Compliance recruitment Hong Kong places chief compliance officers, MLROs and sanctions leads for SFC and HKMA licensees. The SFC counted 3,257 risk, legal and compliance staff at 31 December 2025, up from 3,045 in 2024, in its Asset and Wealth Management Activities Survey 2025. HKEX recorded 118 newly listed companies and HK$388.0 billion of IPO funds in the first nine months of 2026. Sartori & Partners has completed 36 compliance leadership placements since 2017, and 17 Hong Kong in-house searches over three years. A Type 9 manager in Hong Kong hired its head of compliance in 18 weeks.

01 — The brief answer

Compliance recruitment Hong Kong is a license search, not a title search.

Compliance recruitment Hong Kong starts when a general counsel, a chief compliance officer, or a chief operating officer already knows the supervisor and does not yet have the person who has sat that supervisor. The Securities and Futures Commission’s Asset and Wealth Management Activities Survey 2025, reporting positions as of 31 December 2025, counted 3,257 staff in risk management, legal and compliance, up from 3,045 in 2024, inside a staff force of 56,557. About 51 percent of survey respondents planned to add staff in the year ahead. That is the demand number. It is not a private-company salary band.

Sartori & Partners has completed 36 compliance and regulatory leadership placements since 2017, inside 400+ placements (230+ in-house). The CCO clock on that book is 21 days to a shortlist and 10 weeks median to an accepted offer. The Hong Kong in-house line is a different clock: 8 years in this market, 17 searches closed over three years, a 93 percent completion rate, and a typical timeline of 4 to 7 months. 7 of those 17 files ran past six months, in each case because the buyer had not decided, before the first approach, whether the seat required a Hong Kong practicing certificate.

The city hub is legal recruitment in Hong Kong. The parent desk is compliance and regulatory recruitment. In-house counsel beside the compliance seat is in-house counsel recruiting in Hong Kong. The market note for the same year is the Hong Kong legal market in 2026.

02 — The local market

Four buyers hire. They do not share a license.

Type 9 asset managers are the largest licensed-corporation category. The same SFC survey put firms licensed for Type 9 regulated activity at 2,358 at the end of 2025, with 15,747 Type 9 licensed individuals. The SFC quarterly report for April to June 2026 then counted 2,454 corporations licensed for Type 9 at 30 June 2026, up 47 from the end of March, inside 3,517 licensed corporations and 51,733 licensees and registrants. A head of compliance at one of those corporations is not interchangeable with a listing-rule counsel. The Responsible Officer approval, the Fund Manager Code, and the examination the SFC will actually run are the brief.

Banks and stablecoin issuers sit under the Hong Kong Monetary Authority. The Stablecoins Ordinance regime has been in force since 1 August 2025. On 10 April 2026 the Monetary Authority granted two stablecoin issuer licenses. The HKMA’s 10 April 2026 insight recorded that 36 entities had applied in the first batch by the deadline of 30 September 2025. The HKMA’s AML/CFT guideline for those licensees, at paragraphs 3.4 and 3.5, requires a compliance officer at management level, with overall responsibility for the AML/CFT systems, and a sufficiently senior money laundering reporting officer as the contact with the Joint Financial Intelligence Unit. Footnote 4 of that guideline says the two functions may sit with one person, depending on the size of the licensee.

Listed issuers are the third buyer. HKEX Monthly Market Highlights for September 2026 recorded 118 newly listed companies in the first nine months of 2026, up 71 percent from 69 in the same period of 2025. The count includes two transfers from GEM to the Main Board. Funds raised through IPOs were HK$388.0 billion, up 106 percent from HK$188.3 billion. At the end of September 2026 the exchange counted 2,772 listed companies. A compliance counsel hired into that flow owns ongoing public-float reporting, sponsor inspections, and the controls an audit committee will ask about after listing. The seat is not a one-off prospectus project.

The fourth pool is the employed solicitor who is not in a law firm. As at 31 August 2026 the Law Society of Hong Kong counted 12,160 members with a practicing certificate, of whom 8,402, or 69 percent, were in private practice. The residual is 3,758, not in private practice. Registered foreign lawyers numbered 1,785. The Law Society’s information for registration as a foreign lawyer states that a registered foreign lawyer is prohibited from practicing Hong Kong law. Screening that status on the first call is the difference between a shortlist and a restart. The research programme maps 5,000 lawyers in Hong Kong, inside a global map of 1,480,000+ lawyers. The Hong Kong interview cohort is 250 structured interviews. Across that cohort, 73 had personally owned an SFC or HKMA examination in the prior 36 months. Of those 73, 28 said the person carrying the compliance title was not the person who sat the examination.

03 — Mandates we run

Three Hong Kong compliance files, and where each one stalls.

Most compliance recruitment Hong Kong mandates fall into three shapes. A Type 9 head of compliance owns the programme the SFC will examine: policies, monitoring, and the Responsible Officer line. A bank or stablecoin MLRO owns suspicious-transaction reporting and the HKMA relationship, and is not asked to also be general counsel. A listed-issuer compliance counsel owns post-listing controls after the IPO proceeds have landed. Each shape has a different license. Treating them as one “Head of Compliance, Asia” is how the shortlist fails the license test.

