Interim legal talent Zurich is day-rate or direct-hire cover for a general counsel who cannot wait on a permanent head of legal. Sartori & Partners closed 20 Zurich interim searches over the trailing three years, at a 93 percent completion rate, on a 2-to-5-week file. A SIX-listed insurer in Zurich had an interim sanctions counsel on the work in week 3. The Swiss Bar Association counted 3,837 members in canton Zurich on 31 December 2025. Article 167a of the Civil Procedure Code has been in force since 1 January 2025.

01 — The brief answer

Zurich interim demand is a seat gap with a statute attached, not a spare résumé.

Interim legal talent Zurich is the brief a general counsel, a chief compliance officer, or a chief operating officer sends when a head-of-legal seat, a sanctions project, or a deal calendar cannot wait for a permanent hire. Sartori & Partners has worked this interim line for 5 years. Over the trailing three years we closed 20 Zurich interim searches at a 93 percent completion rate. The usual file runs 2 to 5 weeks from signed brief to counsel on the matter.

That city clock is not the firm-wide start clock. Across 60+ interim and fractional engagements since 2017, the median from first call to start is 7 days. A Series C fintech in San Francisco had an interim general counsel live on day 6. The Zurich book is slower because the employment vehicle, the conflicts list, and Article 167a of the Civil Procedure Code have to be chosen before anyone starts. Written offer to acceptance on the Zurich line is 5 working days. A counter-offer lands on 18 percent of accepted shortlists.

The firm-wide count of 60+ is the published total since 2017. It is not a sum of city pages, and it is not this Zurich line of 20. A later permanent general-counsel search, if the company still wants one, is a different book: 52 GC and CLO placements inside 400+ placements since 2017 (230+ in-house), a shortlist in 24 days, and a median accepted offer in 11 weeks. The parent method is interim and contract counsel. The Zurich market map sits on legal recruitment in Zurich. The wider tape of who is hiring, and what pay is public, is on the Zurich legal market in 2026.

The Swiss Bar Association's membership census at 31 December 2025 counted 3,837 members in canton Zurich, out of 11,910 nationally. The Zurich Bar Association's own homepage states 3,967 members. Those are two instruments: a year-end census of the national association, and a live section count. Neither figure is a headcount of company counsel. A company hiring interim legal talent in Zurich is hiring for a company seat, which the bar roll does not measure.

Sartori & Partners maps 2,500 lawyers in Zurich, inside a research map of 1,480,000+ lawyers. The buyer is the legal department. The employers who brief interim work are banks, insurers and reinsurers with a Zurich headquarters, asset managers, and private-equity portfolio companies whose Swiss legal seat is here.

Across 250 structured interviews with Zurich counsel, 58 said the employment vehicle, not the day rate, was the reason a prior project conversation died. That is one cut of one cohort. It is not a second interview count, and it is not the mapped coverage.

Article 167a of the Swiss Civil Procedure Code has been in force since 1 January 2025. A party may refuse to cooperate, and may refuse to hand over documents, in connection with the work of its in-house legal service if three conditions are met: the company is entered in the Swiss commercial register or a comparable foreign register; the legal service is headed by a person who holds a cantonal license to practice law, or who meets the professional requirements to practice in their country of origin; and the activity would be profession-specific for a lawyer. A third party who works inside that service may refuse on the same conditions. The company and the in-house counsel must invoke the right. The protection is civil. It does not run in criminal or administrative proceedings. Staff leasing makes the lender the employer. A fixed-term contract with the company makes the company the employer. The head-of-service condition is a fact about who holds the cantonal license, or the foreign professional equivalent, on the day the company invokes the right.

Supervision volume is already on the 2025 docket. FINMA's annual report for 2025 states that at the beginning of 2025 it increased its permanent headcount limit by 121.1 FTEs, from 613.6 to 734.7, and that it employed an average of 698 FTEs in permanent and temporary employment during the year. The report says the added capacity was to carry out more of its own on-site inspections and in-depth risk analysis, including in banking, insurance, and asset management. That is the load a chief compliance officer covers with project counsel when the permanent bench is full. The city context for who is hiring in-house, as distinct from this interim line, is on the Zurich legal market in 2026.

