Legal Recruiters Frankfurt for Unfilled In-House Seats

The Frankfurt chair that stays empty is a company seat — a general counsel, chief legal officer or head of legal — that the local bar has not covered. We run the retained search that fills it.

01 The uncovered seat

The Frankfurt chair that is still empty is a company payroll line.

Frankfurt is not short of admitted lawyers. The Bundesrechtsanwaltskammer's membership table of 1 January 2026, as of 14 April 2026, records 20,144 natural-person members of the Rechtsanwaltskammer Frankfurt am Main. General counsel and heads of HR who search for legal recruiters Frankfurt usually call after that stock has failed to produce a head of legal who can occupy the chair.

Sartori's Frankfurt interview cohort (250 structured interviews) shows the uncovered seat sitting first on a company payroll: a general counsel, a chief legal officer, a head of legal, or a nested counsel chair inside a bank or group function. Of 78 heads of legal in that cohort, over a 24-month window, 46 said they could not advertise the successor chair while the incumbent remained.

We have worked the Frankfurt market for 8 years, for companies and for Frankfurt firms buying a retained search. Over the last three years we closed 17 in-house searches on this line, at a 93 percent completion rate, on a typical timeline of 4 to 7 months. Across 52 general counsel and chief legal officer searches since 2017, the firm-wide clock is 24 days to a shortlist and 11 weeks to an accepted offer. The Frankfurt line is slower because notice and the chamber file sit after the offer. The firm-side associate and partner product is real. It is a different chair from the company seat.

02 Who hires it

The employer is a legal department, not a law-firm intake form.

Syndikus admission is a distinct status in Germany. The company that cannot cover a Frankfurt chair is hiring into that stock — not into a posting a firm can see.

Read the 20,144 as three admission types, not one pool. On the same BRAK table, 15,907 are single-admission lawyers, 3,398 are dual-admitted as lawyer and Syndikus, and 839 are Syndikus-only. Those last two rows are the 4,237 members who hold a Syndikus admission, 21.0 percent of the chamber's natural persons. Nationally the same table records 167,547 lawyers, of whom 20,848 are dual-admitted and 8,279 are Syndikus-only: 29,127 people, 17.4 percent. A general counsel who treats the Frankfurt percentage as the national one is briefing from the wrong row. BRAK's press release of 15 April 2026 puts the national Syndikus-only increase at 9.15 percent, from 7,585 to 8,279.

The chamber's own 2025 activity report is a second clock, and it is not the same base. It counted 20,647 members on 31 December 2025, including 15,654 single-admission lawyers, 821 Syndikus-only admissions and 3,355 dual admissions. That total includes members the BRAK natural-person line does not. Do not average 20,144 and 20,647 into a city headcount. The city hub on legal recruitment in Frankfurt is the market map. The retained search is the product that fills the chair.

The employer mass around those admissions is banking, not a general commercial average. Helaba Research & Advisory, on 30 October 2025, counted about 73,900 bank employees in Frankfurt in the first quarter of 2025, up from more than 72,000 at the end of 2024, and forecast about 75,500 by the end of 2026, a gain of about 1,600 jobs. The same release ties the staffing need to regulatory demands and administrative load. The European Central Bank, the Deutsche Bundesbank and Deutsche Börse sit in that labor market. They are not, by themselves, a count of general counsel seats.

Public-company and industrial demand is the other buyer. A DAX chemicals group, a market-infrastructure operator and a PE-backed Rhine-Main platform do not hire on the bank employment series. They hire a Syndikus who can sign for that employer. Of the 17 closed searches, 11 were standing general counsel, chief legal officer or head of legal chairs and 6 were nested counsel seats inside a group function. Frankfurt firms are the second buyer, for associate and partner seats, and they are briefed as firm mandates.

The cash was agreed in week two. The chair stayed empty until the chamber had the new contract and the pension carrier had been heard.

03 Why it stays open

Density is not coverage. The admitted chair is.

A chamber with 20,144 natural-person members can still fail to produce one person the board will put on the payroll.