The firm-wide CCO median remains 21 days to a shortlist and 10 weeks to an accepted offer, measured across 36 compliance and regulatory leadership placements since 2017. Hong Kong files that still have an open question on the practicing certificate or the Responsible Officer approval do not clear on that median. They clear on the city band of 4 to 7 months. Counter-offer incidence on the Hong Kong in-house line is 30 percent. Median offer-to-acceptance is 16 working days. Across corporate mandates, 96 percent of offers taken to a signed letter are accepted, and 97 percent of placed in-house leaders remain at 12 months, 91 percent at 24 months.

The first shortlist could not show an SFC Responsible Officer approval. We stopped the process, rewrote the license test, and hired from the second list.

HONG KONG × COMPLIANCE 3 ENGAGEMENTS · ANONYMISED

Head of compliance after an OFC build-out

A Type 9 manager in Hong Kong adding an open-ended fund company and an SFC authorization pack

Mandate
Hire a head of compliance who had already been a Responsible Officer, reporting to the board, not a product counsel retitled.
Complication
The first shortlist included two advisers who had written the code and had never held the license. The buyer had priced cash and had not priced the approval.
Outcome
The second shortlist was limited to sitting Responsible Officers. The accepted offer landed in 18 weeks, inside the 4 to 7 months band.

MLRO under an HKMA examination calendar

A licensed bank in Hong Kong replacing an MLRO before a scheduled review

Mandate
A money laundering reporting officer who had filed with the Joint Financial Intelligence Unit, separate from the general counsel.
Complication
The preferred candidate drew a counter-offer inside the 16-working-day window. Incidence on this line is 30 percent. The first package had no written bonus target.
Outcome
The letter was rewritten before the second meeting. Accepted offer in 22 weeks.

Compliance counsel after a 2026 listing

A Main Board issuer that listed in the first nine months of 2026 and had no post-listing compliance owner

Mandate
Compliance counsel for ongoing public-float reporting and sponsor follow-up, reporting to the general counsel.
Complication
Two finalists were registered foreign lawyers. They could advise on home-jurisdiction law. They could not sign the Hong Kong work.
Outcome
Hired a Hong Kong solicitor who had already lived a listing cycle. Closed in 5 months.

04 — Compensation

Public cash is a counsel grade. A CCO package is not that grade.

Compliance recruitment Hong Kong fails when the buyer prices the seat off a law-firm lockstep or off a statutory counsel grade and then meets a sitting Responsible Officer. The SFC survey and the HKMA licensing papers do not publish a private-company chief compliance officer band. The cash cells that are public for counsel-rank seats in this city are collected on the salary pages, with the employer and the date on each cell.

Read in-house counsel salary in Hong Kong for 2026 for the statutory cells. Read general counsel salary in Hong Kong when the seat is the general counsel who also holds a compliance line. Read lawyer salary in Hong Kong for the firm-side ladder a compliance hire is leaving, and law firm partner compensation in Hong Kong when the candidate is a partner, not a counsel.

The commercial terms of the search are retained only. The fee is 25-30 percent of the hire’s total first-year compensation. A retainer of 30 percent of the fee is paid at engagement and kept if the client cancels. A retained chief compliance officer search carries a 12-month replacement. Other in-house searches carry 6 months. Off-limits on the client’s legal and compliance department run 24 months. On the Hong Kong in-house line, budget a counter-offer on 30 percent of files, and expect the decision inside 16 working days once the bonus target and the reporting line are written.

Asset and wealth management AUM is the scale behind the Type 9 seats, not a pay table. The SFC survey put total assets under management at HK$42,202 billion at 31 December 2025, or US$5,422 billion, up 20 percent on the year. Net fund inflows were HK$2,065 billion. A compliance leader hired into that book is priced on examinations sat and on the license, against whatever cash the salary pages can actually document.

05 — Live market

What is being briefed in Hong Kong in 2026.

Live demand follows the three calendars above, not a generic Asia coverage seat in Singapore. Type 9 platforms are still adding licensed corporations: 2,454 at 30 June 2026 against 2,358 at the end of 2025. About 51 percent of asset and wealth management respondents told the SFC they planned to increase headcount. In that survey the risk, legal and compliance line was 3,257 people, the survey’s 6 percent share of a staff force of 56,557. A general counsel who asks for coverage across the region will often be offered a registered foreign lawyer. That registration does not authorize the practice of Hong Kong law.

Stablecoin licensing is a thin, named market. Two licenses, granted 10 April 2026, came out of 36 applications filed by 30 September 2025. Each licensee must appoint a compliance officer and an MLRO under paragraphs 3.4 and 3.5, and footnote 4 allows one person to hold both. The function still has to be staffed, and it does not travel to a payments chief compliance officer whose examinations were with a US supervisor. The published US file remains a NYSE-listed payments company in New York: shortlist in week 3, accepted offer in week 10. It is evidence of the officer standard. It is not a Hong Kong timeline.