Interim sanctions counsel under a sitting head of legal

SIX-listed insurer, Zurich

Mandate
One interim sanctions counsel for a trade-sanctions review, reporting to the sitting head of legal, with a written conflicts list before the first interview.
Complication
The first draft required a Zurich cantonal patent. The sitting head of legal already held one, which is the Article 167a condition. Two candidates priced a day rate the company would not sign.
Outcome
The counsel was employed on a fixed-term contract with the company, under the sitting head of legal. On the work in week 3.

Leave cover for a deputy head of legal

Private bank, Zurich

Mandate
One counsel to hold a deputy head-of-legal desk through a parental leave, with signing limits written before the offer.
Complication
A staff-leasing draft would have made the lender the employer. The general counsel wanted the person on the company's own payroll for the duration of the leave.
Outcome
Fixed-term contract with the bank. Counsel was on the work in week 4.

Fractional head of legal for a portfolio company

PE-backed industrial group, Zurich

Mandate
A fractional head of legal, two days a week, for commercial contracts and a financing, with a review of a permanent seat at month six.
Complication
Article 167a requires the head of the legal service to hold a cantonal license or the foreign equivalent. The first shortlist included two lawyers who could not meet that line.
Outcome
Closed on a monthly retainer with a lawyer who met the head-of-service condition. On the work in week 2.

04 — Sector mix

Four kinds of Zurich interim file, and only one of them is a fractional title.

Of the 20 Zurich interim searches closed over the trailing three years, 8 were transaction-surge seats at banks, insurers, reinsurers, or asset managers, 5 were sanctions or other regulatory projects, 4 were leave or vacancy cover, and 3 were fractional head-of-legal seats. Those four counts add to 20. Fractional title is the smallest slice.

  • Transaction surge. 8 files. Financing documents, fund work, or a signing calendar at a bank, insurer, reinsurer, or asset manager. The person is line counsel. The sitting head of legal stays in the chair.
  • Sanctions and regulatory projects. 5 files. Trade-sanctions reviews and supervision responses of the kind FINMA's 2025 report tied to the added inspection capacity. The SIX-listed insurer file is in this slice, on the work in week 3.
  • Leave or vacancy cover. 4 files. A head of legal or a deputy is out, and the matter list does not pause. These are the files that usually need a fixed-term contract with the company. The private-bank leave file was on the work in week 4.
  • Fractional head of legal. 3 files. Two or three days a week for a portfolio company that has not funded a full-time seat, and that still wants the Article 167a head-of-service condition to be true. The PE-backed industrial file was on the work in week 2.

4 of the 20 still ran past five weeks. In each of those four, the company insisted on a cantonal patent for a sanctions or transactions counsel when the sitting head of legal already held the license Article 167a asks for. The searches closed. They closed outside the usual 2-to-5-week band, because the first week went to that credential argument. These four are not the same four as the leave-cover slice.

Across the same 250 interviews, 47 said they would decline a fractional head-of-legal seat whose specification required a cantonal patent they did not hold. That is a second cut of the same cohort, not a second cohort, and it is not added to the 58 who named the employment vehicle.

The map of 2,500 lawyers is a coverage figure. It is a different instrument from the interview cohort.

05 — Compensation

Price the seat against a company payroll, not against a public-sector grid.

The Canton of Zurich's 2026 Lohnklasse 21 table, including the 13th month, runs from CHF 112,382 at Anlaufstufe 2 to CHF 175,068 at Lohnstufe 29. Lohnstufe 21 on the same class is CHF 160,679. Those francs are Grundlohn for cantonal employment. They are not a Zurich general-counsel package, and they are not a day rate. No official 2026 schedule prints a franc day rate for this seat. Published US interim general counsel day-rates are $1,800–$3,200, and a fractional general counsel at two to three days a week is $2,800–$4,500 on the days worked. Those are US bands. They are not converted into francs here.

