had been copied from the city payslip median. 2 finalists read it as a junior counsel seat and stepped back. The preferred candidate then received a counter-offer, which is the pattern behind the 27 percent rate on the Brussels line of 15.
Outcome
Shortlist on day 23. Accepted offer in week 22, 13 working days after the offer. Base EUR 186,000 gross, contractual bonus 20 percent. Both figures sit inside the Brussels compliance band of EUR 148,000 to EUR 186,000 and the 15 to 25 percent target. Week 22 sits inside the 4 to 7 months. Start date set after the resignation notice, not on signature.

Data protection officer, industrial group

Brussels · the 1 DPO file inside the 3

Mandate
Hire the officer registered with the Data Protection Authority, with a written note to the audit committee twice a year. The seat was not also the AML officer.
Complication
The first shortlist was heavy with National Bank AML profiles. They had sat a KYC inspection. They had not owned a GDPR designation. The preferred candidate could not start on signature. Resignation notice still had to be worked, and the statutory resignation table caps that period at 13 weeks.
Outcome
Shortlist on day 28. Accepted offer in week 19. Base EUR 148,000 gross, contractual bonus 15 percent. Week 19 sits inside the 4 to 7 months.

08 — Questions

Compliance recruitment in Brussels — common questions

What does compliance recruitment Brussels cover?

Compliance recruitment Brussels is a retained search for a chief compliance officer, an AML officer, or a data protection officer on a Belgian employment contract. Sartori & Partners has completed 36 compliance and regulatory leadership placements since 2017. 3 of the 15 Brussels in-house searches closed over the three years to 2026 were compliance seats, and those 3 sit inside the 7 broader seats on that line.

Which Brussels supervisors are hiring compliance leaders in 2026?

Banks and insurers the National Bank of Belgium inspects for AML, firms the FSMA checks for conduct and financial crime, and companies the Belgian Data Protection Authority has on a control theme. The FSMA, in its 2025 annual report published 29 June 2026, accepted 27 settlements totaling EUR 2,247,955 and checked 2,686 entities for AML rules. The National Bank, in the prudential report published 5 March 2026, ran 5 on-site KYC inspections in 2025. The Data Protection Authority recorded 1,394 complaints in 2025.

What pay figures should a Brussels compliance offer use?

Not the January 2026 private-sector median. SD Worx, on 12 March 2026, put the Brussels full-time payslip median at EUR 4,200 a month at the end of January 2026, excluding the year-end premium and holiday pay. Belgium fixed the 2025-2026 wage-cost margin at 0 percent by royal decree of 12 September 2025. Accepted Brussels compliance bases on this book sat at EUR 148,000 to EUR 186,000 gross, with a contractual bonus of 15 to 25 percent. Cash tables: chief compliance officer pay, compliance officer salary, AML compliance officer salary, in-house counsel salary in Brussels, and general counsel salary in Brussels.

How long does a Brussels compliance search take?

The firm CCO clock, across 36 compliance leadership placements since 2017, is 21 days to a shortlist and 10 weeks median to an accepted offer. The Brussels in-house line, which includes the 3 compliance searches, runs 4 to 7 months from signed brief to accepted offer. Median offer-to-acceptance on the 15 is 13 working days. A Euronext-listed insurer in Brussels hired its chief compliance officer in 22 weeks. Notice under the employment contract runs after acceptance.

How is the search paid, and what is replaced if the hire leaves?

Retained only. The fee is 25-30 percent of total first-year compensation. Thirty percent of the fee is paid at engagement and kept if the client cancels. A chief compliance officer search carries a 12-month replacement term. Other compliance seats carry 6 months. Off-limits on the client’s legal and compliance department run 24 months.

Is a Brussels DPO the same search as an AML officer?

No. The data protection officer is the GDPR designation the Belgian Data Protection Authority reads. The AML officer owns the device the National Bank of Belgium inspects, and the FSMA file is conduct, market abuse, or the AML check of an intermediary. Of the 3 Brussels compliance files, 1 was a bank or insurer AML officer, 1 was an FSMA conduct or intermediary officer, and 1 was a DPO. Officer pages: data protection officer search, sanctions and AML recruitment, and chief compliance officer search.