Listing volume is the third live signal. HK$388.0 billion of IPO funds and 118 newly listed companies in the first nine months of 2026, against HK$188.3 billion and 69 companies a year earlier, means more issuers who discover after the first day of dealing that public-float monitoring and sponsor follow-up have no owner. The 2,772 listed companies at end-September 2026 are the stock. The 2026 listings are the increment. Compliance counsel hired into the increment report to a general counsel. They are not the general counsel.

The unflattering read on our own Hong Kong in-house book is the certificate. 7 of 17 closed searches over three years ran past six months, and in each of those seven the buyer had not decided the practicing-certificate question before outreach. 28 of 73 examination owners in the 250-interview cohort said the compliance title and the examination owner were different people. A title search misses both facts.

06 — Methodology

How a Hong Kong compliance search is run.

  1. 01 — Brief Week 1. Supervisor, license, reporting line, and whether the seat is the chief compliance officer or a specialist under one. Replacement term goes in the letter: 12 months for a CCO, 6 months for other in-house seats.
  2. 02 — Market map Weeks 1–2. Sitting officers who have sat this supervisor, drawn from 5,000 lawyers mapped in Hong Kong and the global map of 1,480,000+.
  3. 03 — Approach Weeks 2–4. Confidential. Conflicts before any call. A registered foreign lawyer is screened out before a name reaches the client if the work is Hong Kong law.
  4. 04 — Shortlist The firm-wide CCO shortlist median is 21 days. Hong Kong files that still lack a license decision do not use that median. They use the 4 to 7 months city band.
  5. 05 — Offer Bonus target and reporting line in writing before the verbal offer. Counter-offer planning assumes 30 percent incidence and a 16-working-day window.
  6. 06 — Close Resignation, notice, and a 90-day check. Offer acceptance across corporate mandates is 96 percent. Retention of placed in-house leaders is 97 percent at 12 months.

Hong Kong in-house median is 4 to 7 months from signed brief to accepted offer. The CCO median of 10 weeks is the firm-wide figure across 36 placements, not the Hong Kong in-house median.

The fee is 25-30 percent of total first-year compensation. The retainer is 30 percent of the fee, paid at engagement. Off-limits run 24 months. We do not run contingency searches. The method is set out on methodology. The map is the research programme. A chief compliance officer brief that will be judged on the US Department of Justice Evaluation of Corporate Compliance Programs is scoped as a chief compliance officer search, including when the employer is in Hong Kong and the examinations are not.

08 — Questions

Compliance recruitment in Hong Kong — common questions

Who are the best compliance recruiters in Hong Kong?

No independent ranking of compliance recruiters in Hong Kong exists, so the useful test is mapped coverage, stated method, and searches actually closed. Sartori & Partners has completed 36 compliance and regulatory leadership placements since 2017. On the Hong Kong in-house line, 17 searches closed over three years at a 93 percent completion rate, on a 4 to 7 months clock. The parent desk is compliance recruitment.

What is compliance recruitment Hong Kong used for?

Compliance recruitment Hong Kong is a retained search for a chief compliance officer, MLRO, or sanctions lead at an SFC-licensed corporation, an HKMA-regulated firm, or a listed issuer. The SFC counted 3,257 risk, legal and compliance staff at 31 December 2025, up from 3,045 in 2024. The officer mandate is a chief compliance officer search. Financial-crime seats sit on sanctions and AML recruitment.

How long does a Hong Kong compliance search take?

The Hong Kong in-house line runs on a 4 to 7 months clock. 7 of 17 closed searches over three years ran past six months. The firm-wide CCO clock, across 36 compliance leadership placements since 2017, is 21 days to a shortlist and 10 weeks to an accepted offer. A Type 9 manager in Hong Kong hired its head of compliance in 18 weeks after the first shortlist failed the Responsible Officer test.

Which sectors hire compliance leaders in Hong Kong?

Four buyer groups set the 2026 brief: Type 9 managers, banks and stablecoin issuers, listed issuers, and the residual of solicitors not in private practice. Firms licensed for Type 9 regulated activity reached 2,454 at 30 June 2026. The HKMA granted two stablecoin issuer licenses on 10 April 2026. Paragraphs 3.4 and 3.5 of the HKMA AML/CFT guideline require each licensee to appoint a compliance officer and an MLRO, and footnote 4 allows one person to hold both functions. HKEX recorded 118 newly listed companies in the first nine months of 2026.

What does a Hong Kong compliance leader get paid?

No SFC or HKMA table prints a private-company chief compliance officer band. Public counsel-rank cash sits on the salary pages, not on a recruiter scale. Read in-house counsel salary in Hong Kong, general counsel salary in Hong Kong, and lawyer salary in Hong Kong. The search fee is 25-30 percent of total first-year compensation.

How often does a counter-offer appear on a Hong Kong compliance hire?