Company-seat bands for a permanent hire are on in-house counsel salary in Zurich, 2026, general counsel salary in Zurich, 2026, and lawyer salary in Switzerland, 2026. Use those pages for the payroll comparison. An interim engagement is not that payroll. It is a day-rate or a monthly retainer. Days billed on the interim engagement credit against a later retained fee. The retained fee, if the company then hires permanently, is 25–30 percent of the hire's total first-year compensation. Thirty percent of that fee is paid as a retainer at engagement and kept if the client cancels. The comparison between interim and permanent, as a decision rather than a rate card, is on interim versus permanent in-house counsel.

On the 20 closed Zurich interim searches, a counter-offer landed on 18 percent of accepted shortlists. The counter is usually a permanent contract, or a base increase, that does not move the start date. Median time from written offer to acceptance, once the vehicle and the start date are on the page, is 5 working days. Article 22 of the Employment Services Act separately caps what a licensed lender may charge the host if the worker transfers: the fee is allowed only when the assignment lasted less than three months and the worker joins within three months of the end, and it may not exceed the administration and profit the host would have paid for a three-month assignment, with sums already paid credited. That statutory cap is not our retained fee. The retained fee applies only if the company later signs a permanent search.

06 — Timeline

Two clocks, plus two statutes that decide how the seat can be staffed.

Read the clocks as different instruments. The Zurich interim line, on 20 closed searches over the trailing three years, usually runs 2 to 5 weeks from signed brief to counsel on the matter, at a 93 percent completion rate. Written offer to acceptance is 5 working days. The firm-wide median from first call to start is 7 days across 60+ interim and fractional engagements since 2017. A Zurich listed-company file that still has to choose between staff leasing and a fixed-term contract with the company does not inherit that 7-day start. 4 of the 20 ran past five weeks for that credential argument.

The statutes decide who the employer is, and how much notice an open-ended assignment must give. Article 12 of the Federal Act on Employment Services and the Hiring-Out of Services provides that an employer who commercially assigns workers to a host needs a cantonal operating permit. Leasing from abroad into Switzerland is not permitted. Article 19 requires the employment contract with the worker to be in writing in the ordinary case, and to state the work, the place, the start, the duration or the notice period, the hours, the pay, and the social-insurance deductions. On an open-ended assignment, notice during the first three months of uninterrupted employment is at least two days, and from the fourth through the sixth month at least seven days. A clause that makes it harder for the worker to move to the host company after the contract ends is void.

Article 167a does not shorten those rules. It changes what the memo is worth in civil proceedings, and only when the head of the legal service holds a cantonal license or the foreign equivalent. A chief compliance officer briefing a sanctions review in 2026 should decide the vehicle before the first draft, not after a confidentiality legend is already on the page. The SIX-listed insurer file did that, and counsel was on the review in week 3. A named-officer interim, if that is the product, is an interim general counsel search. The running order of a search is in our methodology.

07 — How a search runs

The first written choice is the contract, not the candidate's last title.

A Zurich interim search opens on a written brief: the matter list, the seniority, whether the person must be employed by the company, whether they must be the head of the legal service for Article 167a, the day-rate or retainer authority, the conflicts that are not negotiable, and a start inside 2 to 5 weeks. Mapping then runs against the Zurich coverage of 2,500 lawyers and the wider map of 1,480,000+. Names do not go to the client until interest, the vehicle, and the conflicts grid are checked.

Rate talks stay inside the authority the general counsel will actually sign. We do not float a package the company has not approved. Counter-offer planning assumes the 18 percent incidence on accepted shortlists. Close runs through acceptance, the employment or leasing paperwork, and a check once the counsel is on the matter. The same discipline, over the trailing three years, produced 20 completed Zurich interim searches at a 93 percent completion rate. Offer acceptance of 96 percent is the firm-wide figure on permanent corporate offers. It is not the acceptance rate on a day-rate start. Of placed in-house leaders on permanent seats, 97 percent remain at 12 months and 91 percent at 24 months. The replacement window on a later retained GC, CLO, or CCO search is 12 months. Off-limits on the client's legal department run 24 months.

