Demand in 2026 is the inspection calendar, not a generic compliance backlog. The Autorité de contrôle prudentiel et de résolution, in its 2025 annual report dated 21 May 2026, engaged 25 on-site inspections in the fight against money laundering and terrorist financing. The same report says the sanctions committee issued three reprimands and three pecuniary sanctions, each between EUR 250,000 and EUR 600,000, for a cumulative EUR 1.35 million, with nominative publication for five years. Decision 2024-02, Banque Delubac, 19 June 2025, was a reprimand and a EUR 600,000 fine for gaps in money-laundering risk management, alert handling, enhanced due diligence, and internal control. Decision 2024-01, Banque Chaabi du Maroc, 7 November 2025, was a reprimand and a EUR 250,000 fine after a miscalibrated monitoring system left a stock of untreated alerts. In 2025 the ACPR evaluated or reevaluated the individual risk profile of 972 organisms. Those are public enforcement facts. They are not a list of Sartori clients.
The Autorité des marchés financiers, in the communiqué of 28 May 2026 publishing its 2025 annual report, recorded 13 sanction decisions totaling EUR 14.5 million paid to the Treasury, 18 settlement agreements totaling EUR 4.38 million, 59 controls opened, and 36 investigations opened. It authorized 11 crypto-asset service providers during the year and supervised 671 asset-management companies. A Paris asset-manager brief that still says “compliance lawyer” is usually an RCCI brief: the officer who owns compliance and internal control when an AMF control team arrives. Crypto authorization under that 2025 count is a second AMF file, shared in places with the ACPR, and it is not the same CV as a listed-issuer conduct officer.
Privacy is a third supervisor. The CNIL, on 9 February 2026, reported 83 sanctions in 2025 and cumulative fines of EUR 486,839,500. Its annual report, published 18 May 2026, records 323 controls in 2025 alongside those 83 sanctions. A délégué à la protection des données is hired against that control program. The seat is not a responsable LCB-FT who has sat an ACPR visit, and it is not hired from the APEC cadre band below.
Anti-corruption is the fourth. The Agence française anticorruption, publishing its 2025 activity report on 6 July 2026, opened 10 new controls of economic actors in 2025, bringing the total since 2017 to 175, plus 18 new controls of public actors and 4 new conventions judiciaires d’intérêt public signed in 2025. The officer those controls read is the person who owns the corruption-risk map, the code of conduct, the training, the alert device, and the accounting controls. That is a Sapin II file. It is not an AMF RCCI file with a different letterhead.
The ACPR publication page, updated 24 September 2026, sets the 2026 supervision axes that keep these seats open: identify vulnerabilities with a proportionate approach, strengthen governance and key functions, implement DORA for cyber and operational risk, prepare supervision of artificial intelligence and tokenization, and apply the simplifications identified in 2025. A Paris chief operating officer who waits for a job title to settle will hire after the inspection letter, not before it.
Of the 5 Paris compliance searches, 2 were bank or insurer officers, 1 was an asset-manager RCCI, 1 was a DPO, and 1 was a Sapin II officer. Two plus one plus one plus one is five. All five are inside the 19. Private-practice context for the city sits on legal recruitment in Paris. The market article beside it is the Paris legal market in 2026. Company-side counsel seats that are not this compliance cut are on in-house counsel recruiting in Paris.
The buyers are visible without being our clients. Banking and insurance concentrate at La Défense and in the 8th and 9th: groups such as BNP Paribas, Société Générale, Crédit Agricole, BPCE, AXA, and Amundi. Asset managers and market infrastructure sit with the AMF on the Place de la Bourse side of the city. Industrial and consumer groups that carry a Sapin II program run legal and compliance from Paris. The CNIL’s control themes cut across all of them. A sponsor-backed company adds a first compliance officer when the fund’s reporting pack and a French supervisor arrive in the same quarter. Across 250 structured interviews with Paris partners and counsel, 44 percent said they would not take a compliance seat whose reporting line stopped at the general counsel, with no access to the dirigeant effectif. That is one cohort. It is the only interview count for the city.