BRAO §46 (2) says a lawyer employed outside a law firm practices as a Syndikusrechtsanwalt only with an admission under §46a. Section 46 (3) requires the job to be shaped by four activities: examining legal questions, giving legal advice, shaping legal relationships or enforcing rights, and authority to act externally. Section 46 (4) says a lawyer who must follow instructions that shut out an independent analysis is not practicing independently. The contract has to secure that independence in fact, not only in a title.

Section 46a sends the decision to the locally competent chamber, after it hears the pension carrier. The employment contract is an attachment to the application, not a formality after the start date. The statute allows one admission to cover more than one employment relationship. It does not let a new contract skip the file. That is why a Frankfurt offer has a second clock behind the signature. Sartori maps about 5,000 lawyers in this city, inside a global map of 1,480,000+. The coverage figure is who can be reached. It is not a count of people who already hold the right admission for the vacant employer.

Of the 17 closed Frankfurt in-house searches, 4 ran past the 7-month end of the typical 4 to 7 months window. They were sitting-counsel successions the board would not yet name. Median offer-to-acceptance on the same 17 files is 15 working days. Counter-offers landed on 32 percent of those files. The offer can be fast. The start is not, once statutory notice and the chamber are in the path.

BGB §622 (2) sets the employer's notice, which reaches 7 months to month-end after 20 years of service. A contract may agree a longer period, and §622 (6) bars a longer notice for the employee than for the employer. BetrVG §99 applies in a company that regularly has more than 20 employees entitled to vote: the employer notifies the works council before a hiring, and the council has one week to refuse consent in writing. The head of legal that a DAX chemicals group in Frankfurt hired put the delay in one sentence. The cash was agreed in week two. The chair stayed empty until the chamber had the new contract and the pension carrier had been heard. That file closed in 5 months, inside the Frankfurt window and slower than the firm-wide head-of-legal median of 10 weeks across 47 deputy and head-of-legal placements since 2017.

04 What we run

What legal recruitment Frankfurt actually runs for the company.

Four products, one geography. The closed-search figures are the Frankfurt in-house line. Firm-side associate and partner work is retained search, quoted as a different product.

01

General counsel, CLO and head of legal

Standing company chairs: first general counsel, successor while the incumbent remains, chief legal officer, and head of legal at a DAX or PE-backed platform. This is the uncovered company seat.

02

Nested counsel inside a group function

Inside a bank, asset manager or market-infrastructure legal team: regulatory counsel, fund-product counsel, DORA contracting counsel. The title may say counsel. The reporting line does not reach the board.

03

Associate seats for Frankfurt firms

When a Frankfurt firm buys a retained associate search — banking, funds, capital markets, disputes — we run it as a firm mandate, not as a company general counsel. The credential is admission to the bar. A Syndikus file is required only when the employer is not a law firm.

04

Partner seats for Frankfurt firms

Retained partner search for German and international firms with a Frankfurt office. Firm-side economics sit on the Germany salary notes. The buyer here is the firm, not the company.

A composite from that telemetry: a DAX chemicals group in Frankfurt needed a head of legal after the sitting counsel served a contractual notice on the long employer scale in BGB §622 (2). The first shortlist was rejected because the brief still described a banking associate. We rewrote it against the four BRAO §46 tests and a reporting line to the Vorstand. The file closed in 5 months, inside the 4 to 7 months window, from another in-house head of legal, not from a year-one associate on €150,000. Deputy and head-of-legal searches across the firm reach a shortlist in 21 days. This chair used that shortlist clock and then waited on the chamber.

A second composite: a Frankfurt bank needed a nested regulatory counsel while the sitting lawyer remained. The company would not name the search for the first quarter. Sartori's Frankfurt mandate telemetry records counter-offers on 32 percent of the 17 files. This file took a counter-offer and still signed inside the 15-working-day median. Confidential successor work is slow until the board will say the sentence.

When the gap is a defined program rather than a standing chair — a DORA register, parental leave, a financing — the faster product is interim and fractional counsel. Firm-wide, interim engagements start at a median of 7 days from the first call, outside the 400+ placements (230+ in-house). Company buyers who want the standing team start at in-house and general counsel recruiting, general counsel search and our work for companies. A bank general counsel is a separate brief: banking general counsel search.