The sanctions counsel did not need a Zurich patent. The sitting head of legal already held one. We employed the counsel on a fixed-term contract with the company, and the file was live in week three. That file is the week-3 engagement above. It is not the San Francisco interim general counsel who was live on day 6. A permanent Zurich seat, if the company still wants one, starts at in-house counsel recruiting in Zurich.

09 — Questions

Interim legal talent in Zurich — common questions

Who are the best interim legal talent firms in Zurich?

No independent ranking of interim legal talent in Zurich exists, so the useful test is mapped coverage, the employment vehicle, and searches actually closed. Sartori & Partners maps 2,500 lawyers in Zurich and has worked this interim line for 5 years. Over the trailing three years we closed 20 Zurich interim searches at a 93 percent completion rate, on a 2-to-5-week file. A SIX-listed insurer in Zurich had an interim sanctions counsel on the work in week 3. Cohort method is on the research program. The city hub is legal recruitment in Zurich.

How long does interim legal talent Zurich usually take?

The Zurich interim line runs 2 to 5 weeks from signed brief to counsel on the matter, across 20 closed searches over the trailing three years, at a 93 percent completion rate. Median time from written offer to acceptance is 5 working days. A counter-offer lands on 18 percent of accepted shortlists. That offer clock is not the firm-wide median of 7 days from first call to start across 60+ interim and fractional engagements since 2017. 4 of the 20 files still ran past five weeks because the brief required a cantonal patent the seat did not need.

What should a Zurich interim brief be priced against?

No official 2026 schedule prints a day rate for a Zurich head of legal. The Canton of Zurich's 2026 Lohnklasse 21 table runs from CHF 112,382 to CHF 175,068 a year in Grundlohn including the 13th month. That is a public-sector grid, not a company-counsel package. Company-seat bands are on in-house counsel salary in Zurich, 2026 and general counsel salary in Zurich, 2026. The engagement itself is a day-rate or a monthly retainer. Days billed credit against a later retained fee of 25–30 percent of first-year total compensation. Thirty percent of that fee is the retainer, kept if the client cancels.

Should Zurich interim counsel be leased or employed by the company?

The vehicle decides who the employer is, and Article 167a of the Civil Procedure Code cares who heads the legal service. Since 1 January 2025 a commercial-register company may refuse to cooperate in civil proceedings on in-house legal work only if the legal service is headed by a person with a cantonal license, or the foreign equivalent, and the activity is profession-specific for a lawyer. Article 12 of the Employment Services Act requires a cantonal permit for commercial staff leasing, and leasing from abroad into Switzerland is not permitted. Of 20 closed Zurich interim searches, 4 were leave or vacancy cover, the files that usually use a fixed-term contract with the company.

Which Zurich sectors hire interim legal talent?

Of 20 closed Zurich interim searches over the trailing three years, 8 were transaction-surge seats at banks, insurers, reinsurers, or asset managers, 5 were sanctions or other regulatory projects, 4 were leave or vacancy cover, and 3 were fractional head-of-legal seats. Those four counts add to 20. FINMA's 2025 annual report records that at the beginning of 2025 it raised its permanent headcount limit by 121.1 FTEs to 734.7, and that it employed an average of 698 FTEs that year. The Swiss Bar Association counted 3,837 members in canton Zurich on 31 December 2025.

When is a permanent head of legal the right Zurich brief?

When board reporting, the Article 167a head-of-service condition, and a seat that outlasts the project are already funded. A permanent general-counsel search is a different book: 52 GC and CLO placements inside 400+ placements since 2017 (230+ in-house), a shortlist in 24 days, and a median accepted offer in 11 weeks, with a 12-month replacement. This interim line of 20 is not that book. Start at in-house counsel recruiting in Zurich or interim general counsel if the title on the door is the product.
