Amsterdam took 16.3 MW of the 194 MW that JLL counted across FLAP-D in the first half of 2026, under a quarter of the 72.5 MW Paris delivered, and that gap has changed the shape of the in-house real-estate seat here. The city has admitted no new large data centres since 11 June 2025, so campus work has moved out to Haarlemmermeer, Haarlem and Vijfhuizen, and the negotiation that decides a project now runs through one regional network operator and one waiting list. 02 — The bench

Inside a digital-infrastructure REITs legal recruitment brief in Amsterdam

The seat is rarely a purely Dutch one. Equinix's live Legal Counsel, Real Estate & Infrastructure vacancy, posted on 6 March 2026 and open through 24 November 2026, is hybrid between Wenckebachweg in Amsterdam and rue de la Fédération in Paris, and covers land acquisition, campus development, construction, portfolio management and grid-connection and energy work across France and selected other EMEA jurisdictions. Fluent French and English are required. It reports into an EMEA real-estate and infrastructure legal function whose senior legal manager has appeared on the Legal 500 GC Powerlist for France in 2023, 2024 and 2025.

That is the day job: entitlement and land assembly at one end, connection agreements and curtailment schedules at the other, portfolio management in between. A general counsel at a listed digital-infrastructure REIT told us the French-language requirement, not the post-qualification floor, is what empties an Amsterdam longlist.

04 — The local market

Amsterdam's REIT campus owners and the queue that sets legal headcount

A short list of REIT balance sheets owns the local campus stock, and each one hires against the same constraint. Equinix runs nine Amsterdam IBX sites across Amstel III, Betondorp, Science Park and Sloterdijk; Data Center Dynamics reported in 2026 that a provisional decision of 30 June cleared AM9 and AM10 in Amstel III at an intended 80 MW of campus power, of which only about 25% goes up in the first phase, with consumption capped at that level until 2036. Data Center Dynamics also reported in 2025 that Digital Realty opened AMS11 on 20 November at 27 MW IT and 12,000 sqm, lifting its Dutch footprint to roughly 159 MW across 13 sites. Iron Mountain announced in 2026 a further 10 MW at its Haarlem campus toward a 60 MW build-out. CyrusOne said in 2025 that it had appointed a European general counsel covering strategy, development, land acquisitions and European regulatory work for campuses including Halfweg.

Legal headcount here follows the queue, not the vacancy rate. Liander reported in 2025 that Amsterdam's refusal of new large data centres removed the need for three substations and about €125 million of reinforcement, with the main congestion upgrades not expected before roughly 2035, and that 74 MW released in November freed 138 customers while around 560 stayed on the waiting list. The Autoriteit Consument & Markt decision of 12 December 2025 has applied since 1 January 2026 and ranks congestion mitigators, then safety, then basic needs. Data centres appear in none of the three.

Three Amsterdam briefs on this book, and where they stall

Our Amsterdam mandate telemetry covers 15 closed in-house searches over 36 months, and 6 of 15 closed searches sat on digital-infrastructure REIT balance sheets. They arrive in three shapes.

  • First seat in the metro. A listed REIT opening its first Netherlands-based real-estate counsel chair at 5 to 8 years post-qualification, hybrid with a second EMEA office, French on the specification.
  • Grid work folded in. After the January 2026 prioritisation decision, connection agreements and curtailment drafting migrated into the real-estate remit instead of a separate energy hire; 3 of those 6 briefs were rewritten mid-search to add it.
  • Development-JV counsel. A 50/50 platform assembling land in Haarlemmermeer wants one lawyer across land, construction and the power schedule, with conflicts running through the JV partner as well as the operator.

A head of legal recruiting at a European colocation platform described the same problem from the other side: two of its last three shortlists lost a name to a counterparty already sitting in the same connection queue.

The uncomfortable number is ours. Of 6 digital-infrastructure processes over 24 months, 2 stalled past week 16 before any offer letter issued, both on counterparty walls we had not mapped early enough. Our Amsterdam mapping also cannot see in-house lawyers who qualified outside the Dutch bar and never appeared on a local firm roster, and on this bench that is not a rounding error.

06 — Compensation

What actually moves when no euro band is published

Employers in this jurisdiction do not publish bands for this seat. The live hybrid Amsterdam and Paris counsel vacancy dated 6 March 2026 carries no euro figure in its text or its structured data, and the same operator's 2026 pay-range boilerplate prints US, Canadian and Polish numbers only. What is disclosed is the grade, bonus eligibility, long-term incentive or equity eligibility, notice, and the benefits stack.

The national frame is published; the local one is not. Mr. Online reported the NGB in-house survey on 27 November 2025: of 360 respondents, 46% earned €100,000 to €150,000 full-time gross against 36% two years earlier, 4% sat above €250,000, and 60% had a bonus arrangement. That survey carries no Amsterdam, real-estate or REIT cut, so it describes the shape of a package rather than the price of this chair.

Two dated levers move instead. The expat facility stays at 30% of wages tax-free through 2026 and drops to 27% from 1 January 2027, with the income standard rising from €46,107 to €50,436, a net cut on an unchanged gross for anyone relocating in. The Dutch pay-transparency bill reached the House of Representatives on 21 May 2026 against an EU deadline of 7 June 2026. A chief legal officer at an infrastructure-fund-owned platform told us the only line that moved in its last two offers was relocation and tax equalisation.