05 How the search runs

Retained, exclusive, written down before the first call.

Companies engage us on a retained basis for Frankfurt mandates. We agree scope and terms in writing before any approach is made.

  1. 01

    Mandate blueprint

We write the chair before we name a person: reporting line, whether the role must satisfy the four Syndikus tests in BRAO §46, and whether the sitting general counsel will be told. A Frankfurt brief that still reads as a firm-side partner is rewritten as a company seat.

  2. 02

    Market map

We map the relevant in-house bench — supervised banks, asset managers, market infrastructure, and Rhine-Main industrial and chemical groups — then the firm-side supply that might move in. No posting. No job-board scrape.

  3. 03

    Blind outreach

Approaches go to sitting counsel who are not looking. The company is not named until both sides have agreed a qualified conversation. The employment contract will have to sit on the chamber file, so the approach stays narrow.

  4. 04

    Admission and conflicts screen

We test the four BRAO §46 activities, the pension-carrier hearing under §46a, and conflicts with the company's panel before the shortlist. A lawyer who cannot meet the independence test is not a Syndikus hire.

  5. 05

    Offer engineering

We set cash against the published German associate poles that actually move Frankfurt candidates, then hold the offer-to-acceptance window on this line. Counter-offers are expected on this book. The company pays the fee.

  6. 06

    Close and ramp

Notice under BGB §622, any works-council step under BetrVG §99, and the chamber's look at the new contract are part of the mandate. A placement counts when the counsel is in the chair, not when the term sheet is signed.

Completion on the Frankfurt in-house line is 93 percent. Typical time-to-fill is 4 to 7 months. Median offer-to-acceptance is 15 working days. The fee is 25-30 percent of the hire's total first-year compensation. 30 percent of the fee is the retainer at engagement. Offer acceptance on corporate mandates is 96 percent, and 97 percent of placed in-house leaders are in post at 12 months, 91 percent at 24 months. A 12-month replacement term covers retained general counsel, chief legal officer and chief compliance officer searches. The full method is on our methodology.

In 4 quarterly survey waves, 22 of 61 Frankfurt legal-department responses named the Syndikus timetable, not the cash band, as the reason the chair was still empty. Those 61 responses are a survey cut. They are not a second interview count beside the 250. We send back any brief that still carries a firm-side title on a company chair. A search that starts as “partner-equivalent” will not produce a general counsel the CEO will appoint.

Brief a Frankfurt search

06 The 2025–26 stack

The company's 2026 calendar is a supervisory file, not a hiring boom in the abstract.

Demand for the Frankfurt in-house chair is being rewritten by dated instruments. Bank headcount is not the same thing as a general counsel requisition.

Regulation (EU) 2022/2554, the Digital Operational Resilience Act, has applied since 17 January 2025. Article 64 sets that date. Banks, insurers, investment firms and the other financial entities in scope have had a live ICT-risk, incident-reporting and third-party regime since then, with no transposition step in between. A Frankfurt legal department inside that perimeter is hiring against a register and a contract clause, not against a generic “regulatory counsel” title. That is the brief we rewrite when it arrives as a firm-side associate description.

Helaba's 30 October 2025 study is the employment backdrop: more than 72,000 bank employees in Frankfurt at the end of 2024, about 73,900 in the first quarter of 2025, and a forecast of about 75,500 by the end of 2026. The study attributes added staffing need to regulatory demands and to demographic replacement. It does not count lawyers, and it does not count Syndikus admissions. The legal hire inside that workforce is the 4,237-person Syndikus stock in the BRAK table, not the 73,900.

Supply is moving toward the company, slowly. BRAK's 15 April 2026 release records Syndikus-only admissions up 9.15 percent nationally, to 8,279, while single admissions fell 0.21 percent to 138,420. Frankfurt's Syndikus share, 21.0 percent, already sits above the national 17.4 percent. The constraint on a given chair is still the contract on the chamber file and the published associate scale above it: €150,000 at A&O Shearman where Frankfurt is a listed office, and the Germany-wide year-one prints of €160,000 and €180,000 reported by azur on 19 June 2026. Deal volume is a different page. The 2026 market note is the Frankfurt legal market.

Frankfurt legal search — questions companies actually ask

What is the best retained model among legal recruiters Frankfurt for a confidential general counsel hire?

A single retained mandate, terms in writing before any approach. Sartori closed 17 Frankfurt in-house searches over three years at a 93 percent completion rate, on a typical timeline of 4 to 7 months. Companies engage us on that retained basis. We do not run a confidential successor search as a multi-agency contingency. The fee is 25-30 percent of first-year total compensation, and 30 percent of the fee is paid as a retainer at engagement. See how a retained legal search actually runs.

Who hires through legal recruitment Frankfurt when the seat is in-house?

A company's general counsel, chief legal officer, CEO or head of HR — not a posting. BRAK's table of 1 January 2026, as of 14 April 2026, records 20,144 natural-person members of the Frankfurt chamber, 4,237 of them holding a Syndikus admission. Helaba, on 30 October 2025, counted about 73,900 bank employees in the city in the first quarter of 2025. Frankfurt firms buy associate and partner searches as a second buyer.

How long does a Frankfurt general counsel search take?

Across 52 general counsel and chief legal officer searches since 2017, Sartori reaches a shortlist in 24 days and an accepted offer in a median of 11 weeks. Deputy and head-of-legal searches, 47 of them since 2017, reach a shortlist in 21 days and an accepted offer in 10 weeks. The Frankfurt in-house line, which mixes those chairs with nested counsel, typically runs 4 to 7 months from brief to start. Of 17 closed files over three years, the median from offer to acceptance is 15 working days. A DAX chemicals group in Frankfurt hired its head of legal in 5 months.

Do legal headhunters Frankfurt get paid by the candidate?

No. The hiring company pays. The fee is 25-30 percent of the hire's total first-year compensation. 30 percent of that fee is paid as a retainer at engagement and kept if the client cancels. There is no contingency option. A 12-month replacement term applies to retained general counsel, chief legal officer and chief compliance officer searches; other in-house searches carry 6 months. Brief the search at contact.

Do you recruit Frankfurt associates and partners as well as in-house counsel?

Yes. The 17 closed files quoted here are the Frankfurt in-house line. Associate and partner work is a separate retained product. Company buyers start at in-house and general counsel recruiting and the Frankfurt in-house page. Firm buyers start at associate recruiting and partner recruiting. Published cash is on lawyer salary in Germany, 2026.

What does a Frankfurt in-house chair actually pay?

No public table states a private-sector Frankfurt general counsel cash band. The published poles a company is bidding against are firm-side. azur's 2026 starting-salary table lists A&O Shearman at €150,000 in year one at offices that include Frankfurt, with a maximum first-year bonus of €15,000. azur, on 19 June 2026, put Milbank, Willkie Farr & Gallagher and Skadden at €180,000 year-one base in Germany, and White & Case at €160,000 plus a bonus of up to €48,000. Quinn Emanuel's German associate advert sets €190,000 in year one and does not list Frankfurt among its offices. In-house structure is on in-house counsel salary in Germany.

Does a Syndikus admission move with the lawyer to a new Frankfurt employer?

The admission is a chamber decision on a filed employment contract. BRAO §46a requires the locally competent Rechtsanwaltskammer to decide after hearing the pension carrier, and the contract must be attached to the application. The same section allows an admission to cover more than one employment relationship, but each relationship still has to be on the file. BRAO §46 (3) requires four activities: examining legal questions, giving legal advice, shaping legal relationships or enforcing rights, and authority to act externally. A job description that fails those tests is not a Syndikus seat.

Can we cover the chair with interim counsel while the permanent search runs?

Yes. A defined gap — parental leave, a DORA build, a financing — is often faster as interim and fractional counsel than as a permanent hire on a 4 to 7 months clock. Interim engagements at Sartori have a median of 7 days from first call to start, separate from the 400+ placements (230+ in-house). We can run both so the work is covered while the general counsel search is live.

Frankfurt in-house search

If the chair is still empty, brief it as a company seat.

A general counsel, chief legal officer or head of legal search in Frankfurt is a retained mandate. We listen first — to the reporting line, the Syndikus tests, and whether the sitting counsel has been told. No obligation.
